About this file
This is a Statement of Work (SOW) for the electrification of heating systems, upgrading electrical infrastructure, and installing controls at Fermi National Accelerator Laboratory's Neutrino Lab A facilities. The project encompasses two locations (NLA and NLA-B) and requires a complete, turn-key HVAC system installation managed by a single prime contractor. The work includes mobilization, hazardous energy control (LOTO) with zero-voltage verification, demolition of existing water and boiler lines, installation of electric baseboard and hanging heaters (INDEECO or approved equivalent), electrical panels, breakers, transformers, and all associated conduit and conductors. Controls integration is mandated to Intelli-Building Controls LLC per cybersecurity protocols, with the prime contractor responsible for supplying all control-related wiring, thermostats, and hardware integration. The project is located in DuPage and Kane Counties in Illinois and includes final commissioning, system verification, O&M manual submission, and site decontamination.
The estimated schedule spans from March 4, 2026 to October 30, 2026, with key milestones including Notice to Proceed at day 0, hazard analysis and cost-loaded schedule submission by day 10, product submittals and shop drawings by day 31, construction completion by day 181, punch-list completion by day 211, and final closeout documentation by day 241. Bid submissions must include a sectional breakdown with clear cost analysis, a cost-loaded Critical Path Method (CPM) schedule with costs assigned at the individual task level, and location-specific pricing and scheduling data. This is a small business set-aside under NAICS code 238220 (Plumbing, Heating and Air-Conditioning Contractors) with a small business size standard of $19.0 million, and a pre-proposal meeting is scheduled for April 2, 2026 at 9:30 AM.

INTRODUCTION
PROJECT OVERVIEW
The Contractor shall provide all supervision, labor, materials, and equipment required to deliver a complete and fully operational HVAC system. This turn-key project shall comply with the attached Construction Documents, with the scope encompassing all transportation, bonding, safety management, and quality control.
BID SUBMISSION REQUIREMENTS
To ensure a comprehensive evaluation, all bids must be submitted according to the following criteria:
· Sectional Breakdown: Proposals must be broken down into clear, logical sections as defined in the bid forms to allow for detailed cost analysis.
· Cost-Loaded Schedule: The Contractor shall provide a cost-loaded CPM (Critical Path Method) schedule, with costs assigned to each activity at the individual task level.
· Location-Specific Pricing: All scheduling and cost data must be further broken down per location, ensuring that resource allocation and milestone tracking are transparent for each specific site within the project.
