CAT A Solicitation Questions

Q1. A contractor stated, “I noted in the amendment posted July 17th, that SLINs 0001AL through 0001AP are now split to allow separate pricing for mainland Japan and Okinawa. However, I see that SLIN 00002AD is still all inclusive for mainland Japan and Okinawa - I don't know if it's been reviewed, but is there a way to split these out in a similar way.”
A1. The Okinawa destination is removed from SLIN 0002AD. See Amendment 0002.
Q2. Do you require a CD ROM for each section or can all of the information for part I, II and III be submitted on one CD?
A2. Yes, all three parts can be on a single CD ROM with each part labeled separately.
Q3. Should the proposed rates sheet on attachment 1 be printed on the double-sided or single-sided?
A3. Double-sided or single-sided is acceptable.
Q4. Does the page numbering for the proposal be continuous or can it start numbering at page 1 at the beginning of each section?
A4. Page one at the beginning of each section.
Q5. A contractor stated, “We do not have to have all amendments signed--right just acknowledged.”
A5. Please comply with the SF30 Amendment language located in Block 11.
Q6. Is the "CAT A" bid only for DoD shipments?
A6. Yes, this is for DoD only freight shipments.
Q7. Can any forwarder provide a "CAT A" bid, as long as they are doing business with a CRAF carrier?
A7. No. The prime contractor is required to be a Civil Reserve Air Fleet (CRAF) carrier. The Request For Proposal (RFP) describes contractor teaming arrangements and the documentation requirements. A CRAF carrier will sign the contract.
Q8. Please confirm once CAT A contract is awarded, the EPA adjustment will be exercised with each option year and at no time will the EPA clause be removed from this procurement.
A8. Yes, the EPA will be exercised with each option year and will not be removed from this procurement.
Q9. Will you all automatically pull all CPARs or do we have to include them in the Past Performance Area?
A9. Our office has access to your CPARS reports and will automatically pull copies of them, please does not include CPARS reports in your proposal submission.
Q10. Do we need to complete the SF 1449 – Continuation Sheet, Pages 3-13?
A10. SF 1449 – Continuation Sheet, Pages 3-13, will not be completed as part of your proposal. Instead, Attachment 1, Schedule of Supplies/Services, will be completed and submitted with the proposal.
Q11. Addendum to FAR 52.212-1, Part III – Technical Proposal, states the offeror must include their current CRAF status and a statement indicating their acknowledgement to maintain CRAF status for the duration of the contract, in what form do we provide this information.
A11. A signed letter stating the current CRAF status and acknowledging the requirement to maintain CRAF status for the duration of the contract is sufficient. This information can also be included in your proposal cover letter, instead of accomplishing a separate letter.
Q12. A contractor stated, “I realize this is a late request for clarification, but in reviewing the amended definition of positional weight, I am unsure what you anticipate for a surcharge on CLIN 0005AG. With the definition allowing the greater of actual, dimensional or positional weight (4,100 lbs), it appears that the calculations are well defined. By having an out-sized and non-out-sized CLIN, we can account for other factors, such as increased trucking costs, additional material handling costs, etc by providing different rates per lb for the outsize cargo. Do you foresee the per lot charge on CLIN 0005AG being more of a handling charge?”
A12. No, the Government does not see SLIN 0005AG as a handling charge. Positional weight is defined as an applicable accessorial charge when one or more pieces partially or totally prevent other freight from being loaded on the same pallet. See Amendment 0001, Exhibit F. The contractor should coordinate with the shipper to minimize any confusion on the use of this accessorial charge.
