About this file

This is a National Environmental Policy Act (NEPA) Pre-Construction Risk Assessment form completed for the Ralph H. Johnson Veterans Affairs Medical Center (VAMC) located at 109 Bee Street, Charleston, South Carolina 29401.

The project, titled "EHRM Data Center Upgrades for JSA-FDS" (Project Number 534-24-706), dated May 20, 2024, is classified as a repairs/renovation activity. The scope includes large-scale infrastructure upgrades within the main computer room on the 2nd Floor, Building 200, encompassing reconfiguration to maximize space efficiencies within the existing footprint, redundant power distribution, UPS upgrades, computer room cooling and distribution, replacement of aged equipment, Building Management System interfaces, fire protection, grounding and bonding, cable management, fiber and copper within the data center, raised floor modifications, and hazardous material abatement. The assessment identified applicable categorical exclusions including electrical work, components or site elements within VA property, interior construction/renovation, policies and actions with no significant environmental effect, and regulations/guidance implementation from higher VA levels. The review for extraordinary circumstances confirmed that potential air quality and pollution risks during renovation work would be mitigated through sufficient ventilation, barriers, proper PPE usage (particularly for electrical and asbestos exposure), and appropriate solid and hazardous waste disposal procedures. The determination concluded that the proposed project qualifies as a categorical exclusion with no extraordinary circumstances. The assessment was reviewed by Environmental Engineer Christian Estrada and approved by Chief, Safety Service Anthony Diederich on February 5, 2025.
