About this file

This is a Scope of Work document for the Kentucky Transportation Cabinet's Electric Vehicle Charging Program RFP 4, outlining the comprehensive tasks and deliverables required of developers who are selected to develop electric vehicle charging stations. The project is structured in five sequential tasks spanning multiple years: Task 1 (Preliminary Engineering) must be completed within 180 days of agreement execution and includes kickoff meetings, project scheduling, equipment manual submission, draft site plans, test plans development, and progress reporting. Task 2 (Final Design and Permitting) must be completed within 12 months and requires utility coordination, final site plan and construction drawings, and attainment of all required federal, state, and local permits. Task 3 (Construction and Commissioning) must be completed within 24 months and encompasses site upgrades, EVSE installation, infrastructure testing, site inspections, customer service system implementation, cybersecurity reporting, and reimbursement claims submission. Task 4 (Operations and Maintenance) requires five years of operation including annual and quarterly data reporting, uptime monitoring at 97 percent minimum, cybersecurity audits and event notifications, and annual maintenance reimbursement claims. Task 5 (Project Closeout) must be completed within 90 days of final completion and includes submission of all final deliverables, profit statements, and remaining performance reports.

The scope of work emphasizes compliance with federal requirements including the National Environmental Policy Act (NEPA), Build America, Buy America (BABA) Act, Davis-Bacon Act prevailing wage requirements, and CFR Title 23 Part 680 regulations for electric vehicle charging infrastructure. Developers must provide a letter of credit equal to 60 percent of maximum total project reimbursement during operations and maintenance, which may be reduced by 20 percent annually following successful O&M performance. All site plans must be stamped by a licensed Kentucky Professional Engineer, and land surveys must be conducted by a Kentucky Professional Land Surveyor. The document specifies detailed technical requirements for EVSE equipment functionality, accessibility features, cybersecurity standards, and data reporting compatibility with the EV-ChART system. Semi-annual progress reports and invoices of $500 are required throughout construction phases, with all deliverables subject to KYTC review and approval before proceeding to subsequent tasks.
