MEMORANDUM FOR DISTRIBUTION

SUBJECT: Approved Cost and Software Data Reporting (CSDR) Plan and Standard Policy
The CSDR Manual, DoD 5000.04-M-1, governs the application of CSDR requirements. The most recently approved Data Item Descriptions (DIDs) for CCDRs, CWBS Dictionaries, SRDRs, FlexFiles, Technical Data Reports and Maintenance and Repair Reports must be used on this contract. The attached approved CSDR plan (DD FORM 2794) documents the WBS reporting elements, submission events, report types and any other additional tags required on the DD FORM 2794. This AFSC/FZC-approved CSDR plan must be included in all RFPs for contracts subject to CSDR reporting requirements per DFARS Section 234.7101. The program office must submit a copy of the pertinent Contract Data Requirement Lists (CDRLs) to the CSDR Submit-Review within 30 days after the contract action containing such requirements is awarded. This document must provide evidence that the CSDR requirements, as specified in the attached DD FORM 2794, were placed on contract.
Any proposed changes to the attached approved DD FORM 2794 must be submitted to AFSC/FZC for approval. Changes to the DD FORM 2794 must be approved by AFSC/FZC prior to finalization of all contract actions associated with this CSDR requirement. A post-award conference must be held with the contractor to ensure an understanding of the requirements, discuss the contractor’s plan for providing the data including any mapping or allocation methods expected to be used, and to form agreement to any minor updates and adjustments based on conclusions drawn from discussions. Again, any changes generated by this post-award conference or other actions post-award are required to gain the approval of AFSC/FZC before implementation.
The Contract CSDR Plan process uses the event field as the driver for each submission, not the "as of date." The "as of date" is based on current knowledge (when the Contract CSDR/EVM Co- Plan) and is used for tracking purposes. If the event slips, it is the responsibility of the PO/LSA to update the tracking system with the new event date via the CSDR Submit-Review. The PO/LSA will determine if a revised Contract CSDR/EVM Co-Plan is required. If the Contractor does not inform the PO, the submission will be treated as being late. Event slippages generally do not require a revised Contract CSDR/EVM Co-Plan to be submitted. However, a Contract CSDR/EVM Co-Plan revision is required to add new events.
Contractors and subcontractors for the program are required to submit the contract WBS (CWBS) Index and Dictionary into the CSDR-Submit Review (SR) system when the first cost report is due, or as specified in the Contract CSDR/EVM Co-Plan. The CWBS Dictionary must be maintained and updated throughout the life of the contract and resubmitted as changes occur.

CSDRs must be submitted electronically to CADE as specified in DOD 5000.04-M-1. All reports are to be uploaded to CADE’s CSDR Submit-Review system. The CADE website (http://cade.osd.mil/) contains information about delivery methods and submission instructions.
