Statement of Work Summary
This is a Statement of Work (SOW) for an HVAC system electrification and controls upgrade project at Fermi National Accelerator Laboratory in Batavia, Illinois. The project encompasses three locations: Neutrino Lab A (NLA, ID#311975), Neutrino Lab A-B (NLA-B, ID#311976), and Neutrino Lab C (NLC, ID#311977). The contractor must provide all supervision, labor, materials, equipment, transportation, bonding, safety management, and quality control to deliver a complete, fully operational HVAC system as a turnkey project. The estimated period of performance runs from March 4, 2026, to October 30, 2026.
The scope of work for all three locations includes: mobilization and pre-operational requirements with Lockout/Tagout (LOTO) procedures and 0-Volt verification; demolition of existing water lines and baseboard boiler lines with site remediation to a "ready state"; furnishing and installing new heating units (electric baseboard and hanging heaters for NLA and NLA-B, and electric destratification fans for NLC) with INDEECO or approved equivalent manufacturers; structural and electrical installation per manufacturer specifications; controls and cybersecurity integration with a mandated subcontract to Intelli-Building Controls LLC; and commissioning, closeout, and demobilization including final inspections, O&M manual submission, site decontamination, and project walk-through. Bidders must submit proposals with sectional breakdown, cost-loaded Critical Path Method schedules with individual task-level costs, and location-specific pricing for each of the three sites. The project schedule establishes six key milestones from Notice to Proceed through final closeout documentation, spanning 241 calendar days total.

INTRODUCTION
PROJECT OVERVIEW
The Contractor shall provide all supervision, labor, materials, and equipment required to deliver a complete and fully operational HVAC system. This turn-key project shall comply with the attached Construction Documents, with the scope encompassing all transportation, bonding, safety management, and quality control.
BID SUBMISSION REQUIREMENTS
To ensure a comprehensive evaluation, all bids must be submitted according to the following criteria:
• Sectional Breakdown: Proposals must be broken down into clear, logical sections as defined in the bid forms to allow for detailed cost analysis.
• Cost-Loaded Schedule: The Contractor shall provide a cost-loaded CPM (Critical Path Method) schedule, with costs assigned to each activity at the individual task level.
• Location-Specific Pricing: All scheduling and cost data must be further broken down per location, ensuring that resource allocation and milestone tracking are transparent for each specific site within the project.
