About this file
This document is an Aircraft Identification Sheet for the USAFRICOM Dedicated Passenger Air Charter Service contract (Solicitation Number HTC71126RE119). The attachment requires offerors to specify detailed aircraft information for up to five aircraft categories: primary, substitute, surge, alternate, and additional aircraft. Each proposed aircraft must be documented with comprehensive specifications including passenger seats, aircraft range, cabin load, weight parameters, cruise speed, fuel burn rate, and compliance with specific operational requirements such as pressurized cabin, internal passenger stairs, emergency oxygen system, and instrument flight rule (IFR) capabilities.
The contract, managed by the United States Transportation Command, seeks a dedicated passenger air charter service primarily supporting U.S. Africa Command (USAFRICOM) with potential secondary support for U.S. European Command (USEUCOM). The base performance period runs from 1 May 2026 through 30 April 2027, with four additional one-year option periods potentially extending the contract through 30 April 2031. The government intends to award a single Firm-Fixed Price contract with Time & Materials elements, conducting the acquisition as a full and open competition. The primary aircraft will be based at Stuttgart Army Airfield or Stuttgart International Airport in Germany, with surge aircraft capability deployable within 15 days of request.

Aircraft Identification Sheet
The aircraft identified in the table below are the only aircraft approved to be utilized in the performance of this contract. The contractor agrees that the aircraft identified by tail numbers and listed below will be either owned or controlled by the company in such a manner as to assure complete control over the aircraft for the performance of this contract. Additional contractor-owned or controlled aircraft may be added, replaced, or swapped out during the contract performance period after the aircraft is determined technically acceptable by the DoD Air Carrier Survey Team and DoD Commercial Airlift Division, and after approval of the Contracting Officer by way of contract modification. Aircraft may be deleted from the list after notification to, and approval of, the Contracting Officer by way of a contract modification. At all times, the list shall provide for sufficient aircraft to meet contractual requirements, as determined by the Contracting Officer.
The offeror’s unique technical approach determines the number of aircraft proposed. The offeror shall insert the proposed aircraft in the table below that will be utilized in performance of the U.S. Africa Command (USAFRICOM) Dedicated Passenger Air Charter Service (DPACS) per the Performance Work Statement (PWS).
