About this file
This document is a Technical Capability Worksheet for a federal contract (HTC71126RE119) supporting AFRICOM DPACS (Defense Passenger and Cargo Services). The worksheet requires potential offerors to demonstrate technical capabilities across three key subfactors: Aircraft Compliance, Mobilization & Basing Plan, and Scheduling & Mission Execution. Respondents must provide detailed plans for aircraft specifications, mission adaptability, communications systems, aircraft positioning, substitute and surge aircraft mobilization, mission scheduling, and clearance acquisition for multi-country missions throughout Africa and Europe.
The contract seeks an air transportation service provider capable of supporting the 603d Air Operations Center, with specific requirements including: configurable aircraft capable of passenger and cargo transport, ability to position primary aircraft and crew to be mission capable by 1 May 2026, mobilization of substitute aircraft within timelines for scheduled and unscheduled maintenance, surge aircraft activation within 15 days of notification, and comprehensive mission execution under operational control of the 603d AOC. The solicitation emphasizes flexibility, rapid response capabilities, and robust communication and clearance acquisition processes for complex multinational operational environments.

Technical Capability Worksheet
Instructions: Offeror must complete this worksheet explaining its technical capabilities. Each response must be concise, focused, and directly address the PWS requirements. Responses must adhere to the text box limitations provided for each question or as directed in additional space provided on the last two pages.
I. Subfactor 1: Aircraft Compliance - The Offeror must demonstrate that their proposed aircraft specified in Attachment 3, Aircraft Identification Sheet, meets or exceeds the minimum specifications outlined in the PWS, including passenger and cargo transport capabilities and worldwide communication systems.
1. Aircraft Specifications – Fill-in and submit Attachment 3, Aircraft Information Sheet.
2. Mission Adaptability - Describe how your aircraft can be configured to meet varying mission requirements, including passenger-only, cargo-only, or mixed configurations. (PWS 1.4.2, 1.4.3, 1.4.13)
Response: Enter your response here.
3. Communications System - Does the proposed aircraft currently have a communications system installed that meets all requirements outlined in PWS 1.5.
• If Yes: Provide the name of the system and describe its specific capabilities to meet each requirement identified in PWS 1.5.
• If No: Provide a detailed plan explaining how you will equip the aircraft with a compliant communications system within 90 days of contract award. Include the name of the proposed system, its capabilities, and the timeline for installation and operational readiness.
II. Subfactor 2: Mobilization & Basing Plan - The Offeror must demonstrate their ability to position the primary aircraft and crew to be fully mission capable by 1 May 2026, as well as mobilize substitute and surge aircraft when required.
For planning purposes, Offerors should assume no more than 45 days between the award date and performance start and must provide a detailed plan to achieve full mission capability by the performance start date. The plan must address the permanent basing of the primary aircraft and crew, as well as the mobilization of substitute and surge aircraft to ensure uninterrupted air transportation services.
1. Primary Aircraft Positioning - Provide a clear plan for positioning the primary aircraft and crew to ensure they are fully mission capable by 1 May 2026. (PWS 1.14). Plan should include distinguishable major actions and timeframes necessary to position the aircraft and the required personnel, equipment, tools, and materials that will be mobilized to support full performance. If proposing to utilize primary aircraft not currently authorized on the FAA-approved (or CAA equivalent) OpSpecs as of the date of proposal, Offeror must detail plan to receive FAA approval within 30 days of contract award.
2. Substitute Aircraft Mobilization - Provide a detailed plan for mobilizing substitute aircraft during scheduled and unscheduled maintenance of the primary aircraft. (PWS 1.6.1 - 1.6.3). Plan should include procedures and timelines for identifying and deploying substitute aircraft for normal (heavy maintenance) and unexpected substitutions.
3. Surge Aircraft Activation - Provide a plan that demonstrates your ability to mobilize surge aircraft within 15 days of notification. (PWS 1.2, 1.14). Plan should include procedures and timelines for identifying and deploying surge aircraft upon activation.
III. Subfactor 3: Scheduling & Mission Execution - The Offeror must demonstrate their ability to execute all scheduled flights and transport all manifested passengers and cargo under the operational control (OPCON) of the 603d AOC. Offeror’s approach to scheduling and execution and clearance acquisition will be evaluated.
1. Scheduling and Execution - Provide a clear approach to scheduling and executing missions under the operational control of the 603d AOC. Describe how timely transportation of passengers and cargo will be ensured. (PWS 1.9.2)
2. Clearance Acquisition - Explain how your company will gain aircraft, crew, overflight, and landing clearances for multi-country missions throughout Africa and Europe. (PWS 1.9.3)
