About this file
This document contains a market survey and request for information for a KC-135 Aero-I SATCOM replacement program. The Air Force is seeking to replace the current Aero-I INMARSAT system used on KC-135 aircraft for oceanic air traffic control communications and messaging with 618th Tanker Airlift Control Center. The proposed solution utilizes Iridium SATCOM service. Interested parties were asked to provide business and capability information, with a response deadline of April 30, 2018. An industry day was also announced for May 8, 2018 at Tinker Air Force Base to brief potential offerors and answer questions. The market survey aims to identify sources that can provide expertise, capabilities and experience to qualify and produce an Iridium SATCOM system as well as associated hardware and software to replace the current Aero-I solution under a potential future solicitation for 400 KC-135 aircraft based in the U.S., Pacific and Europe.

APPENDIX_A_SOW_REV_
A paragraph 3.7, APPENDIX_C_CSDR_Plan, and
APPENDIX_C_CSDR__DD
2794_Attachment
Both the SOW and CSDR Plan refer to SRDR reporting, and the DD2794 specifies the SRDR for delivery on Pg 1, Section 13.g, and Pg 2 Section 14.b. However, no CDRL or DID were specified for delivery of the SRDR report.
Additionally, the SRDR Implementation Guide dated 01 February 2019 indicates that SRDR reports are required for software development efforts in excess of $20M
Are SRDR reports required?
If the software development effort is well below the $20M there will be no SRDR requirement. Should the effort exceed the $20M the government may revise the CSDR plan post award.
32 CSDR Plan DD2794
The DD2794 also specifies EVM reporting in Section 13, and IPMR Format 1 reporting in Section 13.h. However, the EVM FAR clauses were omitted from the solicitation, and CDRL A004 is unclear whether only format 6 of the IPMR is required, or if other formats are required.
Is EVM required on this contract? There is no EVM reporting required on this contract.

Item Document Section Customer Wording Question/Clarification Government Answer
1 Section L 2.3.3 Table 2.3 How is the PP volume to be delivered early? Should it be the full 4 hard copies, 1 CD? Are we to resubmit it with the final package as well?
If Volume II PP is submitted early, then submit the entire volume in accordance with Section L Table 2.3.
It does not need to be resubmitted unless there is new PP information to add.
2 Section L 2.3.3 Table 2.3
Table 2.3, Volume IV, ITO Paragraph Number 6.1, states, "Model Contract (Section A-J); 6.1 Model Contract/Representations and Certifications states, "…copy of the Model Contract, and Section A through K."
Is Section K required to be included in the model contract, or should it only contain Sections A-J?
All offerors should include Representations and Certifications (Section K) with the model contract (Sections A-J).
3 Section L 3.2.3.d Please clarify whether or not the Associate Contractor Agreement, which is to be included in the technical volume, is part of the 25 page limit, or if it is excluded from the page count.
It is included in the 25 page limit
4 Section L 2.3.6 Does a Cross-Reference Matrix count towards the volume page count?
No
5 Section L 4.1.2 Do we need a consent letter for each Prime we may be partnering with
Yes
6 Section L 4.2.1 Each offeror is requested to submit the past performance volume, fifteen (15) calendar days prior to the solicitation closing date.
Is this request only for PPIF or entire Volume II Past Performance? This request is for the entire PP Volume II.
7 Section M Page 12 - paragraphs 2.4.14 through 2.4.16 do not exist.
In some places, paragraphs were removed but numbering was not changed. For example, the one before is 2.4.13.2 and the one after is 2.4.17 - need to verify there is not pertinent data needed for paragraphs 2.4.14, 2.4.15 & 2.4.16. Note: Draft RFP contained
2.4.15 Service Contract Labor Standards and 2.4.16 Government Furnished Property/Equipment/Material (GFP/GFE/GFM) - both have been removed in RFP. Please verify these sections have been removed and / or are now reserved.
Correct - they were removed. The numbering did not change to keep it consistent with the draft solicitation.
8 Section M Pages 2-12 Title/Header on each RFP page contains "(Draft)" - please confirm that these pages are correct for the RFP.
That’s correct - this is the final document. The Section M has been updated.
9 SOW 3.1 The contractor shall deliver DMSMS reports as required.
Please verify with CDRL A044 that block 10 is either "annual" or "as required".
CDRL A044 is correct. The requirement is delivered with first article (Block 12) and the annually (Block 10)
10 SOW 3.2
The SOW and SRD require the integration of the proposed solution on the Open Skies OC-135. The commentary in the SOW indicates there is no requirement to SIL test the OC-135. The unique aspects of the OC-135 result in a different Block 40 software baseline version than the KC-135 Software baseline version. Does the government expect a released version of the unique OC-135 software under this contract?
Yes - the government expects a unique OC-135 software release. The SOW paragraph 3.2 and 3.5.e has been updated
11 SOW 3.2
Does the government expect Block 40 CDRLs to encompass both the OC and KC Block 40 information or desire separate CDRLS for the KC and OC Block 40 software?
Applicable CDRLs should encompass all three software confgurations: OC-135 Block 40, KC-135 Block 40 and KC-135 Block 45
12 SOW 3.5
. . . end of contract delivery schedule. Are two (2) SILS to be modified at the end of EMD or production?
End of contract delivery schedule, which is at the end of Year 5
Master List (All Questions and Answers)
13 SOW 3.5 & 4.1
The SOW requires SIL modification (SOW 3.5) and over the air testing in the SIL (SOW 4.1.e). Is it the Government’s intent that these requirements include update of all SIL documentation, development of simulation software, and development of SIL interfaces to incorporate the new SATCOM system while still allowing for legacy SATCOM operation?
Yes. It is the Government’s intent that these requirements include update of all SIL documentation and development of SIL interfaces to incorporate the new SATCOM system while still allowing for legacy SATCOM operation. No simulation software will be affected by the SIL integration. Please note the SIL integration and testing are to be accomplished by Collins Aerospace (SOW Paragraph 3.5) under an Associate Contractor Agreement (Section L Paragraph 3.2.3.d)
14 SOW 3.5 & 4.1
Please note the SIL integration and testing are to be accomplished by Collins Aerospace (SOW Paragraph 3.5) under an Associate Contractor Agreement (Section L Paragraph 3.2.3.d)
How will the USAF evaluate the cost of Collins Aerospace effort based upon this defined scope?
As a subcontractor, the cost of Collins Aerospace effort is part of the overall cost and will not be evaluated independently
15 SOW 3.5 & 4.1
Please note the SIL integration and testing are to be accomplished by Collins Aerospace (SOW Paragraph 3.5) under an Associate Contractor Agreement (Section L Paragraph 3.2.3.d)
Does the USAF expect the cost of the defined Collins effort to be the same acoress all submissions.
The Government has no expectations of subcontracted costs and will not be involved in the subcontracting process. The Government anticipates that there will be a variety of unique solutions proposed and that costs will vary depending on the level of effort required to integrate the proposed solution.
16 Pricing Matrix Total Evaluated Price - Attachment 3 Is the price generated on the TEP Tab of the “Attachment 3 - Pricing Matrix” equal to the total proposed price from the contractor?
Yes
17 Pricing Matrix
B, Page 3, Contractor Field Team - Touch Labor (USAF) Aero-I Installation, Item No.
XX01
On the TEP tab of Attachment 3 Pricing Matrix, the description on CLIN XX01 is “Touch Labor for Aero-I Installation”. On the Calculation Methodology Tab, the description of CLIN XX01 is “Install – Touch Labor”.
Based upon these conditions does the USAF want all efforts for Year 1 in CLINs 0008 and 0009?
Yes - Propose whatever is required to deliver 2 permanently modified aircraft.
18 Pricing Matrix
B, Page 3, Contractor Field Team - Touch Labor (USAF) Aero-I Installation, Item No.
XX01
On the TEP tab in year one, where two aircraft are modified (Prototype for BLock 45), this requires Contractor Field Team installation efforts or "Touch Labor". The block under the TEP tab for Year 1, 0001 is blacked out.
In reference to Years 2 through 5 CLINs XX01 "Touch Labor for Aero- I Instllation", other programmatic labor and material are required to support the installation. Does the Government want non-touch labor to be bid in CLIN XX01 in the Attachment 3 Pricing Matrix?
Yes - Propose whatever is required to support CFT installation. The reference to touch labor separates the CFT install from the procurement of the A/B kits.
Note that CLINs XX03 and XX04 are for over and above labor and material required during CFT installation, so only applies to the 134 aircraft going through CFT installation
19 Pricing Matrix
B, Page 7 & 8; Years 1 through 5 CLINs "A-Kit - Material Only XX05" and "B-kit - Material Only XX06"
Pricing Matrix states - Years 1 through 5 CLINs "A-Kit - Material Only XX05" and "B-kit - Material Only XX06";
Soliciation states - "development, fabrication, testing, packaging, and management to deliver."
Does USAF want all programmatic efforts for Year 1 in CLINs 0008 and 0009?
Yes - Propose whatever is required to deliver 2 permanently modified aircraft.
20 Pricing Matrix
B, Page 7 & 8; Years 1 through 5 CLINs "A-Kit - Material Only XX05" and "B-kit - Material Only XX06"
Pricing Matrix states - Years 1 through 5 CLINs "A-Kit - Material Only XX05" and "B-kit - Material Only XX06";
Soliciation states - "development, fabrication, testing, packaging, and management to deliver."
If the purpose of the lines for CLINs XX05 and XX06 are to be specifcally "Material Only", does this mean the price generated for these lines will not be the total contractor price since some level of labor support for these efforts are required?
CLINs XX05 and XX06 should include whatever is required to procure A/B kits. The reference to material only separates this from the CFT install effort since they are different quantities.
21 Pricing Matrix
B, Page 7 & 8; Years 1 through 5 CLINs "A-Kit - Material Only XX05" and "B-kit - Material Only XX06"
Pricing Matrix states - Years 1 through 5 CLINs "A-Kit - Material Only XX05" and "B-kit - Material Only XX06";
Soliciation states - "development, fabrication, testing, packaging, and management to deliver."
Despite saying "Material Only" in Attachment 3 - Pricing Matrix, does the Government want Other Direct Costs and Program Management to be included into CLINs XX05 and XX06?
Yes - propose whatever is required to produce, procure, and manage A/B kits.
22 Pricing Matrix Ordering Period Pg 2, Year 5: should CLIN 2406 & 2206, be 2405 and 2406, respectively?
Yes. The Pricing Matrix has been updated
23 Pricing Matrix
In the pricing matrix there is a total of 13 B-Kits for the FMS countries. The SOW states qty one (1) spare per country. Since there are two (2) countries with a total of ten (10) aircraft, should there only be two (2) spares for a total quantity of twelve (12) B- Kits vs. three (3) spares for a qty thirteen (13)?
Year 5 in pricing matrix for Turkey B Kits should read 2 B Kits. The Pricing Matrix has been updated
24 Pricing Matrix
In looking at the Pricing Matrix, where do I enter the build costs for the A-kits, such as harness build labor etc? All the A-kit cells on the spreadsheet say “Material Only”. Is the build and kitting cost to be rolled up in the “Material Only” price?
Propose whatever is required to produce, procure, and manage A kits. The reference to material only separates this from the CFT install effort since they are different quantities.

31 SOW, CSDR Plan
APPENDIX_A_SOW_REV_A
paragraph 3.7, APPENDIX_C_CSDR_Plan, and
APPENDIX_C_CSDR__DD2794
_Attachment
33 SOW Para 3.7
There are five CDRLs specified in SOW paragraph 3.7 that can be directly correlated to the DD2794. Is that the limit of the required reporting, or is the required reporting more or less than those five CDRLs?
Is that the limit of the required reporting, or is the required reporting more or less than those five CDRLs?
