NTP #1 is for pre-construction submittals (63 calendar days), and NTP #2 is for construction (182 calendar days). The acquisition will be a firm-fixed price contract, and all prospective offerors must be registered in the System for Award Management (SAM) to be eligible for award.

SUBJECT: Exemption to UFC 1-200-01, DoD Building Code, with Change 1, UFC 3-600-01, Fire Protection Engineering for Facilities, UFC 4-211-01, Aircraft Maintenance Hangars and UFC 4-211-02, Aircraft Corrosion Control and Paint Facilities, to implement Sundown Policy for Foam Fire Suppression Systems

Reference: (a) Sundown Policy for Foam Fire Suppression Systems, 16 Nov 2021

UFC 3-600-01, Fire Protection Engineering for Facilities, requires that aircraft hangars are designed and constructed in accordance with UFC 4-211-01, Aircraft Maintenance Hangars, and UFC 4-211-02, Aircraft Corrosion Control and Paint Facilities, which in turn require foam based fire suppression systems in order to be occupied by fueled aircraft. AFCEC/COSM Fire Protection Engineer is currently developing and coordinating modifications to criteria to implement the Foam Sundown Policy, which prohibits installation of foam based fire suppression in Tier 2 facilities and authorizes installation of Ignitable Liquid Drainage Flooring Assemblies (ILDFA) in Tier 1 facilities. Before updated criteria are released, an exemption is required in accordance with UFC 1-200-01, DoD Building Code, with Change 1.

The following fire protection features shall be implemented in lieu of features provided by UFC 4-211-01 for aircraft maintenance, repair depot, storage, and alert hangars, UFC 4-211- 02 for corrosion control and paint facilities, and UFC 3-600-01 for tension fabric hangars:

a. Tier 1 Facilities. An ILDFA is an acceptable alternative in lieu of high expansion foam systems and low expansion foam systems; Tier 1 facilities will be provided with an ILDFA unless it is impractical to do so. Where ILDFA is provided, the associated automatic sprinkler system must meet the hydraulic requirements of FM Data Sheet 3-26, Fire Protection for Nonstorage Occupancies, and be installed in accordance with UFC 3-600-01, Fire Protection Engineering for Facilities; hangar bays are classified as hazard category no. 3; infrared detection is required, except that detectors shall be provided around the perimeter of hangar bays such that all portions of the hangar shall be within the cone of vision, and in range of at least two detectors, and the fire alarm system signal shall be activated based on one detector. Hangars protected by high expansion or low expansion foam shall be provided with drainage trenches meeting the requirements of section 7-11, Floors and Trench Drains, UFC 4-211-01, Aircraft Maintenance Hangars, unless modifying scope during construction is impractical when evaluating cost and schedule.

b. Tier 2 Facilities. The Tier 2 fire protection standard is an automatic water sprinkler system rather than a specialized system such as ILDFA or foam-based system. Automatic sprinkler systems must meet the hydraulic requirements of FM Data Sheet 3-26, Fire Protection for Nonstorage Occupancies, and be installed in accordance with UFC 3-600-01, Fire Protection Engineering for Facilities; hangar bays are classified as hazard category no. 3; infrared detection is required, except that detectors shall be provided around the perimeter of hangar bays such that all portions of the hangar shall be within the cone of vision, and in range of at least two detectors, and the fire alarm system signal shall be activated based on one detector; infrared detection used to activate pre-action systems, shall meet the existing criteria in UFC 4-211-01, Aircraft Maintenance Hangars; drainage trenches, meeting the requirements of section 7-11, Floors and Trench Drains, UFC 4-211-01, Aircraft Maintenance Hangars, shall be provided for new facilities.

To ensure the expedient implementation of the Sundown Policy Memo and prevent expenditure of funds on non-required systems in Tier 2 facilities, I also approve an exemption from UFC 1-200-01, DOD Building Code, section 1-3.1 which defines when UFC changes apply to design-bid-build and design-build projects. Existing projects to install new or upgrade high expansion or low expansion foam systems need to be modified in design, regardless of design completion percentage, or in execution unless the feature under modification is already installed.

Although aviation fuel involved hangar fires are an infrequent event, the impact could be catastrophic. Fire Emergency Service personnel should exercise caution when entering these facilities in response to fire alarms or reported fire events; since fire protection system performance may not be as desired or expected.
