MEMORANDUM FOR CIVIL RESERVE AIR FLEET (CRAF) CARRIERS
FROM: USTRANSCOM Directorate of Acquisition
SUBJECT: Market Research Survey:
1. The purpose of this Market Research Survey is to detemnine the interest and availability of Civil Reserve Air Fleet (CRAF) air cargo caniers to perform time definite "Door-To-Door" (DTD) international heavy freight transportation services similar to those in the commercial marketplace.
2. The Department of Defense currently fulfills some of its requirements for full pallet, less than full pallet, and oversize air transportation services via separately priced "Cat A" cargo line items in the annual International Airlift Services "CRAF" contracts.
3. USTRANSCOM's shippers require improved service, as well as greater ordering flexibility and price options, than currently provided via the "Cat A" cargo program. The requirement will be solicited via a follow-on USTRANSCOM Request for Proposal.

Market Research Questionnaire CAT A Services
I . Is your firm a Civil Reserve Air Fleet (CRAF) camer interested in and available to perform a contract that requires international, time sensitive, door-to-door pickup and delivery of palletized and oversize cargo? If yes, please indicate your CCR information.
2. What type of fixed-price contract structure would offer the government the best-value (e.g., routes priced on a cost-per-lb, etc)?
3. What is your opinion on multiple award contracts? Please specify.
4. What type of performance incentives are typically offered on your conunercial contracts for exceeding time, definitive door-to-door cargo delivery services?
5. What type of service failure refunds, reperformance, or consideration are typically offered in commercial contracts?
6. Identify any thresholds (guaranteed revenue, shipping volume, volume at certain price levels, space utilization, other) which your firm believes have the greatest impact(s) on contractual pricing and short or long term price stability.
7. What type of contract arrangement will protect your firm against potential market and business fluctuationsldownturns?
8. For commercial-type contracts, what are the most important factors considered in the source selection evaluation?
9. Does the commercial industry measure heavyweight air cargo carriers against service reliability standards? If yes, please list the standards and any level of quantitative measurements (e.g., service reliability, lossidamage, transit times, claims, etc).
10. What type of data and performance reports do your Fortune 500 customers require? Please indicate the type and how frequently you must submit them.
11. Does your firm have the capability to transport HAZMAT and Dangerous Goods in accordance with lATA and DOT regulations?
12. Does your firm have the capability to pick upldeliver individual pallets (or less than full pallets) that require special handling (such as perishable food or medical supplies that require continuous freezing or cooling)?
13. Does your firm require customers to configure pallets to a non-standard size or contour?
14. How does your firm measure and prevent loss, damaged, or astray cargo?
15. Would your firm be able to comply with ED1214 data transaction requirements? Are you presently doing this for other contracts?

16. The government intends to use US Bank's PowerTrack system for this program. Does your firm have the capability to conduct B2B invoicing and payment processing using US Bank's PowerTrack system?
17. The government's requirement will be to move full pallets, less than full pallets, oversized, and outsized cargo totfrom CONUS to OCONUS locations. What other type of supply-chain management initiatives should the government consider on this acquisition?
18. Please provide additional information on any of the topics above or on any other subject that you feel is relevant to this Market Research Survey.
