STATEMENT OF WORK
REPLACE FOAM FIRE SUPPRESSION SYSTEM
WITH WATER DELUGE SYSTEM, B50
MXDP 22-1013

1. Project Description
1.1. Introduction
1.1.1. The purpose of this project is to remove the existing foam Fire Suppression System (FSS), high expansion foam system (HEFS), in Building 50 aircraft bay area and replace it with a water FSS, Water Deluge System (WDS), as it appears in the 100% construction documents Attachment A, Fire Suppression System Plan Set.
1.1.2. The new WDS will meet the Sundown Policy (change 2, 29 December 2022) for replacing Aqueous Film Forming Foam (AFFF) Fire Suppression Systems (FSS) in DoD facilities Attachment B, Sundown Policy for Foam Fire Suppression Systems.
1.1.3. The Project is located at Laughlin Air Force base (LAFB), Texas, Building 50.
1.1.4. This Statement of work (SOW) issued by the 47 CES/CENMP describes the goals expected to be achieved by executing the removal of the HEFS, installation of the WDS, and repairs to the existing wet pipe FSS to bring building 50 FSS to a functional state throughout the entire facility and to follow the Sundown Policy for Foam Fire Suppression Systems.
1.2. Background
1.2.1. Building 50 contains fueled aircraft, with the primary function of the hangar being aircraft maintenance. The hangar was constructed in 1954 and the HEFS was installed in 2004. The aircraft maintenance hangar area in building 50 is approximately 37,200 square feet (SF).
1.2.2. The FSS serving the hangar bay is a Foam FSS. Water is supplied from two 1,000 gallons per minute (GPM) fire pumps, one electric and one diesel, both located in the pump house adjacent to the aircraft bay. The water supply for the pumps is from above-ground 15,000 gallon storage tank. The foam FSS is activated by manual foam discharge detectors serving the hangar bay area.
1.2.3. The pump house also has a wet-pipe sprinkler system that gives service to the support spaces, not part of the aircraft maintenance bay. This FSS is not operational due to sub-freezing temperatures that occurred February 2021, and caused damage to the pump house pipes, the electric motor, controllers, diesel engine, and fire damage to the pump house.
1.3. Construction services are required to replace the existing HEFS with a WDS system in the aircraft maintenance bay of building 50, repair and replace all damage in the pump house, and bring the FSS of building 50 to a functional state, as described in the 100% construction documents Attachment A, Fire Suppression System Plan Set.
1.4. Within this document, the following shall be consistent:
1.4.1. When “the Government” is mentioned, it is a representation of the Project Manager (PM), the Contracting Officer (CO), and the Contract Specialist (CS).
1.4.2. When “the Contractor” is mentioned, it is a representation of the prime contractor, all sub-contractors, and all other parties working with or for the prime contractor.
2. Scope of Work
2.1. The Contractor shall furnish all materials, labor, tools, equipment, transportation, and all other incidentals necessary to complete the work outlined in this Statement of Work (SOW). When complete, the project shall be repaired or replaced as described within the SOW and the 100% construction floorplans, Attachment A, Fire Suppression System Plan Set to ensure a full and usable system.
2.2. OPTION: The Contractor shall provide the removal and disposal of the AFFF as a separate contract line-item number in this contract in the event the AFCEC contractor does not get to facility sooner than this contract starts construction. It is unknown as to when AFCEC/AF will start the removal of the AFFF for this contract. Removal and disposal shall be inline with TCEQ, Air Force and 47th CEIE requirements.
2.3. All work on this project shall be accomplished in accordance with (IAW), at a minimum, the following specifications and all specifications cited therein:
2.3.1. Attachment A, Fire Suppression System Plan set

2.4. The Contractor shall utilize a Qualified Fire Protection Engineer (QFPE) who meets the requirements of UFC 3-600-01 Fire Protection Engineering for Facilities.
2.5. Existing Conditions
2.5.1. The Contractor shall investigate the existing condition of the fire protection system at Building 50 and obtain all necessary information and engineering data through on-site investigation, reconnaissance, surveys, and construction documents Attachment A, Fire Suppression System Plan Set as required to complete the scope of work.
2.5.1.1. The Government will furnish copies of all available records as necessary to aid in the completion of this project; however, the use of
Government furnished data does not relieve the Contractor from performing thorough site investigations to obtain all the information necessary to provide complete and fully functioning systems.
2.5.1.2. The Contractor shall be solely responsible for verifying and validating existing conditions and incorporating the proposed requirements in conjunction with the existing conditions.
2.5.1.3. The Contractor shall dispose of all material waste at an appropriate off base facility approved by the CEIE and provide documentation of all material waste.
2.6. Construction Requirements for Building 50.
2.6.1. The Contractor shall follow the 100% construction Attachment A, Fire Suppression System Plan Set for the demolition of the existing HEFS and components in Building 50.
2.6.2. OPTION: The Contractor shall remove, contain, and dispose of all AFFF from the facility and its piping. The Contractor shall rinse the existing system, contain, and dispose of all rinse water. All AFFF waste shall be disposed of in accordance with the most recent AF Guidance/Memo in an off base location.
2.6.3. The Contractor shall follow the 100% construction Attachment A, Fire Suppression System Plan Set for the repair, replacement, and construction of the FSS.
2.6.3.1. The Contractor shall reuse the existing wet-pipe sprinkler system, unless determined to be unfeasible or the cost to reuse the system exceeds the cost for replacement.
2.6.3.2. The automatic sprinkler system shall meet the hydraulic requirements of Attachment H, FM Data Sheet 3-26, Fire Protection for Nonstorage Occupancies, hazard category no. 3, and be installed IAW UFC 3- 600-01 Fire Protection Engineering for Facilities. Extended coverage sprinkler heads may be permitted with Government approval.
2.6.3.3. Infrared detection is required, except that detectors shall be provided around the perimeter of hangar bay such that all portions of the hangar shall be within the cone of vision, and in range of at least two detectors, and the fire alarm system signal shall be activated based on one detector.
2.6.3.4. Infrared detection used to activate pre-action systems shall meet the existing criteria in Attachment U, UFC 4-211-01 Aircraft Maintenance Hangars.
2.6.4. The manufacturer of all new and replacement fire alarm control panels shall have a Mass Notification System (MNS) feature to broadcast live voice from fire dispatch D21 Consoles Attachment F, J&A for Other Than Full and Open Comp – Fire Alarm Panels and Attachment G, J&A for Other Than Full and Open Comp – MONACO.
2.6.5. Engineering weather data for Laughlin AFB has been evaluated for control limits per NFPA 72 requirements and it has been determined humidity and temperature control are required for the fire suppression and fire alarm control panels. HVAC system will be installed in the pump house to address these requirements.
2.6.6. The Contractor shall ensure all utilities and telecommunication systems be compatible with and tie-in with the existing building systems.
2.7. Submittals
2.7.1. The Contractor shall submit a summary of the information/data collected from the site investigations performed on the existing FSS in Building 50. Submit all submittals with Attachment J, Schedule of Submittals, for Government approval/disapproval.
2.7.1.1. The Contractor shall provide a construction schedule. The schedule shall represent the construction plan on how the work will be sequenced and accomplished based on the demolition, repair, and replace requirements outlined in the 100% construction Attachment A, Fire Suppression System Plan Set.
2.7.1.2. The Contractor shall provide a Statement of Work (SOW) for construction. The SOW shall include at a minimum:
2.7.1.2.1. Description of work to be accomplished. Where phasing is appropriate, each phase and duration shall be clearly defined in the scope of work and specifications.
2.7.1.2.2. Requirements for the Contractor to repair the automatic sprinkler system in the pump house.
2.7.1.2.3. Requirements for component/system testing.
2.7.1.2.4. Requirements for system commissioning.
2.7.1.2.5. Requirements for Operations and Maintenance (O&M)
training and warranty.
2.7.1.2.6. Schedule of Submittals. This shall be in Microsoft Excel format and identify specification section, paragraph, description of item, and date to be submitted.
2.7.1.2.7. Building is to remain occupied. Phasing will be required to ensure daily activities are not affected.
2.7.2. The Contractor shall provide the name and qualifications of the QFPE working on this project.
2.7.2.1. A QFPE shall be involved in every aspect of the construction and testing/commissioning as it relates to fire protection and life safety.

2.7.2.2. Provide the QFPE’s resume indicating education, professional registration, and work experience.
2.7.2.3. Provide a memorandum for record (MFR) attesting to their compliance with the requirements of UFC 3-600-01 (1-7) Attachment T, Fire Protection Engineering for Facilities. The MFR shall have an imprint of their professional engineering stamp with signature.
3. Schedule
3.1. Notice to Proceed (NTP). This project shall have two NTP.
3.1.1. NTP #1 will be for pre-construction submittals.
3.1.2. NTP #2 will be for construction.
3.2. Period of Performance (PoP)
3.2.1. The PoP for NTP #1 is 63 calendar days.
3.2.2. The PoP for NTP #2 is 182 calendar days.
4. Meetings
4.1. Reference Attachment C, Laughlin AFB Division 01 General Specifications
4.2. The Government will host a Kick-Off Meeting. The Kickoff Meeting shall be held within 5 calendar days of NTP #1. The Kickoff Meeting shall be held either at Laughlin AFB or the meeting will be held via teleconference.
4.3. The Contractor is responsible for providing meeting minutes after each meeting to the Government no later than three (3) government business days after each meeting.
Meeting minutes shall include the meeting attendee list.
4.4. Pre-construction meetings.
4.5. Partnership meeting shall occur weekly.
5. Deliverables
5.1. Progress Schedule & Progress Report
5.1.1. The Contractor shall submit a signed Progress Schedule and Progress Report, similar to Attachment K, Progress Schedule Form and Contract Progress Report to the CO every two weeks. The form for the Progress Schedule and Progress Report will be provided by the CO.
5.1.2. All Training in Attachment C, Division 01 General Specifications shall be completed. The following are mandatory:
5.1.2.1. Prior to beginning construction, the Contractor must complete the course for OpSec awareness for contractors. The course provides information on the basic need to protect unclassified information about operations and personal information. Contractor must provide proof of OPSEC if completed to CO.

5.1.2.2. Contractor/subcontractor working on classified, sensitive, and/or high-risk projects will report any suspicious activity or suspicious contacts by personnel to Office of Special Investigations (OSI) (Eagle Eye at 830-298-5158). Any person finding classified information will immediately secure it (do not open/read/examine) and contact Security Forces Squadron at 830-298-5100 during non-duty hours and inform them a patrol response is necessary to take control of classified document(s)/material(s).
5.1.2.3. Contractor shall complete Airfield Driver Training prior to gaining access to site with vehicles for construction. Training can be coordinated through LAFB Airfield Driving training representative, Ms. Caroline Easley (830-298- 8088) or Mr. Luis Cervera (830-298-8181). Training on site shall take approximately 1-2 days (depending on if project is in Controlled Movement Area) with familiarization driving test on-site to follows.
5.1.2.4. Contractor shall complete Anti-terrorism Level I Awareness Training within 30 days of requiring access, and annually thereafter in accordance with DoDI O-2000.16-V1_DAFI31-145-O. The Level I Awareness training can be access can be accessed by the contractor through the following site:

5.1.2.5. Contractor shall complete Security Education and Training Awareness (SETA) in accordance with DoDM5200.01V3_DAFMAN16-1404V3, Encl 5, Security Education and Training, Initial Orientation under Information Security Program. The Host Unit Security Manager (USM) will provide this training.
