DEFENSE THREAT REDUCTION AGENCY
ASSESSMENT, EXERCISE, AND MODELING & SIMULATION SUPPORT
(AEMSS)
STATEMENT OF OBJECTIVES

1. BACKGROUND/INTRODUCTION
The Defense Threat Reduction Agency (DTRA) enables the Department of Defense, the United States Government, and international partners to counter and deter weapons of mass destruction (WMD) threats. DTRA aims to employ cutting-edge capabilities to detect and protect against WMD threats by utilizing a combination of contractor and Government subject matter expertise and material solutions across several mission areas within the DTRA Nuclear Enterprise, Building Partnership Capacity, Treaties and On-site Inspections, and other DTRA programs with the exception of requirements arising out of the Research and Development Directorate at DTRA.
To carry out its mission, DTRA requires executable and, often times, dynamic solutions to address known or emerging threats. To these ends, the resulting contract vehicle will be used to counter threats and vulnerabilities and to bolster national and international chemical, biological, radiological, nuclear, and high explosives (CBRNE) security through assessments, exercises, and modeling and simulations.
2. CONTRACT OBJECTIVES
DTRA seeks performers to integrate, manage, and execute multiple simultaneous projects at varying levels of complexity. The Contractor is required to achieve the following objectives:
2.1. General
2.1.1. Assemble and onboard an expert team to support DTRA projects CONUS and OCONUS
2.1.2. Provide full project management to manage task execution, schedule and costs
2.1.3. Integrate, manage, and direct subcontractor’s activities to provide the government with timely and accurate cost, schedule, and performance reporting to accomplish project goals and objectives
2.1.4. Ensure that the contractor team is compliant with all security requirements
2.1.5. Procure, deliver, track, manage and/or install essential equipment/materials to assist in the performance of their mission
2.1.6. Provide all logistics for its personnel in accordance with the Joint Travel Regulations and for any supplies, materials, or equipment needed to perform required tasks
2.2. Assessments
2.2.1. Support the performance of vulnerability-based assessments to support National Defense objectives
2.2.2. Support the performance of Red Team Assessments to support National Defense objectives
2.2.3. Perform sophisticated cyber vulnerability analysis
2.2.4. Provide training and support to partner agencies and operations
2.2.5. Examine emerging vulnerabilities and threats
2.2.6. Perform trends and gaps analysis
2.3. Exercises
2.3.1. Provide exercise planning assistance, including all logistics and administrative assistance for full scale, command post, table top type and other exercises
2.3.2. Plan, coordinate, and facilitate training and exercise events utilizing real world intelligence based scenarios to validate new technologies and emerging tactics, techniques, and procedures (TTP)
2.3.3. Develop and conduct national-level nuclear weapon incident exercises
2.3.4. Plan CBRNE consequence management exercises
2.3.5. Conduct classified and unclassified training and exercises to test, validate, and improve U.S. nuclear weapon accident and incident response capabilities and consequence management policy and procedures
2.3.6. Train on guard and response forces and work to enhance integration of response procedures with physical security systems
2.3.7. Develop sustainable counter CBRNE capabilities domestically and internationally
2.3.8. Identify and enhance domestic and international counter CBRNE partnerships through the conduct of both domestic and international training events which provide tailored and targeted counter CBRNE curriculum designed to establish and/or increase awareness of existing and potential CBRNE threats
2.3.9. Assist Partner Nations (PNs) with enhancing or establishing their capacity to deter, detect, interdict, and respond to proliferation of WMDs and related materials across their borders and through their territories
2.3.10. Work with partner countries to develop, test, and implement an integrated national-level response capability, especially to improve PN’s capabilities to be interoperable with U.S. response forces
2.3.11. Conduct counter proliferation interdiction planning, exercises, and operational activities
2.4. Modeling & Simulation
2.4.1. Provide 3-D and 2-D models of terrain, and record audio and visual movements through the terrain
2.4.2. Provide models and simulations of DoD assets
2.4.3. Support applied science research projects designed to establish baseline data and/or validate research methods to improve capacity for detection and enhance analytical capability
2.4.4. Administer approved scientific research projects in support of mission objectives from concept through closeout
3. PLACE OF PERFORMANCE
The Contractor is responsible for providing services to DTRA at the Fort Belvoir, VA location or other locations as the mission requires. On Federal holidays or when DTRA is closed for business due to local or national emergencies, administrative closings, or similar Government directed closings, the Contractor is not expected to report to DTRA unless the mission requires performance. When DTRA is open for business but the DTRA facility is closed, the Contractor may conduct business offsite as directed by the DTRA COR. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks identified within this document when the Government facility is not closed for one of the above reasons.
4. SECURITY
The Contractor shall possess a DoD TOP SECRET facility clearance. The Contractor’s employees working in support of DTRA must be U.S. citizens and will require a DoD TOP SECRET clearance with an SCI caveat, unless otherwise specified in the task order. SCI caveats are sponsored by DTRA and adjudicated by the DoD Consolidated Adjudications Facility (DoD CAF) upon award. A facility clearance must be in place prior to contract award. A Visit Authorization Letter (VAL) must be provided for each contractor employee working on this contract who will require access to any DTRA site. The VALs for collateral security clearance shall be submitted in JPAS, contain the information specified in paragraphs 6-103, 6-104 and 6-105 of the National Industrial Security Program Operating Manual (NISPOM), and be submitted to the DTRA Security Support Branch (Visitor Control). The term of the VAL shall be for the term of each task order. The Contractor shall provide proof of U.S. citizenship for all contracted employees prior to entering the DTRC. The Contractor shall comply with all terms of the DD 254, the NISPOM, the DoD 5220.22-M, NATIONAL INDUSTRIAL SECURITY PROGRAM, and any revisions to that manual. The Contractor shall provide all forms and information, apply for clearances, and be responsible for any expense incurred in obtaining TOP SECRET/SCI security clearances for the contractor employees.
The Contractor may be required to produce some SECRET and/or TOP SECRET documents. The Contractor shall comply with all DoD requirements for marking, handling, storing and transporting classified documents, working papers, notes, media, etc. (herein referred to as documents) while in the possession of the Contractor. This includes any document the Contractor may generate in performance of this contract.
The Contractor shall demonstrate sound and proven OPSEC practices, ensuring unclassified/sensitive information will be properly protected at all times, and abide by all DTRA OPSEC policies.
The Contractor shall adhere to all facility access control policies and procedures. Contractor personnel shall wear security identification badges at all times while in DTRA facilities, as access cards and Identification Cards (IDs) are presented upon request at all entry control points. Lost or stolen IDs or badges shall be verbally reported immediately and followed up in writing within 24 hours of incident to the DTRA COR.
The Contractor shall be responsible for safeguarding all Government property provided for contractor use. At the end of each work period, all Government property, equipment, and materials must be secured.
5. TRAVEL
The contractor personnel shall travel both CONUS and OCONUS in support of the DTRA missions and in execution of the requirements herein. All travel must be compliant with the Joint Travel Regulations (JTR). The Contractor shall at all times use reasonable efforts to pursue the most economical travel arrangements and minimize the cost of travel.
The Contractor shall coordinate closely with the COR to arrange travel overseas, specifically when contractor personnel are to fall under a Status of Forces Agreement (SOFA) or other host nation agreement and/or when Synchronized Pre-deployment & Operational Tracker (SPOT) requirements are triggered. The Contractor shall comply with all requirements of the SPOT clauses included in the contract in a timely manner.
The contractor employees shall comply with all DTRA mandatory travel reporting policies.
