About this file

This document is a Past Performance Questionnaire (PPQ) for the AFRICOM Dedicated Passenger Air Charter Services contract (Solicitation Number HTC71126RE119). The PPQ is designed to collect detailed performance feedback from previous customers about a potential contractor's capabilities in providing air transportation services. The form requires respondents to evaluate the contractor's performance across multiple dimensions, including quality of service, scope of work, magnitude of operations, complexities, and overall contract management, using a rating scale from Exceptional to Unsatisfactory.

The questionnaire is part of a solicitation by the United States Transportation Command (USTRANSCOM) for dedicated passenger air charter services within U.S. Africa Command (USAFRICOM) and U.S. European Command (USEUCOM) Areas of Responsibility. The contract requires providing a primary fixed-wing aircraft based in Stuttgart, Germany, with surge aircraft capability deployable within 15 days. The base performance period is from 1 May 2026 through 30 April 2027, with four additional one-year option periods possible. Respondents are asked to complete and return the questionnaire by 22 December 2025 via email to specific USTRANSCOM acquisition office contacts.
