(U) ICP is a uniquely structured and resourced Department of Defense (DOD) weapons of mass destruction (WMD) counterproliferation program that employs a whole-of-government interagency approach in assisting partner-states to build lasting human capital needed to effectively detect and disrupt WMD proliferation / smuggling networks and pathways.

(U) An Interagency program executed by the Defense Threat Reduction Agency (DTRA) to assist partner countries to counter the threat of WMD proliferation and illicit WMD networks
(U) Focused on building human capacity, especially with law enforcement
(U) A provider of funding for training/course/exercise development, execution, and participant expenses in support of Geographic Combatant Command counter-WMD (CWMD) priorities in 88 countries

(U) Assist partner countries in developing and maintaining in-country institutions with the capability to effectively confront WMD proliferation through:
(U) Detecting, deterring, and investigating crimes involving WMD proliferation and associated illicit trafficking networks
(U) Preventing, responding to, and dismantling groups involved in the trafficking of WMD-related materials
(U) Sustaining attained skills
