Attachment 13 – Specification Guide 02220 – Demolition
PART 1 - GENERAL
1.1 REFERENCES
The publications listed below form a part of this Specification to the extent referenced. The publications are referred to within the text by the basic designation only. The most current version of each document shall be used.

1.1 DUST CONTROL
The amount of dust resulting from demolition shall be controlled to prevent the spread of fugitive dust to the atmosphere and to avoid creation of a nuisance in the surrounding area. Use of water shall not be permitted when it shall result in, or create, hazardous or objectionable conditions such as ice, flooding and pollution. The contractor shall include his dust abatement system in the Environmental Work Plan set forth in Specification Section 01430.
1.2 PROTECTION
1.2.1. Existing Work
Before beginning any cutting or demolition work, the Contractor shall carefully survey the existing work and examine the drawings and specifications to determine the extent of the work.
The Contractor shall take all necessary precautions to insure against damage to existing work to remain in place, to be reused, or to remain the property of the Government, and any damage to such work shall be repaired or replaced as approved by the COR at no additional cost to the
Government. The Contractor shall carefully coordinate the work of this section with all other work. The Contractor shall insure that structural elements are not overloaded and be responsible for preventing structural overloads that could result in unplanned collapse.
1.2.2. Trees
Trees within the project site which might be damaged during demolition, and which are indicated to be left in place, shall be protected by a 1.8 m (6 foot) (6 foot) high fence. The fence shall be securely erected a minimum of 1.5 m( 5 feet) from the trunk of individual trees or follow the outer perimeter of branches or clumps of trees. Any tree designated to remain that is damaged during the work under this contract shall be replaced in kind or as approved by the
Contracting Officer.
1.2.3. Facilities
Protect electrical and mechanical services and utilities. Where removal of existing utilities and pavement is specified or indicated, provide approved barricades, temporary covering of exposed areas, and temporary services or connections for electrical and mechanical utilities. Floors, roofs, walls, columns, pilasters, and other structural components that are designed and constructed to stand without lateral support or shoring, and are determined to be in stable condition, may remain standing without additional bracing, shoring, of lateral support until demolished, unless directed otherwise by the Contracting Officer. The Contractor shall ensure that no elements determined to be unstable are left unsupported and shall be responsible for placing and securing bracing, shoring, or lateral supports as may be required as a result of any cutting, removal, or demolition work performed under this contract.
1.3 BURNING
Any burning at the project site, or anywhere on the Installation, is prohibited.
1.4 RODENT AND VERMIN EXTERMINATION
Rodent and Vermin Extermination, if required, shall be performed in compliance with other requirements of these specifications.
1.5 CONSTRUCTION EQUIPMENT LIST
A Construction Equipment List of all major equipment to be used in this section shall be submitted to the COR.
1.6 USE OF EXPLOSIVES
Use of explosives shall not be permitted unless specifically permitted in advance for this project.
PART 2 – PRODUCTS
2.1 FILL MATERIALS
Fill material shall conform to the description and definition as prescribed in Specification
Section 02221 of this document. In addition, fill material shall be free from roots and other organic matter, trash, debris, frozen materials, and stones larger than 3 inches in any dimension.
Unless specifically prohibited elsewhere in these specifications, concrete materials, crushed to a size of minus 6” may be used for fills more than 24” below finish grade.
PART 3 – EXECUTION
3.1 EXISTING FACILITIES TO BE REMOVED
3.1.1 Structures

3.1.2 Utilities and Related Equipment
All utility services within the demolition limits, as shown on the drawings, shall be removed to the locations shown on the drawings. If no drawings are provided, the base contract shall default to a 15-foot distance from the base of the foundation walls in a horizontal measurement.
3.1.3 Limits of Removal
Remove all above ground structures, paving and slabs, tanks and equipment and piping as shown on the drawings. If no drawings are provided, the base contract shall default to a 15-foot distance from the base of the foundation walls in a horizontal measurement.
3.2 BELOW GRADE CONSTRUCTION
Foundations, basements, concrete slabs on ground, footings, piers and other below-grade construction shall be demolished and removed to a grade of 48” below finish grade unless specified otherwise. Any concrete slabs below minus 48” that are permitted to remain, must be fractured on 6’ centers to permit the migration of ground water.
Underground Storage Tanks shall be removed in accordance with Federal, state, and local regulations.
3.3 FILLING BASEMENTS AND VOIDS
Basements and voids, resulting from the demolition of structures, shall be completely filled with acceptable fill material and graded as prescribed in Specification Section 02221 of this document. For basements, sumps or depressions more than 48” below finish grades, the contractor shall utilize crushed concrete materials for backfill. Slabs to remain shall be fractured as described in 3.2 above. See Specification Section 02221 for specifications on the use of crushed backfill materials.
Prior to filling, basements and voids shall be free of standing water, frost, frozen material, trash, and debris.
After fill has been placed, and compacted to meet the requirements of Technical Exhibit 7,the surface of the fill shall be graded to meet adjacent contours and to provide positive surface water drainage.
3.4 DISPOSITION OF REMOVED MATERIAL
Contractor shall load and haul all materials from the site except for any concrete or masonry that is to be crushed for use as backfill. Contractor shall load and haul all metals determined to be non-hazardous, to a recycling facility. Demolished materials shall be removed on a regular basis as set forth in the schedule or as approved by the COR.
The contractor shall remove and dispose of the demolished materials as described in the contract.
The Government shall not be responsible for the condition of the structures to be demolished.
3.5 CLEANUP
Debris and rubbish shall be removed from the surrounding work area and disposed of as set forth in these specifications. Debris shall be removed and transported in a manner as to prevent spillage on streets or adjacent areas.
3.5.1 Regulations:
In addition to Federal and state regulations, local regulations regarding hauling and disposal may apply.
