About this file

This is a Notification of Intent to Award issued by the Beaverton School District 48J in Oregon for ITB 25-0014, a public improvement project at Aloha High School involving the construction of athletic facilities. The project encompasses the construction of a 2,160 square foot pre-fabricated metal indoor batting cage and an addition and remodel of the existing 1,082 square foot stadium concessions building with restroom renovations, along with public improvements to the entry and sidewalk at the Madeline Street entrance. A non-mandatory pre-bid conference was held on November 17, 2025, at 1:00 PM at Aloha High School Softball Field, with bids due on December 18, 2025, at 2:00 PM Pacific Time. The District issued its Notice of Intent to Award on December 30, 2025, naming TH Builders Corp. as the selected bidder, with contract execution anticipated on January 20, 2026. Construction is scheduled to commence on June 8, 2026, with substantial completion required by August 28, 2026, and final completion by September 18, 2026.

The project requires the General Contractor to provide all labor, tools, and materials and mandates compliance with Oregon building codes, including the 2022 Oregon Structural Specialty Code, along with prevailing wage requirements under Oregon Revised Statutes using BOLI prevailing wage rates for Region #2. The District established a diversity goal of fifteen percent for disadvantaged, minority, women, emerging, and service-disabled veteran-owned business enterprise participation by contract value. Bidders were required to provide a bid security of five percent, with performance, payment, and retention bonds each equal to 100 percent of the contract sum, file a $30,000 Public Works Bond, and maintain registration with the Construction Contractors Board and a drug-testing program. Liquidated damages are assessed at $100 per day for failure to achieve substantial completion by the required date. The Owner Controlled Insurance Program provides commercial general liability and excess liability coverage for enrolled contractors and subcontractors.
