Amendment #0004

2. Section B – SUPPLIES OR SERVICES AND PRICES.

a. Under CLIN 0003, Title, in Base Year. Incorporate same Title for all Option Years, CLINs 1003-7003. (see attached)

3. Section C-5.G – RANGE MASTER SERVICES.

a. Page C-5.G-9, sub-paragraph (2), Firearms Range Inventory and Range Maintenance.

Under sub-paragraph (2)d., add the words “and lead soap” after the words “towels/wipes”.

b. Page C-5.G-10, subparagraph (3), Firing Range Pickup. Under sub-paragraph (3)f., add the following sentence: “Refill lead soap dispensers when empty.”

c. Page C-5.G-14, sub-paragraph (7)n), add the following: “Refill lead soap dispensers when empty.”

4. Section C-5.L – ENVIRONMENTAL & SAFETY.

a. Page C-5.L-14, starting with sub-paragraph (n)3.(d), renumber succeeding paragraphs as per attached revised Section C-5.L.

5. Section J, Attachment C-18 is revised as per attached to add more equipment for HSMS and Lead Soap.

Replacement Sections: Section B, Section C-5.L, Attachment C-18.

6. QUESTIONS AND ANSWERS. The following questions and answers are incorporated into this Amendment:

1. Section C-5.L, Page C-5.L-14. Reference the indoor air quality plan and requirements. None of the Government buildings are under the responsibility/control/ownership of the contractor. Please clarify. Response. An indoor air quality plan only applies if the contractor owns a modular building, or something like that, on-complex.

2. Section C-5.L, Page C-5.L-18. The solicitation is asking for a Lead Compliance Plan. I did not find any tasks that call for lead abatement or removal. Response. No lead abatement is covered under this contract. However, the successful contractor will be exposed to lead through the course of their work on the FLETC, so you must have a medical surveillance plan and monitor for those employees who are exposed to lead and have a written plan on file (per OSHA).

3. Now that the PM CLIN for Food Service is deleted, where do you want these costs reflected? In the new PM CLIN X013? Response. The new Program Management CLIN X013 should contain costs associated with the Key and Essential Personnel who manage the total complex support effort. Food Service Management, Dorm Management, Facility Management, Grounds Management, etc. should be incorporated into the specific CLINs for these areas, unless these managers cross-manage other areas. It is at your discretion if you want to include their costs in the PM CLIN or spread them into the respective CLINs that they manage.

4. Regarding the answers to questions 93 and 94, which dealt with unit costs versus not to exceed amounts in Section B, we were told to list not to exceed amounts when calculating the total for the period. In effect, however, it would seem that the government is saying that the contractor’s unit price will not be evaluated competitively, so that any unit price will be acceptable, as long as it can be defended as reasonable. The contractor is in effect encouraged to charge the Government the highest unit price that it can that will still seem reasonable. How can this be avoided? Response. The contractor’s unit price for the T&M CLINs will be the costs evaluated during the price evaluation.

5. The answer to question 45 clarified the unit price for student meals but we now realize another apparent problem. On Section B, the number that the government is requesting to be included in the period total for this service is a specifically listed sub-CLIN number identified at the bottom of each period’s pricing. However, the highest number for that sub-CLIN on Section B is the “maximum monthly charge.” Should that not be, at least for the purposes of the bottom line total, an annual charge? Response. The price evaluation team will take the maximum monthly charge and annualize it for purposes of evaluating the price for this CLIN.

6. Regarding Attachment C-9 in Amendment 0004, what is VCC? The incumbent subcontractor currently does not service any area that matches that acronym. A search of the Government documents did not reveal an answer. Response. VCC stands for the Visitor’s Control Center (VCC), or Visitor Center, which is where everyone gets a badge and vehicle pass for the complex.

7. The new Attachment C-9 shows Range 1 (NWS), Range 5 (NWS), and Range 5 (NWS). We have reason to believe that these Ranges are numbered incorrectly and that they should be Range 1, Range 3, and Range 6. Please clarify. Response. One of the dumpsters is located between Range 5 and 6, but it is closer to Range 5. There are a total of 3 dumpsters at NWS.

8. The answer to Question 47 only supplied half the information that was requested. If the exact number of windows is not known, can an estimate be made? Either the incumbent or the incumbent’s subcontractor must have this information. Response. Total number of 2nd story windows in the buildings listed under this question is approximately 40 per building. Also, Bldg 677 contains a 3rd story with an average of 40 windows for that story.
