OFFERORS’ QUESTIONS FOR RFP HQ003426RE004

1. Please confirm if the government requires a resume for just the Program/Project Manager, as stated in M-3 Subfactor A- Key Personnel Evaluation Factors, or for all the roles listed in either the J-16 Attachment: Contractor Resumes, or for the roles as listed in the J-1 Attachment PWS. If all resumes are required, can you please expand the maximum page count for the Key Personnel section beyond 3 pages?

Response:

Resumes are required for the Program/Project Manager to support evaluation under Subfactor A – Key Personnel. In addition, resumes must be submitted for all key personnel identified in the PWS. Accordingly, the page limit for the Key Personnel section has been increased to 10 pages.

2. Page 66 of the solicitation indicates that offerors must submit ADAP Form 209.506- 1 Conflict of Interest Disclosure Form, via attachment J25, but there is no reference to other required forms or which volume to place the forms in. Can the government please provide direction on all required forms and placement of these documents within the submittal?

Response:

See Section L, Instruction to Offerors, L-4 Proposal Content, Volume IV: Other Contractual Information. All required forms listed in Section J of the solicitation, except for past performance data sheet and past performance questionnaires, are to be submitted in Volume IV: Other Contractual Information.

3. Access Protocols: Please confirm the type and extent of access that will be granted to the contractor, including vehicle access points and routes, personnel entry procedures and any restrictions or escort requirements.

Response:

For initial visits to the Pentagon, refer to the Pentagon Visitor Information online at https://www.pfpa.mil/Topics/Visiting-the-Pentagon.

Contact the COR or Project Manager regarding vehicular routes within the Pentagon Reservation. All visitors are required to be pre-registered by a sponsor through the Pentagon Force Protection Agency (PFPA, the Pentagon’s internal police force) visitor sponsor portal. Visitor Requests are to be made at least 48 hours ahead of a planned visit. Contact the COR or Project Manager to inquire about visitor escorts.

The awarded contractor shall contact the Pentagon Credentialing Office. (703-695-2266) to initiate the process for badge access into Pentagon Building.

Pentagon Credentialing Office Hours of Operation:

• 8:00 a.m. to 4:00 p.m., Mon, Tues, Thurs, and Fri

• 8:30 a.m. to 4:00 p.m., Wednesday

703-697-6251, Room 2D1039). Hours of operation: 7:00 a.m. to 4:30 p.m., Monday – Friday.

4. Staging and Storage Areas: Are there designated areas for material staging and equipment storage? If so, please provide location details and any usage constraints.

Response:

No. The contractor shall request for laydown area (and space use) permit if he has the need to store materials on the Pentagon Reservation. Space use permits are issued from Special Events Office (Room 2E122, tel. 571-256-0942).

Utilities Access: Will the contractor have access to site utilities (e.g., water, electricity) during construction activities? Please specify any limitations or coordination requirements.

Response:

Yes. Requests to access site utilities must be submitted to and approved by the Facilities Operations and Services Division (FOSD).

Working Hours: What are the authorized working hours for on-site activities? Are there any restrictions related to noise, lighting, or weekend work?

Response:

Normal work hours are from 0600 to 1800 hours on government workdays. There may be periods of non-disruption (POND) on the Reservation that work may not be allowed. Refer to the Section 1.7 of the SOW for all other work hour restrictions.

5. Mechanical Equipment Shutdowns: Will the contractor be required to depower or coordinate shutdowns of any nearby mechanical systems during work?

Response:

No, we do not anticipate the contractor needing to shut down any mechanical equipment. In the unlikely event that equipment shutdowns or outages are required; an outage request must https://www.pfpa.mil/Topics/Parking-Information be submitted to and approved by the Facilities Operations and Services Division (FOSD) in coordination with the COR or PM.

8. Past Performance Questionnaire (PPQ) Clarification: We understand that Attachment J-6 requires each reference to complete and return the Past Performance Questionnaire (PPQ) directly to the Government by the solicitation closing date. In previous solicitations, the Contracting Officer’s Representative (COR) submitted questionnaires, relevant to this RFP, that included all required information outlined in Attachment J-6. Given the timing of this solicitation and potential delays due to the holiday season, we respectfully request confirmation of the following:

Would it be acceptable to submit previously completed questionnaires—which contain all required PPQ information—as part of our response, in lieu of requesting new submissions from the same references?

Response:

No. Previously completed questionnaires are not acceptable.

Alternatively, would official CPARS evaluations be accepted in place of completed PPQs, since CPARS reports provide the same performance data and are issued directly by the Government?

Response:

Yes. Official CPARS evaluations are acceptable in place of completed PPQs.

9. How many repair (emergency or otherwise) responses have you had over the last five years? And can you give a brief explanation of what those might have been?

Response:

There are annual functional and performance related repairs for all fall protection systems on the roof. There has been one (1) urgent repair in the past 5 years – during the base year of the previous contract.

10. Are there any fall protection systems currently used for rope access/suspended access or are they only for roof maintenance?

Response:

No. The existing Beam & Trolley systems and Horizontal Lifeline systems were designed (and used) for fall-arrest only.
