2.11

Minimum Power Supply and Battery Energy Storage System Requirement

A Battery Energy Storage System (BESS) may be installed at any site to control demand charges or provide backup power. For some sites, based on the expected utilization over the 5-year operations and maintenance (O&M) period, a BESS may also be used to supplement the power supply from the grid. When less than 150kW per port of grid capacity is installed, failure of the BESS to meet the power delivery request of a charging vehicle up to 150kW per port will be assessed as an outage of the relevant port(s) and shall count against the minimum uptime requirement for the port(s). The minimum grid capacity per port and minimum BESS size requirements for each site are in a table at the end of this document.

The required size of an installed BESS depends on how the BESS is connected to the charging ports. If each port has a dedicated BESS that is not connected to any other port, the “Dedicated” requirement must be met, which is the first number in the table. If the BESS is shared among all ports, the “Shared” requirement must be met, which is the second number in the table. If there is only a single number in the table, it applies to both Dedicated and Shared BESS configurations. BESS size requirements may be interpolated for installed grid capacities not shown in the table as long as the minimum grid capacity is met.

2.12 NEVI Port Power Sharing

The Project Site shall have a minimum of four NEVI-compliant charging ports.

Additional charging ports that do not meet the NEVI requirements are allowed, but these additional, non-NEVI ports are ineligible for NEVI funding.

Power sharing between the NEVI ports and the non-NEVI ports is allowed, as long as the 150kW continuous and simultaneous power requirements for the DCFC NEVI ports and 6kW continuous and simultaneous power requirements for Level 2 NEVI ports are met.

The full cost of the utility upgrades to support all charging ports is an eligible expense. The cost of any equipment that supports only the non-NEVI ports is an ineligible expense. The cost eligibility of any shared equipment that supports both the NEVI and non-NEVI ports shall be prorated based on the proportion of the power rating of the equipment that can supply the NEVI ports simultaneously.

If the site contains both NEVI ports and non-NEVI ports, signage shall be provided to clearly identify the NEVI ports.

Batteries can be installed either at the site level (e.g., a single shared battery supplying power to all ports) or at the port level (e.g., a dedicated battery for each port). If 150 kW of grid capacity is installed per port, then there are no specific requirements for BESS size.

For a BESS used to reduce grid capacity, the requirements for shared batteries are given at the site level and shown in bold. For a single site-wide shared battery, the minimum battery size is what is shown in the table. Site level requirements for grid connection size in kVA and BESS size in kWh are independent of the number of ports installed.

The requirements for dedicated batteries are given at the port level and shown in italics. When each port has a separate, dedicated battery, there will be multiple batteries installed where each battery has a minimum size as given in the table. The total grid connection size in kVA must be large enough to provide each port with the specified minimum value.

For sites that utilize a BESS to reduce the required grid capacity, the Proposer is responsible for maintaining the required 97% uptime per port through the entire 5-year operating period. Any failure of a port to deliver the full power requested by a vehicle up to 150 kW is an outage that must be tracked and reported, even if the vehicle is still able to successfully charge at a lower power level. The table above provides minimum values that are required by KYTC for each zone. KYTC does not guarantee that these battery sizes are adequate to meet all uptime requirements. It is the responsibility of the Proposer to ensure that the EVSE, BESS, and utility connection proposed can meet the requirements of the NEVI program.
