MEMORANDUM FOR 47 CONF/PKA

FROM: 47 CES/CEF

SUBJECT: Brand Name Justification for Monaco Fire Alarm Receiving Equipment/Control Panel System

1. This brand name justification request is for sole sourcing of Monaco fire alarm receiving equipment for all facility projects that require a fire alarm system at Laughlin AFB and all GSUs.

2. Justification: The fire department currently operates their dispatch center with a Monaco central receiving system computer. The government has a sizable investment in this system.

The dispatch computer is the brain of the alarm system which requires installation of addressable fire alarm detectors or features that when activated, report the address to the dispatch. This point-to-point reporting feature provides a floor plan on the screen which pinpoints the exact detector location. When Monaco fire alarm panels are not installed the result is loss of the addressable portion of the system dispatch computer. This information is vital for emergency response during life or death scenarios. It is also critical in protection and safeguarding of government facilities and equipment. In addition, Monaco alarm control panels provide a mass notification feature that allow the fire department to make public address voice announcements over all base speakers.

3. Support information: Under optimal conditions, the fire department dispatch computer should receive exact location information from fire alarm systems to include:

• Facility number

• Facility floor level

• Room number

In previous construction projects, the Government has approved alarm control systems that claimed to be fully compatible with the Monaco system only to experience unacceptable results and the need to replace these similar products with the Monaco brand. This is very costly. Many alarm systems have not functioned with the existing Monaco system despite claims of compatibility.

4. For these reasons, we request brand name justification of Monaco fire alarm receiving equipment/control panel system for all construction projects that require a fire alarm system at Laughlin AFB and all GSUs.
