TITLE: Propulsion shafting remove, inspect, and reinstall

QUESTION:

Paragraph 1.2 lists GFM as one propeller shaft.

Paragraph 3.10.6 lists a GFM oversized diaphragm.

Question a. Will a new GFM oversized diaphragm be supplied and if so will it be the subject of a contract change to machine the old seal housing to fit the oversized diaphragm?

Paragraphs 3.6 through 3.6.1.4 indicate that the contractor is to inspect the removed shaft.

Question b. After it is inspected is the contractor to draw the new GFM shaft, uncrate it and re-crate the old shaft in the new GFM shaft box for Government disposition?

Question c. Will there be any kind of inspection required for the GFM supplied propulsion shaft and if so what will it be.

RESPONSE:

Answer a: A new GFM oversized diaphragm will not be supplied.

Discussion: Paragraph 3.10.6 Is in error stating “Install the new Government furnished oversized diaphragm.” The intent is to re-install existing removed diaphragm after it has been cleaned and inspected.

Only in the case of unsatisfactory inspections and a resultant CFR, would a new (original size or oversized) diaphragm be considered. In any event, fitting and installation of new diaphragms would be considered growth work. As the NOTE following 3.10.3 states any machining of housing would be considered growth and negotiated accordingly.

In paragraph 3.10.6, delete the sentence: “Install the new Government furnished oversized diaphragm.”

Answer b: The new GFM shaft is contingency. The contractor’s only responsibility will be to receive and appropriately store the GFM shaft. Only if wear or defects prohibited the existing shaft from being placed back in service would the new GFM shaft be considered. All costs pertaining to introducing the new GFM shaft (inspection, rigging, crating of old, etc.) would be considered growth and negotiated accordingly.

Answer c: See answer b above

TITLE: Temporary Services

QUESTION:

Reference: Std Spec 8635, paragraph 3.3.9.2: Hot-circulating water.

Please provide the BTU or horse power rating required to heat the vessel.

Is there a deck connection fitting for the hot water? Are the pumps designed with a piping by-pass?

RESPONSE:

All of the SYCAMORE’s heating (HVAC) is done via electrical heating elements in the air handlers.

Hot water for showers and cooking is provided via a potable water connection and sent through our hot water heater. Since none of the work items in SYCAMORE’s package involve disabling the water heater or hydro-pneumatic tank, the basic requirement for the shipyard will be to supply the vessel with un-heated potable water.
