About this file

This is an Invitation for Bid (IFB) attachment containing detailed specifications and bid documents for the Charleston VAMC EHRM Infrastructure Upgrades project (VA Project No. 534-24-706). The project involves comprehensive renovation and modernization of the Veterans Affairs Medical Center's data center facility in Charleston, South Carolina, managed by AE Works Ltd. as the architect-engineer.

The scope of work encompasses three primary areas: renovation of the existing data center/Main Computer Room with upgraded fiber optic and copper backbone cabling infrastructure organized in diverse/redundant pathways and star topology between equipment cabinets; assessment and upgrade of supporting electrical, mechanical, and fire protection systems; and physical security device assessment and upgrade including dual-authentication access control, video surveillance, and intrusion detection systems. The project is structured across six phased construction phases designed to minimize equipment relocations and service disruptions while maintaining 24/7 medical center operations. Phase One involves demolition and preparation; Phase Two and Three focus on initial and continued construction with installation of new CRAC units, electrical infrastructure, and telecommunications equipment; Phase Four and Five address continued construction in additional zones; and Phase Six encompasses final construction and commissioning. Key contractual requirements include development of a Critical Path Method (CPM) schedule within 45 days of Notice to Proceed, submission of as-built drawings in electronic format within 15 days of phase completion, establishment of a comprehensive warranty management plan, compliance with strict security protocols for access and document control, and maintenance of temporary cooling systems throughout construction. Normal working hours are 7:30 AM to 4:00 PM Monday through Friday, with any after-hours work requiring Contracting Officer approval at no additional cost. The contractor must provide all labor, materials, equipment, and testing necessary for proper system operation and commissioning, with detailed operational and maintenance manuals and factory-trained instruction required for all equipment installations.
