About this file
This Addendum #2 and Question & Answer document, issued by the Oregon Parks and Recreation Department for ITB #12278 (OregonBuys #S-63400-00012818), modifies the Collier Memorial State Park Campground Entrance Improvement Project specifications. The addendum specifically revises Technical Specifications Section 01025, correcting language in bid items A9 (4" Concrete Sidewalks), A10 (6" Concrete Slabs), and A11 (Concrete Culvert) to remove erroneous references to curbs and pavement markings. Questions and answers address technical specifications including water line sizes (1" Schedule 40 PVC), electrical conduit requirements (2" conduit), asphalt removal procedures, tree removal specifications (two 24" circumference ponderosa pines), and material disposal guidelines. The ITB closing date remains unchanged, with written questions or protests regarding this addendum due by March 3, 2025, at 2:00 PM.
The document clarifies that the park will provide water access for dust control and can store up to 20 cubic yards of uncontaminated soil on-site. Contractors may leave intact tree trunks for park firewood use, but must remove limbs, stumps, and roots. The addendum confirms that concrete vehicle paving should be included with asphalt paving in the bid pricing, and existing base materials can be reused after proper compaction in areas where they already exist.

QUESTION AND ANSWER
1. Can you confirm the size and type of water line associated with Notes 6-10, on page C15. Note 7 calls out 1” Schedule 40 PVC connection to existing line.
OPRD: All components of this water line shall be 1” Schedule 40 PVC with properly sized fittings as needed for a complete installation.
2. Can you confirm if the new electrical line replacing the old from site B31 to A2 will require new 2” conduit as well?
OPRD: Yes, 2” conduit is called out on Sheet C15 in this location. All active, buried electrical lines feeding the project area should be within conduit.
3. Will the park be able to provide water for dust control during the summer months?
OPRD: Yes, access to water in the campground can be made available for use.
4. With asphalt removal, is it required to remove base aggregate, or can we regrade the base that is there and reuse it? There is a note that calls out to reuse the base in one area but not the other.
OPRD: The intent is to reuse the existing base in all locations where it already exists after achieving proper compaction. In areas where new roadway or parking lot is being provided, new base will be required.
5. For the asphalt replacement on page C12, there is no callout for the type of pavement going back in. Page C6 shows existing asphalt to be milled. Will there need to be a butt joint provided between the milled asphalt and new asphalt for the new parking lot, or should the existing pavement be total removal?
OPRD: Refer to Section 02700 – Asphaltic Concrete Paving and Resurfacing specification for pavement type. Existing pavement shall be total removal with smooth transitions between newly paved areas.
6. Is there anywhere on site the park would be able to utilize any excavated dirt, or is it required to be hauled off site?
OPRD: The park is willing to store up to 20 cu. yds. of uncontaminated soil on site. Any other excavated material should be hauled off site.
7. Would the park like the wood from trees/ stumps or is it required to be removed from the site?
OPRD: The park could utilize intact trunks for firewood in lieu of hauling. Limbs, stumps and roots should all be removed from the site.
8. Do you know the approximate size of the trees to be removed?
OPRD: The two trees to be removed on sheet C6 are mature ponderosas of approx. 24” circumference, but Contractor is responsible for sizing and pricing for removal. Refer to sheet C6
9. In the specs under Measurement and Payment, there are multiple pay items that seem to have excerpts copied from other pay items by accident. Please confirm. See below Bid Item: A9 4” Concrete Sidewalks Section b b.Work includes providing all labor, equipment, materials and incidentals needed to furnish and install the concrete curb sidewalks in conformance with the Contract Documents and as approved by the Project Manager.
OPRD: This item has been corrected.
Bid Item A10 6” Concrete Slabs Section b b.Work includes providing all labor, equipment, materials and incidentals needed to furnish and install the concrete curb slabs in conformance with the Contract Documents and as approved by the Project Manager.
OPRD: This item has been corrected.
Bid Item A11 Concrete Culvert Section b b.Work includes providing the labor, equipment, materials and incidentals needed to furnish and install the pavement markings concrete culvert in conformance with the Contract Documents and as approved by the Project Manager.
OPRD: This item has been corrected.
10. There isn’t a bid item for concrete vehicle paving. Should this be included with asphalt paving?
OPRD: Yes.
