SHIP & HULL No.: CGC SPAR (WLB 206) FY12 DRYDOCK REPAIRS

WORK ITEM NO. 70 PARA NO.
3.2.1, 3.3
TITLE: Boat Boom, Inspect & Repairs
QUESTION:
Par. 3.2.1, Lines 1-6 & 8-9, Par. 3.3, and associated references do not appear to require complete disassembly of the davit to accomplish inspections & repairs/renewals specified – or to require removal of the davit from the vessel. Par. 3.2.1, Line 7 and references appear to require SSPC-10 (or SSPC-12) and painting of the entire davit without complete disassembly. Contractor notes D- Item 48 requires renewal of existing deck coating system IWO both P/S davits.
Request clarification as follows:
1. Is spot mechanical preparation (30% SSPC-15) & spot coats (2) followed by one (1) complete topcoat an acceptable alternative to sandblasting and painting to reduce risk to other davit components – pending prelim testing and possible additional disassembly/repairs by change?
2. Following prelim testing should contractor include removal of the davit assembly from the vessel to accommodate D-Item 48 deck preservation and facilitate additional repairs if required by inspections?
RESPONSE:
1. Approval grated for spot mechanical preparation (30% SSPC‐15) & spot coats (2) followed by one (1) complete topcoat in lieu of sandblasting and painting to reduce risk to other davit components.
2. No, if additional work is needed it shall be via work request. Also, the davit is considered an interference for work item 48 that is cover under general requirement.

Would the government accept a plate and structural renewal in lieu of straightening?
We are investigating more timely, more cost-effective, less intrusive remedial methods, accordingly we are committed to using heat straightening to repair the SPAR transom.

TITLE: Past Performance Questionnaire
This shipyard has previously requested government agencies that do not participate in the CPARS program to submit written evaluations to the contracting officer. The same agencies and individuals would be requested to evaluate us again. Is that necessary or do you have the data already compiled?
If nothing has changed since the Sycamore bid, should the shipyard just provide a list of references?
The mandatory assessment threshold, set forth in Subpart 42.15 of the FAR, is set relatively low for non-DoD agencies and components. For instance, the simplified acquisition threshold ($150,000) is used for Coast Guard and NOAA ship repair contracts/orders. It is currently $5,000,000 for Navy ship repair contracts/orders. If any of your federal customers haven’t (or aren’t willing to) process official assessments for your firm’s projects, you’re entitled to utilize the questionnaire in lieu of the official assessments and the source selection board will consider those as official reports. If choosing this option, I would encourage you to send the questionnaire to a higher level individual than the one(s) who have failed to meet the regulatory requirement thus far.
To answer your second question, simple lists submitted by offeror will be treated as less relevant Past Performance Information.
