HSCG85-11-R-P30FG6 Amendment 0004

1. The purpose of this amendment is to draw offerors’ attention to one among many new provisions in SFLC specifications that may be more stringent than legacy MLCPAC specifications. The new provisions are found in both the basic specification (Attachment J.1) and in the technical references, such as SFLC Standard Specifications. An example of this new stringency is in preparation and paint requirements. The abbreviated discussion below provides some context.

1. SFLC Standard Spec 0000 Paragraph 3.2.4.2 and related sub paragraphs require levels of QA for “critical coated surfaces” (as defined by SFLC Std Spec 0000 para 1.3 or the individual D-item) that may be new to contractors who have previously performed work on USCG vessels. Please review the Standard Specification in detail to understand the requirements. The following is a partial summary of requirements for these surfaces as they apply to the Contract for reference:

a. Shipyards shall be SSPC QP1 certified OR have an independent NACE Level 3 inspector supervise all preservation of “critical coated surfaces”. Independent NACE inspector cannot be an OEM paint rep or employee of the yard.

b. NACE 3 Inspector’s duties are listed in 3.2.4.2.3. These duties supervise almost all aspects of the paint preparation and application. These duties require the NACE inspector to fill out QA forms QA-1 through QA-5 and require their signature and certification number at the end of the job.

c. QA forms provide detail for several requirements for surface profile, cleanliness, and QA steps throughout the paint application process. These forms indicate the NACE inspector is required to be present for validation of blast profile processes to achieve required profile, measurement of ambient conditions, and in-process QA of paint application through the measurement of ambient conditions, wet film thickness, and dry film thickness readings. It is essential the NACE representative is available during all times.

If swing shift operation is required, it is assumed NACE representatives availability will be maintained throughout.

d. NACE inspectors credentials shall be submitted at the pre-award phase of the contract per SFLC Std Spec 0000 Para 3.2.4.2.4

e. While not explicitly stated on QA checklist forms, primer coats for Critical Coated Surfaces are also subject to holiday detection tests on all critical coated surfaces. Primer and Secondary coats in tank and void preservation are subject to pull off strength tests per Appendix A2.1.14 and associated Table AII.

2. Appendix A of SFLC Standard Spec 0000 provides clear direction for ALL preservation that occurs onboard Coast Guard Cutters (not just critical coated surfaces). This appendix describes several requirements and only a partial summary is provided below for reference:

a. Resources to determine correct paint colors, types, and administrative requirements for documentation (MSDS, Data Sheet, etc) submission, and additional resources/manual references

b. QA parameters for cleanliness and preparation requirements.

c. Requirements for stripe coating, touch ups, and feathering.

d. Coating inspection tests including WFT, DFT, additional holiday detection, and pull off strength tests for critical coated surfaces mentioned above.

e. Additional copies of QA forms QA-1 through QA-5

3. Please note that the requirements for U/W body painting of 225’ WLB buoy tenders require a “light icebreaking” coating as defined by the Colors and Coatings Manual. This provides a more abrasion resistant coating than was applied during previous availabilities. Please review approved coating systems and their requirements.

4. SFLC Standard Spec 0000 applies to all definite items as indicated by the General Requirements found at the beginning of the definite specification. Additional requirements for paint application may also be augmented by the General Requirements, as the definite item takes precedence over Standard Specifications.

HSCG85-11-R-P30FG6 Amendment 0004

Offerors should carefully review the entire specification (including reference documents) prior to proposal submission.

2. There is no change to the proposal closing date, which remains as follows:

5/13/11 4 p.m. Pacific Time Submission of Pre-Award Drydock Certification & Calculations (Sec L.9.2).

5/23/11 11 a.m. Pacific Time Price Proposal & Attachment J.2.
