About this file
This document is a Technical Capability Worksheet for a federal contract opportunity (Solicitation Number HTC71126RE119) for AFRICOM DPACS (Defense Passenger Air Transportation Services). The worksheet requires offerors to demonstrate technical capabilities across three key subfactors: Aircraft Compliance, Mobilization & Basing Plan, and Scheduling & Mission Execution. Specifically, offerors must detail their aircraft specifications, communication systems, mission adaptability, ability to position primary and substitute aircraft, and capability to execute flights under the operational control of the 603d Air Operations Center.
The contract requires full mission capability by May 1, 2026, with offerors expected to plan for positioning aircraft and crew within 45 days of contract award. Key technical requirements include configurable aircraft for passenger and cargo transport, worldwide communication systems, procedures for mobilizing substitute and surge aircraft within specific timelines, and ability to obtain clearances for multi-country missions throughout Africa and Europe. The document is marked as Source Selection Information and is part of a competitive procurement process for air transportation services.

Technical Capability Worksheet – Rev.1
Instructions: Offeror must complete this worksheet explaining its technical capabilities. Each response must be concise, focused, and directly address the PWS requirements. Responses must adhere to the text box limitations provided for each question or as directed in additional space provided on the last two pages.
I. Subfactor 1: Aircraft Compliance - The Offeror must demonstrate that their proposed aircraft specified in Attachment 3, Aircraft Identification Sheet, meets or exceeds the minimum specifications outlined in the PWS, including passenger and cargo transport capabilities and worldwide communication systems.
1. Aircraft Specifications – Fill-in and submit Attachment 3, Aircraft Information Sheet.
2. Mission Adaptability - Describe how your aircraft can be configured to meet varying mission requirements, including passenger-only, cargo-only, or mixed configurations. Offeror may submit up to three graphical aircraft configurations per aircraft model proposed as an addendum to this worksheet and indicate “see addendum” below. (PWS 1.4.2, 1.4.3, 1.4.13)

II. Subfactor 2: Mobilization & Basing Plan - The Offeror must demonstrate their ability to position the primary aircraft and crew to be fully mission capable by 1 May 2026, as well as mobilize substitute and surge aircraft when required.
For planning purposes, Offerors should assume no more than 45 days between the award date and performance start and must provide a detailed plan to achieve full mission capability by the performance start date. The plan must address the permanent basing of the primary aircraft and crew, as well as the mobilization of substitute and surge aircraft to ensure uninterrupted air transportation services.
1. Primary Aircraft Positioning - Provide a clear plan for positioning the primary aircraft and crew to ensure they are fully mission capable by 1 May 2026. (PWS 1.14). Plan should include distinguishable major actions and timeframes necessary to position the aircraft and the required personnel, equipment, tools, and materials that will be mobilized to support full performance. If proposing to utilize primary aircraft not currently authorized on the FAA-approved (or CAA equivalent) OpSpecs as of the date of proposal, Offeror must detail plan to receive FAA approval within 30 days of contract award. Offeror may submit a graphical/chart/process flow depiction of the proposed positioning plan by separate, single-page addendum to this worksheet and indicate “see addendum” below.
