About this file
This solicitation is for the TRICARE Overseas Program (TOP) 2021 contract. The solicitation seeks proposals for a new indefinite delivery/indefinite quantity contract to provide a wide range of administrative health care support services for TRICARE-eligible beneficiaries residing outside the United States and District of Columbia. Required services include developing purchased care provider networks, referral management, eligibility verification and enrollment, medical evacuations, record translation, medical management, customer service/call centers, beneficiary/provider education and marketing, and claims processing and coding. These services supplement overseas military treatment facilities to ensure beneficiaries have access to full TRICARE benefits. Proposals are due by October 31, 2019. The period of performance includes a one-year base period for transition-in plus seven one-year option periods, with potential for a six-month extension, for up to eight years and six months total. The Defense Health Agency leads this full and open competitive source selection using best value tradeoff for an award estimated at $50 billion over the period of performance to serve over 9 million beneficiaries under the Military Health System.
