About this file
This document is a pre-proposal conference presentation for a U.S. Africa Command (USAFRICOM) Dedicated Passenger Air Charter Service (DPACS) solicitation. The solicitation (HTC71126RE119) seeks a contractor to provide air charter services primarily supporting USAFRICOM and secondarily USEUCOM, involving one primary fixed-wing aircraft based in Stuttgart, Germany, with surge aircraft capabilities deployable within 15 days. The contract will be a Firm-Fixed Price with Time & Materials elements, with a base performance period from 1 May 2026 through 30 April 2027 and four potential one-year option periods extending through 30 April 2031.
Proposal submission requires four volumes: Business Compliance, Technical Capability, Past Performance, and Pricing, with specific formatting and content guidelines. Key eligibility requirements include SAM registration, NIST Assessment, valid air carrier status, and FAA Operating Specifications. Evaluation will be based on four factors: Business Compliance (Acceptable/Unacceptable), Technical Capability (Acceptable/Unacceptable), Past Performance (Confidence Rating), and Price (Fair & Reasonable). Critical deadlines include submitting questions by 8 December 2025 and proposal submission by 22 December 2025, with the government intending to award without discussions and evaluate proposals on a best-value basis.

only proposals rated Acceptable under Business Compliance (Factor 1) and Technical Capability (Factor 2) will be considered for award, and Past Performance (Factor 3) is more important than Price (Factor 4). This may result in an award to a higher rated, higher priced Offeror, where the decision is consistent with the evaluation factors and SSA reasonably determines the superior past performance of the higher priced Offeror outweighs the price difference. However, the Government will not pay a price premium it considers to be disproportionate to the benefits associated with the proposed margin of service superiority.
