The project involves the removal and installation of commercial doors and windows across eight buildings at the facility. The supplemental establishes comprehensive security and operational requirements for all contractor personnel working on-site. Key requirements include mandatory employee identification badges, criminal background checks at contractor expense, strict on-site security protocols including random security checks and physical searches, restrictions on contact with juveniles, prohibited items (tobacco, drugs, alcohol, contraband), designated work hours (Monday-Friday, 6:30 a.m. to 3:00 p.m.), and daily site housekeeping standards. Additional contractual obligations include submission of a Mercury Affidavit confirming mercury-free products, written approval for personnel substitutions from the Contract Monitor, completion of a Department of Human Services Hiring Agreement within five business days of award notification, compliance with Maryland's Green Purchasing Reporting Requirements including quarterly sales data submissions, and procurement of janitorial supplies through the Blind Industries and Services of Maryland (BISM) program when available. Failure to comply with any provision, including the mandatory use of environmentally preferable janitorial supplies, constitutes grounds for contract termination for default.
