About this file
This is a landfill fee schedule document for the City of New Smyrna Beach, Florida, related to a residential and commercial solid waste management contract solicitation. The City is seeking proposals from qualified licensed contractors to provide exclusive waste collection, transportation, and disposal services for approximately 17,601 residential units and 5,988 multifamily accounts, along with a substantial commercial customer base. Services include residential solid waste, yard waste, and optional recycling collection and disposal. A mandatory pre-proposal conference is scheduled for February 4, 2026, at 11:00 am, with written questions due by February 23, 2026. Electronic proposals must be submitted through the OpenGov eProcurement Portal by April 2, 2026, at 2:00 pm. The contract term is ten years with a potential ten-year renewal option. Evaluation will be based on a 200-point scale considering contractor qualifications (20 points), equipment and personnel resources (25 points), service plans and transition initiatives (55 points), and pricing (100 points).
The landfill fee schedule establishes the unit pricing structure for various waste categories from FY2022 through FY2026, with rates increasing incrementally across all categories over the five-year period. Garbage rates increase from $34.00 to $38.78 per unit, yard waste from $23.00 to $31.44, demolition debris from $28.00 to $38.78, tire vehicles from $172.00 to $180.26, oversized tires from $288.00 to $301.82, and inert materials from $13.00 to $19.39. The incumbent contractor is Waste Pro, currently managing monthly tonnage averaging 1,414.51 tons for residential solid waste, 1,167.65 tons for commercial waste, 369.06 tons for yard waste, and 154.70 tons for recycling. A proposal security bond of ten percent of first-year contract value and a performance bond equal to fifty percent of estimated first-year revenue are required. Comprehensive insurance requirements include $2,000,000 general liability, $5,000,000 umbrella coverage, and $5,000,000 pollution liability. The contractor will receive monthly service fees based on unit pricing with annual Consumer Price Index adjustments not exceeding four percent.
