About this file
This is Amendment #2 to Invitation to Bid #32701-13804 issued by the Tennessee Department of Environment and Conservation for the Little White Oak Reclamation Project. The amendment updates the ITB schedule of events and revises three critical attachments. The pre-response conference is scheduled for February 10, 2026, at 10:00 a.m. ET, with written questions and comments due by February 12, 2026, at 4:30 p.m. CT. Sealed bids must be submitted by March 16, 2026, at 2:00 p.m. CT. The project encompasses 65.3 acres of abandoned strip mine reclamation across three sites in Campbell County, Tennessee, requiring clearing and grubbing, area grading and excavation, landslide remediation, installation of 11,100 linear feet of silt retention barriers, supply and placement of 3,765 tons of rip-rap and limestone, construction of 400 feet of stream restoration structures, road restoration, and vegetation establishment. The contract term is 24 months from the effective date with a potential state option to extend an additional 180 days under identical terms and conditions.
The amendments specifically replace three attachments: the "Little White Oak Pre-Bid Map," the "Mandatory Pre-Bid" document, and the "Technical Criteria Final" document, all updated to reflect the revised February 10, 2026, pre-bid conference date. The project is federally funded through a grant from the U.S. Department of Interior's Office of Surface Mining, which mandates Build America Domestic Procurement Preference requirements ensuring all iron, steel, manufactured products, and construction materials are produced in the United States. The expected maximum contract liability exceeds $1,500,000, with compensation on a firm and fixed basis covering all goods, services, deliverables, materials, equipment, overhead, and costs for the entire contract term. Bidding is conducted on a unit price basis for most components with lump sum bids required for mobilization, stream restoration, and road restoration. All revisions set forth in this amendment are effective upon release, with all other terms and conditions of the ITB remaining in full force and effect.
