About this file
This is a Technical Proposal Form for Kentucky Transportation Cabinet's (KYTC) Electric Vehicle Charging Program RFP 4, which solicits proposals for the development and operation of public electric vehicle charging stations across designated zones in Kentucky. Proposers must submit completed technical proposals for each proposed site, with one Technical Proposal Form per site and only one site allowed per zone. The form requires detailed specifications for direct current fast charging (DCFC) and Level 2 electric vehicle supply equipment (EVSE), including power ratings, output specifications, ambient operating temperatures, and environmental enclosure ratings. All proposed EVSE must be Build America, Buy America compliant, with DCFC equipment capable of simultaneously providing at least 150 kW per port and equipped with both NACS and CCS1 connectors. Proposals must include preliminary site design and layout diagrams, area maps with scale indicators, specification cut sheets for all charging equipment, an organizational chart, a utility data request form, signed FHWA Form 1273, cost proposals, and project schedules. Proposers must demonstrate that charging will be publicly available 24 hours a day, 365 days per year, with at least one ADA-compliant parking space and a minimum of four ports (at least two DCFC).
The technical proposal form establishes comprehensive site and equipment requirements including site maintenance responsibilities, snow and ice removal protocols, vehicular access point configurations, ADA compliance, electrical infrastructure specifications, and lighting provisions. Sites must comply with all applicable federal regulations under 23 CFR 680, including OSHA NRTL certifications to UL standards (UL 2202 for DCFC, UL 2594 for Level 2, and UL 2231-1 and UL 2231-2 for all EVSE). Proposers must provide a minimum of 20 percent non-federal matching funds and cannot appear on federal or state suspension and debarred lists. The form includes an administrative and technical responsiveness checklist requiring certification under penalty of perjury that all proposal information is accurate and that the proposer is registered to do business in Kentucky with a valid Federal Tax ID number and unique entity identifier.
