5.1 The contractor and all subcontractors, regardless of

tier must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTRs including but not limited to GTRs 1 through 7, 22, 23, 24, 28, and 29.

5.2 When conducting load testing, if movable weights would

cause damage to surrounding equipment, or are not considered practicable for proof tests, a dynamometer or load cell may be used in lieu of weights only as approved by the OMT REP.

5.3 Monorail hoists/engine room cranes not listed in the

vessel’s ABS Register of Lifting Appliances will be maintained and tested to ASME standards.

5.4 The replacement of load chain or wire rope does not

necessitate a load test. However, an operational test of the hoist should be made in accordance with ASME prior to putting the hoist back in service.

5.5 THIS SHIP CONTAINS HIGH VOLTAGE (HV) ELECTRICAL

SYSTEMS. OBEY ALL POSTED AND VERBAL INSTRUCTIONS REGARDING

SAFETY AND EXCLUSION FROM HIGH VOLTAGE AREAS. AT NO TIME

APPROACH, WORK ON, OR ENTER A HIGH VOLTAGE AREA WITHOUT PROPER

AUTHORIZATION.

5.6 THE T-ESB CLASS ELECTRICAL COLOR CODING DOES NOT

FOLLOW CONSISTENT COLOR SCHEME. THE SHIP IS KNOWN TO HAVE

CURRENT CARRYING CONDUCTORS COLORED GREEN, BLUE, BLACK, AND

WHITE. ASSUME ALL ELECTRICAL CABLES ARE ENERGIZED UNTIL TESTED

6.0 QUALITY ASSURANCE REQUIREMENTS: None additional

7.0 STATEMENT OF WORK REQUIRED

7.1 Inspect, test, and certify machinery space cranes and

hoists identified in Reference 2.1.1 and section 3.0 using References 2.1.2 through 2.1.4 and Enclosures 2.2.2 and 2.2.3 as guidance. Accomplish all tasks in accordance with IMO, SOLAS, and the Manufacturer’s requirements.

7.2 Coordinate with ship’s force to have associated

equipment locked and/or tagged out per ship’s lock out/tag out policy. When the maintenance is complete, coordinate with ship’s force to have associated equipment unlocked and/or tagged in per ship’s lock out/tag out policy.

7.3 Conduct a periodic inspection of the machinery space

cranes and hoists. The inspection will determine whether conditions found constitute a hazard, and whether repairs or disassembly are required for additional inspection. Inspect the following items:

7.3.1 Operating mechanisms for proper functionality, proper adjustment, and unusual sounds

7.3.2 Crane structure including bridge, runway rails, trolley, hoist, load-carrying flange of all track systems, hangers and sway braces for deformation, excessive wear, corrosion, damage or fractures

7.3.3 Loose or missing fasteners, bolts, nuts, pins

or rivets

7.3.4 Cracked or worn sheaves, drums, drive/load/idler chain sprockets, and excessive drive chain stretch

7.3.5 Cracked, worn or distorted parts such as load

blocks, suspension housing, chain attachments, clevises, yokes, suspension bolts, pins, bearings, wheels, shafts, gears, rollers, locking and clamping devices, bumpers, end stops, AUXILIARY MACHINERY CONTRACT NO. ATP-xxxxxxxx

7.3.17 Welded link chain including end attachments.

Identify any gross damage that may become a hazard, such as:

a. Gouges, nicks, weld spatter, corrosion, and distorted links

b. Wear or stretch

7.3.18 Roller chain including end attachments.

a. Elongation

b. Twist

c. Sidebow

7.3.19 If chain or wire rope damage is discovered, the

chain/rope must either be removed from service or inspected as detailed in References 2.1.3 and 2.1.4. This additional inspection or replacement will be covered by a change order if deemed necessary by the OMT REP.

7.3.20 Inspect all function, instruction, caution, and

warning labels, markings, or placards for legibility.

7.3.21 Immediately report any adverse conditions to

the OMT REP. The report is to include photographs for record-keeping purposes.

7.4 Conduct maintenance on all machinery space cranes and

hoists, to meet the manufacturer’s design, installation, maintenance instructions, and service bulletin requirements. The maintenance includes/verifies:

7.4.1 Clean and lubricate all moving parts, where

specified in Reference 2.1.1.

7.5 Conduct testing of the machinery space cranes and

0555 - 6 maintenance instructions and service bulletin requirements.

Coordinate testing with OMT REP. Install barricades and warning signs to prevent access to areas of active testing. Erect and maintain control lines, warning lines, railings or similar barriers to mark the boundaries of the hazard areas. The testing includes/verifies:

7.5.1 Conduct a functional test, under no load, evaluating the performance of individual machinery space cranes and hoists. The test includes the following functions:

a. Lifting and Lowering

b. Trolley Travel

c. Bridge Travel

d. Hoist Limit Devices

e. Travel Limiting Devices

f. Locking and Indicating Devices

7.6 To conform with the ABS Guide for Certification of

Lifting Appliances (2018), regardless if the cranes and hoists are registered, conduct a 5th Year Load Test evaluating the performance of the cranes and hoists. The test load must not be less than 100% of the rated load and not more than 125% of the rated load unless otherwise specified by the manufacturer. The test includes the following:

7.6.1 Hoist the test load to ensure that the load is

supported by the cranes or hoist and held by the crane or hoist brakes for at least five minutes.

7.6.2 Transport the test load by means of the trolley

for the full length of the bridge or monorail.

7.6.3 Transport the test load by means of the bridge

for the full length of the overhead runway rail in one direction with the trolley as close to the extreme right-hand end of the crane or hoist as practical, and in the other direction with the trolley as close to the extreme left-hand end of the crane or hoist as practical.

7.6.4 Demonstrate brakes and fail-safe devices under

simulated loss of power conditions.

7.6.5 Lower the test load and stop and hold the test

load with the brakes.

7.7 Testing is to be coordinated with the OMT REP and ABS

to allow for observation if deemed necessary. Demonstrate current calibration of all test weights and equipment prior to any testing.

7.8 Maintain workspaces in a clean condition during and

upon completion of the work requirements. Prevent contamination of any adjacent equipment and spaces.

7.9 Upon completion of all inspections, tests and repairs, return the machinery space cranes and hoists to a ready for service condition.

7.10 With the assistance of ship’s force, tag-in all

required systems and equipment.

7.11 Reports

7.11.1 When inspections, maintenance, servicing and

testing reveal any deficiency, a condition report is to be submitted to the OMT REP with recommended repairs and parts required. Submit one electronic copy in Portable Document Format

(PDF).

7.11.2 Upon completion of all inspections, maintenance, servicing, and testing, prepare and submit a Service Report documenting the final “as released” condition of all machinery space cranes and hoists affirming they are safe for use. Submit one electronic copy in Portable Document Format

(PDF).

7.11.3 All reports and checklists are to be completed

and signed by the person who carried out the inspections, maintenance, servicing, and testing and are to be countersigned by the Company's representative.

7.11.4 Prepare and submit an Inspection, Test and

Certification Form (Enclosure 2.2.2) detailing all hoists

7.12 Painting/Lagging

7.12.1 Mechanically clean, prepare, prime, paint and

restore all new, soiled and disturbed surfaces to match surrounding surfaces.

7.12.2 Replace all removed, soiled, and disturbed

insulation and lagging.

7.13 Manufacturer’s Representative

7.13.1 Provide the services of a Contractor recognized

as a crane certifying authority to inspect, test and certify the machinery space cranes and hoists using References 2.1.1 through

2.1.4 as guidance.

ENCLOSURE 2.2.3 EQUIPMENT DEFINITIONS

Overhead Crane – An overhead crane, commonly called a Bridge Crane or Traveling Bridge Crane, is a type of crane found in industrial environments. An overhead crane runs on an elevated runway system consisting of parallel rails with a traveling beam (bridge) spanning the gap. A hoist travels along the bridge and provides three axes of hook motion.

Gantry Crane - Is a type of overhead crane that is similar to a bridge crane, but instead of moving on suspended runways, the crane uses legs to support the bridge, trolley, and hoist. These legs travel on tires or on rails that are embedded in the floor or ground structure.

Jib Crane - A type of crane, which has a horizontal member (known as jib or boom) that supports a moveable hoist fixed to a wall or to a floor-mounted pillar is known as jib crane. The jib may swing through an arc, giving additional lateral movement.

Monorail Crane - This type of overhead lifting system is specialized where the hoist and trolley run along a single stationary beam. They are very effective where materials are to be moved from one fixed point to another fixed location. However, only two directions of hook travel are possible: up/down and along the axis of the monorail beam.

Hoists - A machinery unit that is used for lifting or lowering a freely suspended (unguided) load.

There are two main types; Chain hoists and Wire rope hoists.

Wire Lay - a rope lay is the length along the rope in which one strand makes a complete revolution around the rope.

Chain - Roller chain is a power chain consisting of parallel pairs of flat links joined by pins covered with rollers and engaging with the teeth of sprockets.

5.0 NOTES

5.1 The contractor and all subcontractors, regardless of

tier must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTRs including but not limited to GTRs 1 through 7, 22, 23, 24, 28, and 29.

5.2 Definitions

5.2.1 Offshore Cranes: a lifting appliance mounted on

a vessel, used for lifting and moving cargo, equipment, supplies and other loads under the environmental conditions while the vessel is at open sea and/or when there may be motion relative to the other vessel during crane operations.

5.2.2 Shipboard Cranes: lifting appliances mounted on

surface-type vessels, used for lifting and moving loads of less than 160 tf (1570 kN, 352800 lbf) such as cargo, containers, equipment and other loads; or for handling hoses, while the vessel is within a harbor or sheltered area under mild environmental conditions.

5.3 Per Reference 2.1.1, 2-7/9 and the bearing

0557 - 9 manufacturer’s instructions, Rocking Tests are to be taken every six months. The results of these tests are to be recorded in the Register of Lifting Appliances for review by the attending ABS surveyor at each annual survey.

6.0 QUALITY ASSURANCE REQUIREMENTS: None additional

7.0 STATEMENT OF WORK REQUIRED

7.1 Provide and operate equipment and supply all services

and assistance to accomplish the thorough examination, maintenance, testing and certification of the ships deck cranes using ABS and USCG requirements as guidance.

7.2 With assistance from the Chief Engineer tag out the

systems for inspection to avoid damage or injury during this work item.

7.3 Coordinate the inspection and testing of equipment

with the Chief Engineer to ensure the vessel is always aware of system status until the work is completed.

7.4 Conduct the 5th Year inspections, maintenance and

testing of the ships deck cranes shown Enclosure 2.2.1 using References 2.1.1 through 2.1.6 as guidance.

7.4.1 Conduct an inspection of the equipment listed

in Enclosure 2.2.1. The examination includes:

a. Visual inspection of the entire crane structure for deformation, excessive wear, corrosion, damage or fractures, as necessary. The boom is to be lowered for this examination.

b. Visual inspection and nondestructive testing of crane hooks for fractures.

c. The slewing ring is to be examined for slack bolts, damaged bearings and deformation or fractured weldments (where applicable).

d. Visual external examination and operational test of crane machinery including hydraulics, prime mover, AUXILIARY MACHINERY CONTRACT NO. ATP-xxxxxxxx

0557 - 10 clutches, brakes, clutches, sheaves; hoisting, slewing and luffing machinery. Check all oil levels and for leaks.

e. Visual inspection of sheaves, rope guides and wire rope including end attachments. Conduct a ‘Periodic Inspection’ of the wire rope in accordance with Reference 2.1.2 or 2.1.6, as applicable, along its entire length. Particular attention shall be given to:

1. The sheaves by checking for wear and corrugation (the rope imprint in the groove surface) with a groove gauge, broken or chipped flanges, cracks in the hub, freedom of rotation without drag and bearing wear.

2. The wire in way of drum anchorage, rope terminations, sections that travel thru sheaves/safe load indicators/hook block/spooling device, sections that spool on the drum, sections subjected to abrasion from external features (ie; hatch coamings) and any part of the rope exposed to heat.

f. The wire rope may be examined by visual means and/or measurement or by the Magnetic Rope Test (MRT) method.

Wire rope inspection and discard requirements are to be in accordance with Section 6 of Reference 2.1.2 (Discard Criteria) or Reference 2.1.6, as applicable. The wire rope is not to be used if it meets the Wire Rope Rejection Criteria for any failure modes outlined in Reference 2.1.2 or 2.1.6, as applicable:

1. Visible broken wires,

2. Decrease in rope diameter,

3. Fracture of strands,

4. Corrosion,

5. Deformation, or

6. Damage.

g. Visual inspection of all cargo gear and

0557 - 11 accessories, chains, rings, hooks, links, shackles, swivels, pulley blocks or other loose gear.

h. Visual inspection of the Operators cab or station, controls, windows, and communications.

i. Where the crane is approved for varying capacities, verify that a crane capacity rating chart indicating the maximum SWL are conspicuously posted near the controls and visible to the operator.

j. Immediately report any adverse conditions noted to the OMT REP. The report is to include photographs for record purposes.

7.4.2 Conduct maintenance on the cranes using the

manufacturers design, installation, maintenance instructions and service bulletins as guidance. The maintenance includes/verifies:

a. Adjust, set and test all safety shutdown mechanisms and limit switches.

b. Grease all lubrication points as described in References 2.1.3 through 2.1.5.

c. Slush all hoist and luff cables with new grease using the OEM specs as guidance.

d. Provide new OSHA warning labels using Enclosure

2.2.3 to the OMT REP.

e. Replace all flexible hydraulic hoses.

7.4.3 Conduct various tests and examinations of the

cranes. Prior to operating any equipment or commencing any work, the Contractor, along with Ship’s Force, shall inspect all equipment and/or rigging to ensure safe operation. The testing includes/verifies:

0557 - 12 warning lines, railings or similar barriers to mark the boundaries of the hazard areas.

a. Conduct a Functional Test including main and auxiliary load hoisting and lowering, boom raising and lowering, slewing (swinging), safety protective (fail-safe) and limiting devices and load and boom angle or radius indicators.

b. Prior to proof load testing, cranes fitted with slewing ring are to undergo a Rocking Test and the following examinations:

1. Cranes one ≤ Age ≤ five years – Surveyor is to witness Rocking Test and a grease sample is to be analyzed.

2. Cranes five < Age ≤ ten years – Surveyor is to witness the requirements of i) above plus ten percent of the slewing ring bolts are to be removed and nondestructively tested.

3. Cranes ten < Age ≤ 15 years – Surveyor is to witness the requirements of i) above plus 15 percent of the slewing ring bolts are to be removed and nondestructively tested.

4. Cranes 15 < Age ≤ 20 years – Surveyor is to witness the requirements of i) above plus 20 percent of the slewing ring bolts are to be removed and nondestructively tested.

5. Cranes Age > 20 years – Surveyor is to witness the requirements of i) above plus 25 percent of all slewing ring bolts are to be removed and nondestructively tested.

6. NOTE: a) The Rocking Test is to be performed using Bearing Manufacturer’s recommendations as guidance. b) Grease samples are to be obtained and analyzed as per Bearing Manufacturer’s recommendations. Results of the grease analysis are to be returned to the OMT REP and ABS Surveyor no later than seven days after sampling. c) Bolts chosen for examination are

The test is to include hoisting and lowering of the main hook, auxiliary hook and boom; slewing (swinging) and luffing with the proof test load on the hook. 2. For cranes when there is a built-in load limiting control or system and it is not possible to hoist the required proof-load, the proof load may be luffed or lifted by means other than hoisting. The built-in load limit control or system is not to be adjusted to hoist the proof load.

3. For cranes when there is a built-in load limiting control or system and it is not possible to slew the required proof-load, the crane is to slew a test load not less than the safe working load stated on the certificate. The built-in load limit control system is not to be adjusted to slew the proof load.

e. For fixed boom cranes without ABS approved proof test procedures, the crane is to be tested at least at the minimum, maximum, and intermediate radii.

f. If movable weights are not available for proof tests, a dynamometer or load cell may be used in lieu of weights, provided that the tests are repeated at two locations, at opposite sides of the slewing circle.

g. The proof load is to be lifted and held for at least five minutes.

h. The Proof Test is to also include a function test of all safety features, fail-safe and limiting devices, load-moment and boom-angle indicators, and optional systems.

i. Measure and record the electrical current for winch operation during the test.

j. Demonstrate all brakes and fail-safe devices under simulated loss of power conditions. The crane manufacturer shall prepare a test memorandum outlining the cautions and procedures for proper testing of the devices.

l. Upon completion of proof load testing, conduct a Post-test Examination. Each lifting appliance, together with all critical accessories, is to be examined to see whether any part has been damaged or permanently deformed by the test. In addition to the structural components, the following items at a minimum should be examined:

1. Foundation,

2. Sheaves and rope guides

3. Wire ropes including end connections

4. Hoist machinery, brakes and clutches

5. Hooks

6. Slewing ring assembly and bolting arrangements for slack bolts, damaged bearings, and deformed or fractured weldments.

7. Boom heel pins and brackets

8. All cargo gear and accessories, chains, rings, hooks, links, shackles, swivels, pulley blocks or other loose gear.

9. NDT the pedestal critical butt welds and pedestal/slew ring transition pieces using volumetric method (radiography or ultrasonic).

m. Mark the SWL, for single rated crane booms, on the heel of the jib boom with the minimum angle to the horizontal or radius and date of test for which the boom is certified. These letters and figures are to be in contrasting colors to the background and at least one inch in height.

7.5 Testing is to be coordinated with the OMT REP, ABS and

USCG Surveyors to allow for observation if deemed necessary.

7.6 Clean, prime and paint all new and disturbed surfaces

to match the surrounding areas.

7.7 Reports

7.7.1 When inspection, service and testing reveal any

deficiency a condition report is to be submitted to the OMT REP with recommended repairs and parts required. Submit one electronic copy in Portable Document Format (PDF).

7.7.2 Develop a Test Plan and Procedure to accomplish

and record all required testing. For fixed boom cranes without ABS approved proof test procedures, the crane is to be tested at least at the minimum, maximum, and intermediate radii. Submit this plan to the OMT REP and ABS Surveyor for review and approval prior to accomplishing any proof load tests.

7.7.3 Provide a final service report and Weight Test

Certificates detailing all cranes and hoists examined, tested and certified. The test radii are to be stated on the Certificate of Test together with the proof loads used. All certificates are to be signed by the attending Technical Representative who performed the exam and testing. Submit one electronic copy in Portable Document Format (PDF).

7.7.4 The competent person shall prepare and submit a

wire rope inspection record, Enclosure 2.2.2, in accordance with Reference 2.1.2 to the OMT REP.

7.7.5 All reports and checklists are to be completed

and signed by the person who carried out the inspection and maintenance work and countersigned by the Company’s representative.

7.8 Painting/Lagging

7.8.1 Prepare, prime, paint and restore all new, soiled, and disturbed surfaces to match surrounding surfaces.

7.8.2 Renew lagging where damaged or disturbed.

7.9 Manufacturer’s Representative

7.9.1 Provide the services of a Contractor recognized

as a crane certifying authority to inspect, repair, weight test and recertify the cranes using References 2.1.1 through 2.1.6 as guidance. Qualifications and certificates for the company and field service rep are to be submitted to the OMT REP for review and approval prior to starting any work.

7.0 STATEMENT OF WORK REQUIRED

7.1 Provide and operate equipment and supply all services

and assistance to accomplish the thorough examination, testing and calibration of the ship’s gauges, thermometers, meters and special tools using ANSI and ISO requirements as guidance.

7.1.1 Gauges, thermometers, meters and special tools

to be examined, tested, and calibrated are highlighted in References 2.3 and 2.4.

7.2 Coordinate with ship’s force to have associated

equipment locked and/or tagged out per ship’s lock out/tag out policy. When the maintenance is complete, coordinate with ship’s force to have associated equipment unlocked and/or tagged in per ship’s lock out/tag out policy.

7.2.1 Ensure that all power to switchboards, power

panels, controllers or other equipment that is to be worked on are secured and tagged out.

7.3 Isolate gauges, meters and thermometers designated for

calibration. Clear gauge lines of obstructions by blowing clean dry air through the lines.

7.4 Coordinate the inspection, testing and calibration of

equipment with the Chief Engineer to ensure the vessel is always aware of system status until the work is completed.

7.5 Examine, test, adjust and calibrate gauges, meters, thermometers and special tools highlighted in References 2.3 and

2.4 to a transfer measurement standard, traceable to the National Institute of Standards and Technology (NIST), using manufacturer's specifications, ANSI and Reference 2.1 as guidance. Utilize standards which have an accuracy level at least four times that of the instrument being calibrated.

Demonstrate current calibration of all test equipment prior to any testing.

7.6 All gauges, meters, thermometers and accessories are

to be calibrated in place with calibrated test equipment and standards. All gauges, thermometers and meters located out on the weather decks will have their calibration stickers installed on the inside of the glass cover where applicable.

7.7 Affix a tamper proof calibration label/sticker

0561C - 3 denoting the name of the calibrating facility, the date of calibration and the due date of the next calibration to the face of the unit. Use References 2.2, 2.3, 2.4 and the Table below as guidance for identifying the time period between calibration.

Labels are to be placed over calibration adjusting screws where applicable. The sticker shall be affixed in a visible location that does not interfere with reading the instrument, the name of the process the instrument measures, or the units the instrument measures.
