RFP states “Offerers shall provide a 90 day timeline….commencing no sooner than 15 April and no later than 30 April 2015. Is the start (commencing) date of the availability at KTR scheduling discretion or is it USCG option for an open two week window to arrive at the shipyard?

The start date (within the two week window) is at the prospective offeror's discretion and shall be provided with the proposal.

Specification Work Item D‐12

Temporary Fuel Offload

In order to formulate price & schedule KTR requests information regarding fuel off‐loading & on‐loading capabilities of vessel. 1) What rate of transfer, in gallons per hour, can KTR reasonably expect the vessel to be capable of during fuel transfers? 2) How many hours per day & what days of the week can the KTR expect vessel to perform fuel pumping operations?

PSTAR is configured with 2 fuel xfer pumps, Delaval IMO models B323FBX362 and CT‐3LB‐400P, on a single fuel xfer system. CG's best practice is to conduct fuel oil offloads starting an hour after sunrise and concluding one hour prior to sunset, with no restriction on days. While actual fuel flow rates vary with respect to the receiving facilities configuration (pipe specifics, boost pumps, storage height), POLAR STAR has attained fuel transfer flow rates as high as 700 gpm, as low as 250 gpm, with projected transitional delays as vessel approaches light ship fuel loading condition.
