About this file
This is a Small Business Preference submittal form for the City of Austin, Texas, designed to encourage small business participation in city solicitations. The form allows certified small businesses to voluntarily declare their status and receive preference consideration in procurement evaluations. Offerors meeting the City's small business criteria are encouraged to complete and submit this form with their proposals, though participation is optional. The City recognizes small businesses as entities holding certifications that comply with the US Small Business Administration's Small Business Size Standards. The form requires offerors to provide details regarding their recognized certification, including the certifying entity name, certification acronym, certification number, and certification expiration date.
The City of Austin reserves the right to request additional information to verify an offeror's certification status and may contact the certifying entity directly to confirm eligibility. Misrepresentation of certification information may result in the withholding of available preference, disqualification from the resulting contract if the error is determined to be intentional, or contract voidance if discovered after award. This preference program is available for the Citywide Service Awards solicitation, with proposals due June 30, 2026. Participation in the small business preference program is entirely optional, and vendors may submit proposals without completing this form; however, certified small businesses are encouraged to participate to potentially receive additional consideration during the procurement process.

1 Instructions. Offerors meeting the following criteria are encouraged to complete this form and include it with their Offer. Participation in this program or completion of this form is not required to respond to this solicitation.
A. Small Business. The City defines Small Businesses as any person or corporate entity holding a recognized Certification that, among the Certification’s requirements, includes compliance with the US Small Business Administration’s Small Business Size Standard.
B. Certifications Recognized. At this time, the City recognizes the following Certifications in determining a Small Business for purposes of this program. (see Small Business Program on AustinTexas.gov here: https://www.austintexas.gov/page/small-business-program).
2 Confirmation. The City may request additional information to confirm the Offeror’s Certification and status, including contacting the certifying entity.
