REQUEST FOR CLARIFICATION
SHIP & HULL No.: CGC SPAR (WLB 206) FY12 DRYDOCK REPAIRS
RFP No.: HSCG85-11-R-P45002
SOLICITATION SECTION: PARA NO.
WORK ITEM NO. 58 PARA NO. 3.1.2/3
TITLE: Temporary Messing & Berthing, Provide
QUESTION:
Item Par. 3.1.2 and 3.1.3 require breakfast, lunch, and dinner meal service.
Request clarification what normal service hours per meal per day will be required.
Contractors Note: See separate RFC regarding Par. 3.1.4 take-out meals .
RESPONSE:
The answer to this question depends on the contractor's workday and how the crew builds its workday around it. So using the following scenario, if the contractor’s workday starts at 0800 and ends at 1600, the meals would be provided during the following intervals:
Breakfast: 0600-0730 Lunch: 1130-1300 Dinner: 1700-1900
Adjust the timelines for the particular day shifts you are intending to work.

WORK ITEM NO. 58 PARA NO. 3.1.4
TITLE: Temporary Messing & Berthing, Provide
Item Par. 3.1.4 requires take-out meals for breakfast, lunch, or dinner.
Request clarification regarding number of take-out meals required per day for the time period described in the item and/or confirmation that meals made available for take-out can come directly from the same messing service provided for by other item paragraphs – with availability of take-out meals beginning & ending during normal service hours.
Contractors Note: See prior/separate RFC regarding normal service hours required for crew messing.
This requirement it would be for the on-board duty section comprising 3 personnel for all three meals, so 9 take out meals per day (3 breakfast, 3 lunch, 3 dinner). Using the example provided in the response to Q011, the take-out meals would be available during the following intervals.
Breakfast: 0600-0730 Lunch: 1130-1300 Dinner: 1700-1900

TITLE: Hydraulic Chain Stoppers, Overhaul
The GFM of paragraph 1.2 references NSN part numbers, however there does not appear to be any cross reference to discern what parts are being replaced; the technical manual utilizes a separate parts numbering scheme.
Please identify what parts are included in the GFM package, utilizing the supplied references’ nomenclature.
The correct WI number is 36.

WORK ITEM NO. 15 PARA NO. 3.2.8
TITLE: Strain Gage Alignment
Specification requires alignment inspection prior to vessel’s arrival at shipyard. Attached is a clarification request for the Sycamore that raised the same question. Is the answer applicable to this project?
Item 15, Paragraph 3.2.8, delete: “This shall be accomplished prior to the cutter arrival at the Contractor‟s facility.”
and substitute: “This shall be accomplished prior to drydocking.”

3.2.1, #3
TITLE: Single Point Davit
Task three requires preservation of “exterior and interior surface” including “pedestal foundation.”
Please clarify what surfaces require preservation, including the boom and the pedestal.
This is calling for the pedestal foundation which is including the pedestal interior and exterior surface. This is what the boom is mounted to and attached to the deck. There is an access point to get to the interior. There is a control booth that is next to the pedestal that requires preservation as well. There is a ladder attached to the pedestal as well as some other piping that is attaching the control booth to the pedestal. The other preservation is the boom itself and the components which are called out in several of the other task items.

WORK ITEM NO. 72 PARA NO. 3.2
TITLE: Buoy Crane
Task three, four and seventeen require preservation of the exterior of the pedestal as well as the extension and main boom structures.
Task eighteen requires preservation of interior surfaces of components that are disassembled and includes the crane pedestal on the 01 deck. The crane is not removed; hence the pedestal is not open. Does the interior of the pedestal and booms require preservation?
Task 17 calls for the preservation of all components that are disassembled. This what is including the boom extension which removed in task 4. It also calls for the interior of the pedestal which is including the crane interior that isn’t removed. The preservation calls for on the 01 deck so the contract is not to extend down into the ship. The spec is calling out all interior surfaces of the components that were not removed.

TITLE: Cross Deck Winches, Overhaul
3.3 States; Cross Decks: Remote cross deck operation of all cross deck winches from the lower crane cab is not functional at this time. Inspect and repair.
It is impossible to ascertain what the problem is without extensive troubleshooting. What is the expectation for “Inspect”? What components will be inspected? To what level of disassembly does the Owner expect the inspections to go to?
What is the expectation of “Repair”. A Contractor cannot price unknown quantities or components.
Please confirm that any “Repairs” required will be the subject of a Change Order.
There is 24 volt power to the solenoid valves, but there is no movement from the use of the remote controls. There are three solenoids on the DCV valves, in haul, pay out, and active that are part of the DCVs and need to be inspected on the four cross decks. Unit suspects faulty solenoids on DCV's.
