A. INTRODUCTION

The Contract Data Requirements List (CDRL) is prepared in a word processing format to increase the efficiency of electronic development and transmission. Block numbering and titles remain as used in the DD Form 1423 as derived from Procedures for the Acquisition and Management of Technical Data, DoD 5010.12-M.

B. APPLICABLE DOCUMENTS

DoDD 5230.24, Distribution Statements on Technical Documents, March 18, 1987

C. AUTHORITIES (BLOCK 4)

Data Item Descriptions (DIDs) entered in CDRL blocks 2 and 4 are selected from the Acquisition Streamlining and Standardization Information System (ASSIST) data base. The application of any DID tailoring is indicated by addition of the suffix "T" to the DID number entered in Block 4. Such tailoring is accomplished to relax format requirements or conform the data requirement to those requirements contained in the Statement of Work (SOW).

D. APPROVAL (BLOCK 8)

Selected data will require approval before their submission is considered final. The approving authority shall be the MDA/DTD Contracting Officer’s Representative (COR) or government designated Task Order Monitor (T/OM) as indicated by the first addressee entry of Block 14.a. The use of “N/A” in Block 8 does not forfeit or otherwise affect the Government’s right to consider unacceptable any submission of data that does not comply with the contract requirements.

E. DATA DELIVERY DUE DATES (BLOCKS 12 AND 13)

Data will be considered delinquent when not physically arriving or electronically available at the distribution destination on the date(s) specified. Unless otherwise indicated, references to “days” are calendar days.

F. SUPPLEMENTAL INFORMATION

Deliverables shall be marked as required by DFARS 252.227-7013 and -7014, and shall not be marked with nonconforming markings.

BLOCK 4: Contractor devised and Government approved format. A columned report reflecting contractor forecast of manhours and expenditures, by month, on a cumulative basis, throughout the period of performance is required. In addition to a report at the task order (T/O) level, a separate formatted report and corresponding columned forecast will be submitted for each accounting classification reference number (ACRN). The T/O will require a spread sheet similar to Enclosure 1 to the DID DI-FNCL-80331A that correlates ACRNs to T/O. Additionally, at the bottom of each FMER report, the contractor shall indicate (under columns a, b, and d), the average manpower strength and average unloaded salary appropriate to the definition of the column.

BLOCK 9: Distribution Statement F. Further distribution only as directed by MDA/DTD (MDDC Program) or higher DoD authority.

BLOCK 11: Last day of contractor’s monthly accounting period.

BLOCK 12: First report due 15 calendar days after first full accounting period.

BLOCK 13: Subsequent submittals are due on the 15th of the month following contractor's accounting month with the exception of the December submittal, which will be submitted on 31 January. Submission must include all required information.

BLOCK 14: Electronic submission required. Hard copies will be made available upon request. CDRLs due on weekends and holidays shall be due the morning of the next business day.

BLOCK 4:

a. Contractor devised and Government approved format. Electronic submissions shall be made electronically using Microsoft Office products. The Government shall have access, on an as-required basis, to electronic Contractor CFSR data.

b. Report by CLIN and Task Order in block 11 of CFSR.

c. The “at completion” column of Block 12 shall be the contractor’s Estimated Price at Completion (EPC) (including Government share of any projected overruns).

d. Projections in blocks 12,13,14 of the CFSR shall be monthly for at least six months, quarterly for the remainder of the government fiscal year, four quarters of the following fiscal year, and then annual to completion.

e. For block 15 of the CFSR, report actual payments received as a cumulative value for the period from contract award through the current report date. Include any pertinent information to explain a projected change in funding required or change to the EPC.

f. The contractor shall submit copies of major and/or critical subcontractors and/or subsidiaries CFSRs as attachments to the Contractor’s consolidated submittal. A major subcontractor and/or subsidiary is defined as one performing $3M or more each year of the basic and option contract period effort (excluding ODC and Travel). A critical subcontractor and/or subsidiary is one whose performance on the awarded contract is such that if it fails, could significantly impact program success.

DID Specific Tailoring

10.2.1 Add to the end of the paragraph “The plan shall also identify the contractor’s risk management plan and plans to gain efficiencies and improve effectiveness across the contract, improve performance, reduce on-site footprint, consolidate MDDC Program assets where applicable, develop and implement MDDC Program leave behind, reconfigurable asset capability, and develop and provide MDDC Program operator asset training. In addition, the plan shall describe the contractor’s management control system and how it will be implemented for effective planning and control of resources to execute the program requirements and accomplish multiple and complex tasks and/or task orders simultaneously. The plan shall describe the contractor’s processes to ensure effective procurement management, property accountability, and quality management. ”

10.2.2 Add to the end of the paragraph “The plan shall also identify the contractor’s ability to manage workflow, ensure performance and mitigate risks normally associated with the contractor’s teaming arrangement.”

10.2.6 Delete

BLOCK 8: The Government has 10 calendar days to review and provide comments on the plan. The Contractor has 10 calendar days, after receipt of Government comments, to prepare and deliver the final product.

SOURCE NODE DESCRIPTION: A description of each Mission Operations (Msn Ops) and Telemetry Operations source node.

REAL TIME DATA INTERFACE: Definition of the Real Time Data Interface for each source node (h/w, s/w, crypto.) for Msn Ops , Telemetry Operations, and Translated GPS Range System (TGRS).

RANGE INTERFACE: Description of each TGRS and Telemetry Operations range interface (either direct or indirect). Include all interfaces such as Msn Ops or Comm.

TELEMETRY OPERATIONS MISSION SIMULATION FILE VALIDATION PROCESS: TM Ops has responsibility for developing target and interceptor telemetry playback tapes to allow more realistic pr-emission data tape for range safety, launch personnel and mission execution team training. Simulation Tape development and validation processes shall be delivered for each data tape delivered in support of flight test events.

TECHNICAL BASELINE NOTEBOOKS (TBNs): As directed by the technical representative for technical reports (i.e. RF Test Set Description, TGRS Sim Tape Validation, Msn Ops Two-Way data flow at PMRF, etc) BLOCKS 8/10/12/13: The Government’s tasking document will specify the relevant information. SOFTWARE PRODUCT SPECIFICATION (DI-IPSC-81441A) - This consists of all software source code, 3rd party software included or utilized, databases and accompanying Database Modeling Language to create said databases (as applicable), algorithms, models, supporting technical data, computer software documentation, et. al.
