Question and Answer Document
Dated 14 November 2018
Industry Question 1: Evaluation Information: “PE is what specific work was performed and its relevancy to the scope, size, and duration of requirements identified in the PWS within the last 3 to 5 years.”
Industry Question 1a: Will the government accept PE completed within the last 3 years?
Government Response: Appendix A has been changed to “The performance of the relevant PEs submitted must have begun within the past 5 years.”
Industry Question 1b: Will the government accept PE completed within the last 5 years?
Government Response: Appendix A has been changed to “The performance of the relevant PEs submitted must have begun within the past 5 years.”
Industry Question 1c: Will the government accept PE that substantially complete, with greater than 75% of contract value paid? For example, the contractor is providing F2F support at installation X and is in the 5th year of the contract (base plus 4 options).
Government Response:
Industry Question 2: Technical/Management Approach (TMA) Staffing Plan
Industry Question 2a: How many workspaces are available at the Cannon for the contractor staff?
Government Response: Work spaces will be made available for the number of personnel identified by the contractor as required to be located full-time at the installation. Those contract personnel that are not located on installation full-time will be provided temporary work space as required for the type of work.
Industry Question 2b: How many workspaces are available at the Holloman for the contractor staff?
Government Response: See response to question 2a.
Industry Question 3: Past Performance (PP) The Volume III shall be limited to 21 pages.
The government has requested a minimum of 3 and maximum of 10 PP. The government has requested the PP be sent directly to the government. The offeror will not be able to manage page count for this volume. Will the government remove the page limitation?
Government Response: Appendix A is modified to remove the page limitation. See attached Appendix A and reference revised Appendix B, Instructions to Offerors.
Industry Question 4: Required Past Performance (PP) Information (See Appendix A, A1.1 for PP Evaluation Criteria) Using the Past Performance Questionnaire Sheet (Appendix D of this document) provide information for a minimum of three (3), and a maximum of five (5) PP references, as instructed in the Appendix D. The instructions request 3-5 PP. The evaluation criteria request 3-10 PP. Which is correct?
Government Response: Section A1.1 is referencing Past Experience, which is not the same as Past Performance (Section A1.3). The evaluation criteria for A1.3 Past Performance states: “ Since past performance is an official evaluation factor for award, past performance references and all PP reference questionnaires (Appendix D) are required to be submitted by the due date/closing date of this solicitation. Using the Past Performance Reference form (Appendix D) provide information for a minimum of three (3), and a maximum of ten (10) references, as instructed in the Appendix 1. The offeror shall not see the completed questionnaires; therefore, the documents shall be submitted directly to the Contracting Officer (Latasha M. Goines) at Latasha.goines@gsa.gov, Any complete past performance questionnaire (Appendix D) submitted directly from the vendor to the Government will not be evaluated.”
Industry Question 5: RFP Appendix A Evaluation Criteria, Section A1.3, p. 4, states the following: “Since past performance is an official evaluation factor for award, past performance references and all PP reference questionnaires (Appendix D) are required to be submitted by the due date/closing date of this solicitation.” RFP Appendix D Past Performance Evaluation Questionnaire Sheet, p.2, states the following:
“** This form must be returned to the GSA Contracting Officer ONLY. Please send this completed for to the CO at the following email address: LATASHA.GOINES@GSA.GOV, by 1 Nov 2018.” Is it acceptable to follow the instructions in Appendix A and submit the past performance evaluation questionnaire sheets by the due date/closing date of this solicitation?
Government Response: The date of 1 November 2018 has been removed. Per Appendix A, Section A1.3, “Since past performance is an official evaluation factor for award, past performance references and all PP reference questionnaires (Appendix D) are required to be submitted by the due date/closing date of this solicitation.”
Industry Question 6: Appendix B, B1.1 Response Package Development Instructions- ITSS, page 2, we submitted our ITSS registration information for this procurement during the RFI stage but did not receive the solicitation through ITSS when the RFP was released. We will provide our ITSS registration information again but wanted to ask if the government requires any further steps to ensure we are invited to submit a proposal through ITSS?
Government Response: Registered vendors who have provided email notification to GSA will receive a notice from ITSS by 9 November 2018. Please note that all documents posted on FBO are the same as the documents that will be viewable in ITSS. ITSS is the only method to submit quotes once submitted by vendors.
Industry Question 7: Appendix D for Past Performance has submittal due date of November 1, 2018 (at the end of the document), however in Appendix A-A1.3 in the third paragraph indicates : “Since past performance is an official evaluation factor for award, past performance references and all PP reference questionnaires (Appendix D) are required to be submitted by the due date/closing date of this solicitation.” Which one is correct?
Government Response: See response to Question 5.
Industry Question 8: Related to Appendix D, Appendix A- A1.3 indicates PP reference of min
(3) and max (10), but table in Appendix B indicates PP reference min (3) and max (5), which is correct?
Government Response: See response to Question 4.
Industry Question 9: Please reference Appendix B, Instructions to Offerors, Section B1.1.1, Required Past Performance (PP) Information. Will the Government consider extending the Past Performance Recency definition to task orders/contracts/projects executed within the past three
(3) to five (5) years from the closing date of the solicitation?
Government Response: All PP information is to be provided in accordance with the definitions of Recency and Relevancy in Appendix B, Section B1.1.1.
Industry Question 10: I have a question regarding our GSA contract and submitting a proposal as part of a joint venture. One member of the JV has a GSA contract but the JV itself does not have a GSA contract. Are we eligible to submit?
Government Response: Interested vendors do not have to have a GSA contract to submit a quote, however the Joint Venture (JV) must be recognized by the SBA and hold the required NAICS and business size for this solicitation.
Industry Question 11: Item 3: “No questions shall be entertained regarding the RFQ after November 5, 2018, 12PM CST. If the answers provided to the Questions submitted require additional clarity or raise additional questions, will GSA allow those specifically referenced question/answer?
Government Response: That will be determined after the questions and answers have been provided.
Industry Question 12: SUBJECT: Request for Quote (RFQ) Notice for Air Force Global Strike Command Mission Training, ID07180031 - Please confirm the Subject line should state:
“ID07180031-Cannon/Holloman AFB Fence to Fence” (FBO) or Fence-to-Fence Environmental Services at Cannon Air Force Base and Holloman Air Force Base, New Mexico” (PWS)
Government Response: The subject line should read: ID07180031-Cannon/Holloman AFB Fence to Fence” (FBO) or Fence-to-Fence Environmental Services at Cannon Air Force Base and Holloman Air Force Base, New Mexico. Please note that this error does not affect the content of the document.

Please send this completed form to the CO at the following email address: LATASHA.GOINES@GSA.GOV, by 1 Nov 2018” Section B1.1.1 says the form is to be submitted by the closing date for the solicitation. The Form needs to be corrected so that the person completing the questionnaire does not think the due date is past. We are assuming it is ok for offerors to make this correction.
Government Response: See response to Question 5.
Industry Question 15: This is an open market 8(a) competitive procurement FAR 52.219-18 - Please confirm that SBA Approved 8(a) Joint Ventures are eligible for consideration of award.
