About this file

This is a Pre-Construction Asbestos Survey Report documenting the results of an asbestos-containing materials (ACM) investigation conducted at the Ralph H. Johnson VA Medical Center in Charleston, South Carolina on December 10, 2025. The survey was performed by Pennoni Associates, Inc., an EPA-trained and State of South Carolina licensed environmental firm, in preparation for the Electronic Health Record Management (EHRM) Data Center Upgrades renovation project. The inspection focused on Room B200 (Data Center) and roof areas that would be impacted by the planned renovation work.

The survey identified and sampled 100 suspect ACM systems across 25 homogeneous identification numbers (HIDs), including drywall, joint compound, ceiling tiles, floor tiles and mastics, pipe insulation, roofing materials, and related components. Laboratory analysis by EMSL Analytical, Inc. using Polarized Light Microscopy and Transmission Electron Microscopy methods determined that two materials tested positive for asbestos content: HID 108 (Black mastic associated with 12"x12" floor tiles in Room B200, approximately 300 square feet, containing 2% Chrysotile in good condition) and HID 117 (Tar associated with foil wrap pipe insulation, approximately 82 linear feet, containing 7% Chrysotile in fair condition). The remaining 98 samples tested negative for asbestos. The survey's scope was limited to readily accessible areas within the renovation project footprint; the report notes that hazardous materials may be present in areas outside the survey scope, including concealed spaces, below-grade areas, and other operational utility systems.

RE: PRE-CONSTRUCTION ASBESTOS SURVEY

EHRM DATA CENTER UPGRADES

RALPH H. JOHNSON VA MEDICAL CENTER

109 BEE STREET

CHARLESTON, SC 29401

Dear Mr. Carroll:

Pennoni is providing this report to AE Works documenting the results of the pre-construction asbestos survey conducted at the above referenced location. Activities completed as part of the investigation included a survey and sampling of Room B200 (Data Center) and roof for asbestos-containing materials (ACM) in preparation for the planned renovation project in support of the Electronic Health Record Management (EHRM) infrastructure upgrades.

BACKGROUND

In preparation for the survey, Pennoni reviewed previous environmental documentation for the building (see Appendix F – Previous Environmental Documentation). Sampling of interior areas outside the project scope of renovation, exterior and roof areas not impacted by renovations were not included in Pennon’s scope of work.

PRE-CONSTRUCTION ASBESTOS SURVEY

Pennoni performed a pre-construction asbestos survey within Room B200 on December 10, 2025 to identify if accessible ACM may be disturbed by the planned renovation project. The survey was conducted by Mr. Thomas Adams, one of Pennoni’s United States Environmental Protection Agency (USEPA) trained and State of South Carolina licensed Asbestos Building Inspectors (see Appendix A – Inspector Credentials).

During this inspection, 100 samples of the following identified suspect ACM systems were collected (see Appendix B – Asbestos Field Inspection Forms, Appendix C – Site Photographs and Appendix D – Sample Location Drawing). The following suspect ACM, listed here by Homogeneous Identification Number (HID), were identified and sampled during this investigation:

101. Drywall (NAD)

102. Joint Compound (NAD)

103. 2’x4’ Lay-In Ceiling Tile, Dot (NAD)

The samples were properly packaged, labeled, and transported to EMSL Analytical, Inc. (EMSL) of Cinnaminson, New Jersey. EMSL is accredited under the National Voluntary Laboratory Accreditation Program (NVLAP). The samples were analyzed for asbestos utilizing Polarized Light Microscopy (PLM) via EPA Method 600/R-93/116. Non-friable organically bound materials (NOBs) with inconclusive results were re-analyzed utilizing Transmission Electron Microscopy (TEM) via EPA Method 600/R-93/116b Section 2.5.5.1 with Gravimetric Reduction.

Analytical results indicate the following sampled material systems were identified as asbestos-containing materials.

Results are summarized in the following table below with the full analytical certificates included in Appendix E.

LIMITATIONS

The goal of the pre-construction survey was to identify readily accessible ACM that may be impacted by the renovation project associated within Room B200 and roofing system in support of the EHRM infrastructure upgrades. Pennoni’s survey did not include areas outside the scope of renovation as well as operational utility systems, below-grade or subfloor sampling, concealed pipe chase spaces, inaccessible crawlspaces associated with foundations, or the exterior. Hazardous materials may be present in these areas. Pennoni should be contacted immediately if renovation or demolition activities uncover materials that are not identified in this report.

If you have any questions concerning this report or require additional information, please feel free to contact us at 856-547-0505.

Sincerely, PENNONI ASSOCIATES INC.

EMSL maintains liability limited to cost of analysis . Interpretation and use of test results are the responsibility of the client. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations . The report reflects the samples as received.

Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non- friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis . Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.

1.0 PROJECT OVERVIEW & SUMMARY OF WORK

From November 15-17, 2021, Castle Hill Associates, LLC was contracted by the US Department of Veterans Affairs (VA) to perform a baseline asbestos inspection of the Ralph H. Johnson VA Healthcare System, Charleston, SC Medical Center. The survey was performed as part of the VA Contract 36C24721P1334. The Performance Work Statement (PWS) issued by the VA defined the scope of work for the asbestos survey.

The inspection was conducted by Brett Brumbaugh and Sam Ansara. The South Carolina licensed asbestos inspector and project manager was Mr. Brumbaugh who has been conducting asbestos surveys, sampling, and consulting work since 1987. He is licensed to conduct asbestos surveys in 29 states. Sam Ansara has been conducting asbestos surveys, sampling, and consulting work since 1988.

There was a previous asbestos baseline reinspection and numerous reinspections conducted at the facility. In addition, many bulk sampling projects have been completed in the facility prior to minor and major renovation project. All of this data was reviewed and incorporated into this baseline inspection report. There were no limitations or exceptions to the PWS for the surveys conducted.

All accessible functional areas in the building were surveyed, with the exception of the inaccessible wall and ceiling chases which would require demolition of building components to access the suspect ACM. These areas would need to be accessed as part of future NESHAP surveys prior to renovation or demolition.

Previous sampling results and inventory spreadsheets from the previous survey and additional asbestos information provided by the current staff of the VAMC were used in this report. All additional samples that were collected during this inspection are included in this report.

2.0 FEDERAL AND STATE ASBESTOS REGULATIONS

2.1 Federal Regulations

The United States Environmental Protection Agency (EPA), the Occupational Safety and Health Administration (OSHA), and delegated states are responsible for regulating environmental exposure and protecting workers from asbestos exposure. OSHA is responsible for the health and safety of workers who may be exposed to asbestos in connection with their jobs (Occupational Exposure to Asbestos; Title 29, Code of Federal Regulations (CFR) Parts 1910.1001 and 1926.1101). The EPA and state regulators are responsible for developing and enforcing regulations necessary to protect the general public from exposure to airborne contaminants that are known to be hazardous to human health.

In 1979, EPA began an asbestos technical assistance program for building owners, environmental groups, contractors, and industry. In May 1982, EPA issued the first regulation intended to control asbestos in schools under the authority of the Toxic Substances Control Act (TSCA); this regulation is known as the Asbestos-in-Schools Rule.

Two EPA regulations govern asbestos: the Asbestos Hazard Emergency Response Act (AHERA) and the National Emission Standards for Hazardous Air Pollutants (NESHAP).

AHERA

In 1986, Congress enacted AHERA (Title 40, CFR Part 763) which mandated a regulatory program to address the asbestos hazards in schools. A part of AHERA deals with the mandatory training and accreditation of persons who perform certain types of asbestos-related work in schools.

Subsequently, in 1990 Congress amended AHERA to extend some of the training and accreditation requirements to persons performing such work in public and commercial buildings.

AHERA requires inspections of school buildings to determine the conditions of ACBM and preparation of management plans which recommend the best way to reduce the asbestos hazards. The United States Veterans Administration (VA) has adopted the requirements of AHERA by Executive Order for asbestos activities conducted at all VA facilities. In addition, the AHERA response methods mandated include removal, encapsulation, enclosure, repair, and operations and maintenance to protect human health and the environment from ACBM.

NESHAP

The Clean Air Act (CAA) of 1970 required EPA to develop and enforce regulations to protect the general public from exposure to airborne contaminants that are known to be hazardous to human health; therefore, EPA promulgated NESHAP (Title 40, CFR Part 61) on April 6, 1973.

NESHAP is intended to minimize the release of asbestos fibers during certain activities (i.e., renovations, demolition, and installations). It specifies work practices to be followed during renovations of buildings (except apartment buildings that have no more than four dwelling units) which contain a specific amount of friable asbestos. NESHAP requires that buildings be inspected for ACBM prior to renovation/demolition projects.

NESHAP also requires owners and operators subject to the asbestos rules to notify delegated state and local agencies and/or the regional EPA offices before demolition or renovation activities begin. In addition, NESHAP requires the removal of all friable ACBM prior to demolition.

OSHA

OSHA began regulating workplace asbestos exposure in 1970, adopting a permissible exposure limit (PEL) to regulate worker exposure. The original asbestos standard has been revised several times to better protect workers. On August 10, 1994, OSHA issued a revised final standard regulating asbestos exposure in all industries. The newly revised standard for the construction industry lowers the PEL. The revised standard also establishes a new classification system for asbestos construction work, which clearly spells out mandatory work practices to follow to reduce worker exposures (see Occupational Exposure to Asbestos, Title 29, CFR 1926.1101).

2.2 State and Local Regulations

South Carolina state regulations are similar to the Federal regulations, with the exception of the requirement to analyze bulk samples by TEM for all non-organically bound samples (NOB). South Carolina asbestos regulations also include requirements for licensing and certification of personnel who will perform asbestos-related work activities. All personnel who engage in asbestos-related activities must comply with the state licensing/certification requirements as well as with all Federal requirements.

3.0 SAMPLE ANALYTICAL METHODS

3.1 Asbestos Sampling Protocol

EPA and OSHA define an ACBM as any material which contains greater than 1 percent asbestos.

The ACBM inspection and bulk sampling were performed in accordance with the methods outlined in the EPA guidance document titled Guidance for Controlling Asbestos-Containing Materials in Buildings (Document No. 560/5-85/024). In addition, bulk sampling of asbestos was performed in accordance with 40 CFR Part 763, AHERA requirements for number of samples and types of ACBM to be sampled. According to these requirements, materials are classified as either surfacing (e.g., decorative plaster, spray-applied fireproofing), thermal system insulation (e.g., pipe insulation, pipe fitting insulation, boiler insulation), or miscellaneous materials (e.g., floor tile, ceiling tile, plaster, wallboard, mastics).

The number of samples collected from each material varies based on the classification of the material and increases as the potential for a non-uniform mixture of asbestos in the material increases.

Typically, regulations require a minimum number of samples to be collected from the different classifications of suspect ACBM.

A total of 235 bulk samples were collected as part of this survey and analyzed by PLM. An additional 110 samples were analyzed by TEM via gravimetric reduction for those samples which were non-friable, organically bound (NOB) in accordance with South Carolina asbestos regulations. All samples were analyzed by EMSL Analytical laboratory in Cinnaminson, NJ. EMSL is accredited by the NIST, NVLAP program (National Institute of Standards and Technology, National Voluntary Laboratory Accreditation Program) and also an American Industrial Hygiene Association (AIHA) accredited laboratory.

6.0 EXPLANATION OF ASSESSMENT OF ASBESTOS CONTAINING MATERIALS

The inspection protocol is based on the Asbestos Hazard Emergency Response Act (AHERA), Environmental Protection Act’s (EPA’s) revised Asbestos Model Accreditation Plan (MAP) mandated by the Asbestos School Hazard Abatement Reauthorization Act (ASHARA), and the Department of Veterans Affairs (VA) Directive 7700. The tabular listing included in this report contains Building Number, Floor, Room Number, Material Category (i.e., TSI, SM or MM), Material Type, quantity, a numerical priority ranking, condition, potential for damage, potential for human exposure, drawing number, hazard ranking, recommended response action and associated cost estimate for implementation of those response actions.

The material assessment categories of the ACM identified in the building is formatted in the following order for the summary tables enclosed in this report:

• Material Category - Surfacing Material (SUR); Thermal System Insulation (TSI); Miscellaneous (MM)

• Material Type - Friable (F); Non-Fable (NF)

• Condition of Material - Good; Fair; Poor

• Potential for Damage - Low; Medium; High

• Physical Assessment - Low; Medium; High

• Recommended Response Action - 1 through 7

Material category is the type of material such as surfacing material (SUR), thermal system insulation (TSI), and miscellaneous (MM)

• Surfacing Material (SUR) - Surfacing ACM means surfacing material that is ACM. Surfacing material means material in a school building that is sprayed-on, troweled-on, or otherwise applied to surfaces, such as acoustical plaster on ceilings and fireproofing materials on structural members, or other materials on surfaces for acoustical, fireproofing, or other purposes.

• Thermal System Insulation (TSI) - Thermal system insulation ACM means thermal system insulation that is ACM. Thermal system insulation means material in a school building applied to pipes, fittings, boilers, breeching, tanks, ducts, or other interior structural components to prevent heat loss or gain, or water condensation, or for other purposes.

• Miscellaneous (MM) - Miscellaneous ACM means miscellaneous material that is ACM Miscellaneous material means interior building material on structural components, structural members or fixtures, such as floor and ceiling tiles, and does not include surfacing material or thermal system insulation. Material type refers to the hardness of a material to be crumbled, pulverized, or reduced to powder by hand pressure as friable (F), and includes previously non-friable (NF) material after such previously non-friable material becomes damaged to the extent that when dry it may be crumbled, pulverized, or reduced to powder by hand pressure.

Seven Categories define in the AHERA regulation one of which must be assigned to each friable surfacing and miscellaneous ACBM and each asbestos-containing TSI during the inspection/re-inspection.

1. Damaged or significantly damaged TSI ACBM - Damaged or significantly damaged thermal system insulation ACM means thermal system insulation ACM on pipes, boilers, tanks, ducts, and other thermal system insulation equipment where the insulation has lost its structural integrity, or its covering, in whole or in part, is crushed, water-stained, gouged, punctured, missing, or not intact such that it is not able to contain fibers. Damage may be further illustrated by occasional punctures, gouges or other signs of physical injury to ACM; occasional water damage on the protective coverings/jackets; or exposed ACM ends or joints. Asbestos debris originating from the ACBM in question may also indicate damage.

2. Damaged friable surfacing ACBM - Damaged friable surfacing ACM means friable surfacing ACM which has deteriorated or sustained physical injury such that the internal structure (cohesion) of the material is inadequate or which has delaminated such that its bond to the substrate (adhesion) is inadequate, or which, for any other reason, lacks fiber cohesion or adhesion qualities.
