Labor Categories and Qualifications
Overview: To provide the basis for contractor task estimation, the following government labor categories (GLC) shall be utilized to complete task orders (T/Os) under the Missile Defense Data Center (MDDC) Program contract. While each offeror may have similar labor categories with associated definitions/characteristics, the U. S. Government requires all responses to use the following GLCs for responsive proposal submissions.
The Table below entitled, “MDDC Program Government Labor Categories (GLC)” provides the MDDC Program labor categories, associated number of levels and descriptions. At a minimum, the Offeror should demonstrate sufficient contractor personnel capability and experience as described below in order to meet the contract requirements. Unless otherwise stated, all contractor personnel must possess a SECRET clearance; key positions require a TOP SECRET at time of contract award. System administration positions will require ADP(IT)-1 investigations. The term “contractor personnel,” “contractor employee,” and/or
“contractor employees” includes prime contractor, subcontractor(s) (all tiers), experts, and teaming employees and/or personnel.
Key personnel labor categories requiring resumes and letters of commitment, as needed, are listed in clause H-11, Personnel Qualifications. Except as noted, all positions require the mandated security clearance at Task Order initiation.
Education and Experience: The Offeror should consider the minimum education and experience levels listed in the Table below entitled, “MDDC Program GLC
Minimum Qualifications”. As the levels increase, the requisite responsibilities and composite labor rates increase in magnitude. Minimum experience for each
Level is shown in the Table below entitled, “MDDC Program GLC Minimum Qualifications”.
It is anticipated that all experience will be in an applicable field related to the labor category being proposed. It is anticipated that all education will be in a field directly related to the labor category being proposed and all diplomas, GED certificates, and degrees will be from accredited institutions. Additional related experience may be substituted for degree requirements: four (4) years related experience for Bachelors; seven (7) years related experience for Masters; ten (10) years related experience for Doctorate. four (4) years related experience for Bachelors; three (3) years related experience for Masters; three (3) years related experience for a Doctorate (i.e., someone with a high school diploma would require an additional 10 years related experience to that already shown in the Table for a particular labor category desiring a Doctorate). In addition, two (2) years related experience can be substituted for an Associates degree. These equivalences have been provided to add flexibility and to assist Offerors in aligning resources proposed for MDDC Program requirements. Required certifications are listed within the appropriate GLCs below.
Further, the Contracting Officer(s) (COs) for individual Task Orders (TOs) may grant waivers for these Levels or allow substitution of non-mandatory technical certifications for education and/or experience if it is determined to be in the best interest of the Government. Any equivalencies or substitutions must be cited in each TO. Any and all levels may include supervisory duties.
Note: The labor categories and qualifications table will be incorporated into the final contract.
