About this file

This document is a Quality Requirements specification (Section 014100) for subcontractors on FermiForward construction projects at Fermilab, effective October 2025.

Subcontractors must establish and implement comprehensive Quality Control programs with designated quality-responsible personnel. A Corporate Quality Assurance Plan must be submitted with the bid or proposal, or subcontractors may use the provided template (Appendix C) if one is not yet developed. Within 10 working days of subcontract award, subcontractors must submit a Project Quality Control (PQC) Plan to the Procurement Administrator for FermiForward review and acceptance, which must occur within 5 working days. The PQC Plan requires identification of all quality control personnel including a Project Quality Control Manager, comprehensive procedures for control, verification, and acceptance testing, tracking procedures for preparatory/initial/follow-up control phases, and a list of definable features of work. The Project Quality Control Manager bears minimum responsibilities including plan implementation, interface with the Construction Management Office, maintenance of quality records, shop drawing review and submission, participation in all construction meetings, oversight of required testing, deficiency tracking, daily quality control reporting, and participation in final inspections and punch list activities. Acceptance of the PQC Plan is conditional and predicated on satisfactory performance; FermiForward reserves the right to require modifications to the plan and operations as necessary to obtain specified quality. The document includes detailed guidance appendices for Corporate Quality Assurance Plans, Project Quality Control Plans, and a standalone Quality Assurance Plan template for contractors without existing QA documentation.
