TI supports U.S. Border Patrol mission to guard U.S. Southwest Border against illegal entry Includes an inventory of:
Fences and Gates Roads and Bridges Grates and Drainage structures Lighting and Electrical systems Lands TI spans lands owned by:
U.S. Government, often under other agency control Tribal nations Private landowners (under agreements, easements, and leases) Lands encumbered by significant environment constraints such as endangered species, cultural and historic requirements Requires very special steps to avoid violations

Maintenance and repair requirements stem from willful destruction, weather, normal aging Typical causes for M&R in each work category include:
Fence and Gates Fence fabric cut, bollards removed, or sections pushed away Burrowing or tunneling below the fence Roads and Bridges Roads and bridges washed out/damaged by storms Drainage and Grates Grates removed or cut, debris builds up Lighting and Electrical Lighting often vandalized, also requires routine maintenance Vegetation Control and Debris Removal Vegetation growth must be controlled
TI Under Attack
Maintenance, repair and improvement support is required in 5 work categories:
Fence and Gates Roads and Bridges Drainage and Grate Systems Lighting and Electrical Systems Vegetation Control and Debris Removal Program Management CLIN will capture labor, equipment, and material costs for:
Mobilization Work plan development Program oversight activities of key personnel described in Section H Government information management/reporting requirements and meeting requirements Transportation and storage of Government furnished materials Improvement Activity CLIN (Optional) is included for:
Performance of specific improvement activities relative to the program Each improvement shall not exceed a dollar level threshold of $750,000 per activity
Work Requirements
Work requirements will vary based on:
Inventory quantities for each work category Number and type of incidents Type and recurrence of road washouts/deterioration Time of year (variances in illegal border traffic fluctuate with the time of year) Economic conditions Weather events Location There is typically a higher frequency of damage in and around more urbanized areas Contractor will be required to develop an appropriate work plan The performance period for the work plan:
Will typically be in sequential 90 day performance periods May be extended to 180, 270 or 365 days Work plan will serve as the basis for routine M&R work requirements
Work Requirements (Continued)
M&R work is classified as either urgent or routine for Work Categories 1-5 Urgent work Resulting from:
Willful or other destruction Natural event such as severe weather Premature failure of the TI asset Poses immediate risk to operations, systems, equipment or components May be performed five (5) days a week, as required Majority of urgent work will be completed during normal business hours.
Based on mission requirements, limited amount of urgent work may be required after normal business hours Routine work Non-urgent M&R work that can be planned or scheduled at a designated frequency.
Does not pose an immediate risk to systems, equipment or components Will be performed five (5) days a week from Monday to Friday.
