Question Gov't Response
1 RFP Section B, Price (CLINs)
L.5.4 states: "Task Orders 1, 2, and 3 will be Cost Plus Fixed Fee (CPFF)."
Can you please confirm that vendors are only required to complete the CPFF CLINs in Section B.
Offerors proposed pricing will use the Sample Pricing Template included in the amended Attachment 12, Cost Proposal Instructions.
The government will make appropriate budget allocations to the CLINs at award.
2 RFP Section B, Price (CLINs)
L.5.4 states: "Task Orders 1, 2, and 3 will be Cost Plus Fixed Fee (CPFF)."
Will you please clarify when completing Section B which "Funding Only" CLIN do we use (CTR; O&M;
PDW; or R&D)?
Offerors proposed pricing will use the Sample Pricing Template included in the amended Attachment 12, Cost Proposal Instructions.
The government will make appropriate budget allocations to the CLINs at award.
3 Section B For each service and contract type (e.g. IT Service Provisioning and Operations / CPFF), there are funding types laid out as well, (e.g. CTR, O&M, PDW, R&D). Is the government expecting recommendations from bidders on the type of funding that should be used?
Offerors proposed pricing will use the Sample Pricing Template included in the amended Attachment 12, Cost Proposal Instructions.
The government will make appropriate budget allocations to the CLINs at award.
4 Solicitation, Section B (Pages 2-76)
Attachment 15 (posted Feb 15, 2018) to the Draft RFP, Questions 1-3 referred to Section B CLIN Structure.
The government instructed offerors to "use section B CLIN structure" and "the Government will allocate Contractor costs against the various funding sources", and "the CLIN structure will align with and be clearly traceable to the DTRA IT Core Services Objectives identified in the IDIQ SOO." Section M.2.3 FACTOR 3 COST states the sum of the Most Probable Cost for Task Orders 1, 2, and 3 will be used as the aggregate cost proposal and that those costs, inclusive of all options, will be rolled up in the government's evaluation. It is still unclear how to trace the CLINs to the SOO Objectives and exactly what the offeror is required to submit against the Section B CLIN structures.
Please clarify what the offorer is required to submit in Section B.
Offerors proposed pricing will use the Sample Pricing Template included in the amended Attachment 12, Cost Proposal Instructions.
The government will make appropriate budget allocations to the CLINs at award.
5 RFP; Section B
CLIN structure for Task Orders is not clear. ID/IQ CLINS refers to different types of funding (i.e. CTR, O&M, PDW, R&D etc.). How do these CLIN
Offerors proposed pricing will use the Sample Pricing Template included in the amended Attachment 12, Cost Proposal Instructions.
structures align with Task Order CLIN number requirement for the proposal?
The government will make appropriate budget allocations to the CLINs at award.
6 Section B Can the government help us understand the CLIN structure and different funding streams and what each CLIN covers so we can price this task accurately?
Offerors proposed pricing will use the Sample Pricing Template included in the amended Attachment 12, Cost Proposal Instructions.
The government will make appropriate budget allocations to the CLINs at award.
7 Section B Can the government explain the various CLINs (FFP or T&M) and to level the playing field provide data on how many FTEs are currently used by incumbent contractor to support each CLIN item?
The CLIN structure is intended to support the full 10 year life of this IDIQ and thus includes all combinations of funding sources and contract types that might be applied for orders subsequent to the initial awards. As such there are combinations of CLINs identified that will not be applied for these initial task orders but are included to support the life of this contract.
The Government provided historical labor hours in Attachment 13 to help offerors properly scope their responses. This data along with the description of the tasks in the PWSs should be adequate to develop a response.
8 CLIN 0001 # of FTEs and labor categories not clear for the O&M task.
The Government did not attempt to provide FTE by labor category as the intent is for each Offeror to determine the most appropriate labor mix for their proposed approach to supporting the requirements as defined in the PWSs.
HDTRA1-18-R-0002 Final RFP Questions and Responses - Questions related to RFP Section C - Descriptions and Specifications
Question Gov't Response
9 Is the referenced solicitation a single award or a multiple award opportunity?
RFP SECTION C (Page 77 of 140) This is an Indefinite Delivery/ Indefinite Quantity (ID/IQ) single award contract that shall provide Core Information Technology Services and Support (ITSS) required by the Defense Threat Reduction Agency (DTRA).
The Government intends to award a single award contract and the ordering period will contain a five (5) year base period with an optional ordering period of five (5) years for a total of ten (10) years.
10 Is the ITSS small business set aside still a single award IDIQ or did you change that to an multiple award
IDIQ?
RFP SECTION C (Page 77 of 140) This is an Indefinite Delivery/ Indefinite Quantity (ID/IQ) single award contract that shall provide Core Information Technology Services and Support (ITSS) required by the Defense Threat Reduction Agency (DTRA).

Question Gov't Response
11 Solicitation Section F, Period of Performance (RFP page 80)
Solicitation Section F, Period of Performance (RFP page 80), refers to the “Base Year - (CLINS 0001 THROUGH 0048)”, and states that “[t]he ordering period shall commence upon receipt of a fully executed contract and continue for 60 months thereafter. The period of performance shall not extend more than 12 months beyond the ordering period for this contract” (emphasis added). It would appear that the reference to the “Base Year” should be changed to the “Base Period”. Similarly, it would appear that the reference to “12 months beyond the ordering period for this contract” should be changed to “12 months beyond the ordering period for the Base Period of this contract”.
See amended Section F.

_DTRA_Core_ IT_Services;
1. Purpose;
How is the Information Integration and Technology Services (I2TS) Directorate organized?
Please visit the DTRA web site, review the Industry Day presentation materials posted on FBO and included in Attachment 13 and 14 for information in addition to what is included in the SOO.
19 Attachment 1, SOO, Page 2, Paragraph
4.1.1 and Attachment 13, Page 9, Paragraph 2
Please clarify. Do the numbers in the Attachment 13 Table on page 9 only reflect the requirements in Attachment 1 paragraph 4.1.1 (inclusive of 4.1.1.1 thru 4.1.1.4) or do they also include hours for activities that were moved from TO 1 to TO 3 (e.g. Transition and Integration)?
The historical data presented in attachment 13 on page 9 immediately following the bold heading "Task Order (TO) 1; IT Service Provisioning and Operations" relates as closely as our data can provide to work associated with Task Order 1 Attachment 2 in this RFP. TO 1 will support the transition and integration activities, but as you recognized the focus of the transition and integration activity will be in TO 3. Further, TO 1 generally represents an expansion of the objectives defined in SOO paragraphs 4.1.1 and the subparagraphs thereto.
Attachment 2 - TO 1 PWS – IT Service Provisioning and Operations
20 Attachment 2; Section 1
Will the Government clarify whether Integration activities are out of scope in TO1 based on the change of the Task Order Title from "IT Service Integration, Provision, and Operations" to "IT Service Provisioning and Operations" between the draft and final FRPs respectively?
TO 1 will support the transition and integration activities, but as you recognized the focus of the transition and integration activity will be in TO 3. Further TO 1 generally represents an expansion of the objectives defined in SOO paragraphs 4.1.1 and the subparagraphs thereto. Proposal responses should be based on the final PWS included in this RFP without regard to earlier draft versions shared for information and comment.
21 Attachment 2; Section 3.2
Will the Government clarify the separation of responsibilities between TO1 SA, and TO2 Cybersecurity support teams respective to SA's maintaining RMF tasks and documentation? Specifically, "The SA Group will maintain the the security of all DTRA IT Infrastructure systems and perform Information Assurance (IA) to maintain Risk Management Framework (RMF) tasks, documentation, and system accreditation required to maintain system Authority to Operate (ATO).", and "... shall coordinate closely with the government and support team responsible for Cybersecurity Support Services (Task Order 2) ensure security upgrades, patches, configurations, and logging are introduced and implemented ..."
As defined in TO 1 PWS 3.2 the Systems Admin function includes the physical installation, integration, and maintenance of the IT infrastructure to include security updates, patches and so forth. In order to be responsive to security threats and updates, the SA will need to work very closely with the Cybersecurity team which may include interface and coordination of efforts between TO 1 and TO 2. Without such close coordination, TO 1 and TO 2 performance objectives will be difficult to consistently satisfy.
22 Attachment
2, TO 1 PWS,
Section 3.2
Section states "The contractor will provide application support to various DTRA offices as designated in Service Level Agreements (SLAs) with those offices. Can the government clarify or provide copies or summaries of all SLAs to which the contractor is expected to conform?
Existing SLAs will be revisited based on the QASP recommendations provided in response to this RFP as the Government's intent is to move the performance forward and not be anchored to previous performance levels.
23 Attachment 2, Task Order 1, Paragraph 3.2, Performance Requirement #2
About 3/4 down in paragraph, sentence states "The contractor will provide application support to various DTRA offices as designated in Service Level Agreements (SLA) with those offices." Are there existing SLAs between the current contractor and these offices? If so, will DTRA provide those SLAs or agreements for reference?
Existing SLAs will be revisited based on the QASP recommendations provided in response to this RFP as the Government's intent is to move the performance forward and not be anchored to previous performance levels.
24 Attachment 2; Section 3.2
Will the Government confirm database support is required only for "…SQL, ORACLE databases.", which would not include other database technologies?
As stated in TO 1 PWS 3.2 and in the Industry Day slides in attachment 13, MicroSoft (SQL) and ORACLE are the two primary database technologies in use today. However, recognize the life of this IDIQ is potentially up to 10 years and technologies change quickly.
The DTRA IT environment will evolve and change as necessary to meet the mission demands over the life of this IDIQ.
25 Attachment 2; Section 3.3
Will the Government confirm that after hours 'call answering' does not include first call resolution, and is just entering in an Incident ticket into
Yes, that is consistent with current operations
Remedy? "Service Desk call answering after normal business hours (0600 - 1800) are currently covered by the NOSC."
26 Attachment 2, Task Order
1 PWS, 3.3,

We will enter into a User LCR within 2 years.
Other systems have been updated because of the DoD Windows 10 requirement. We will expect the contractor to review the systems in operation and contribute to the decision making process as it relates to LCR of all IT equipment in service
32 Attachment 2; Section 3.4
Will the Government specify whether the requirement to provide a "… hardware Return Merchandise Authorization (RMA) program …" is only for I2TS hardware acquired under this contract, or if it covers hardware items acquired by other entities within DTRA, which would be significantly more challenging.
I2TS utilizes the specific vendors RMA process as it relates to warranties and maintenance agreements that are managed by I2TS only.
The winning contractor will understand the process and assist the government with it's execution.

_IT_Service_ Provisioning and_ Operations, Section 3.6 on page 4, and Section 11 on pages 9 through 13
The PWS for Task Order 1, Section 3.6 Performance Requirement #6, Cloud Management Support, references performance measures. However, the performance measures for Section 3.6 are not included in the PRS table in Section 11. What are the performance measures for Task Order 1, Performance Requirement #6?
PWS 3.6 states the performance measures will focus on systems administration and operations support responsiveness in support of cloud based systems. In Section L.3.3.6 Offerors are instructed to propose appropriate performance standards using a table from the QASP as a template.
36 Attachment 2; Section 3.7
Will the Government clarify whether Incidental Hardware / Software Procurement is for "...upgrades and replacements ..." only and does not include acquisition of new (not aligned to an upgrade or replacement of an existing service) assets?
Yes, the intent is to include within the scope the ability to procure, with the contracting officer's approval, upgrades and replacements within the constraints listed in
PWS 3.7.
37 PWS
Attachement s 1, 2, 3 (Task Order 1, 2, 3) Transition
RFP has the 60 days for IDIQ transition and 60 days for individual Task Order Transition. Is the 60-day requirement the same for IDIQ and individual Task Order.
Transition-In is defined in each task order PWS and the transition period is established as 60 calendar days after the task order effective date.

_IT_Service_P rovisioning_a nd_Operatio ns; 3.5; Page
Does the incumbent contractor perform the current work under Task Order 1 under a performance improvement model and/or industry best practice framework which the Government prefers to have the successful offeror maintain?
The government has intentionally refrained from endorsing any specific performance model to avoid constraining the offerors' range of possible solutions.
39 Attachment 2; Section 11;
PRS 3.1 - 1
Will the Government 1. Clarify the individual measurement period is monthly, and 2. Consider changing the measurement period to either annually or semi-annually to best account for normal monthly variances due to staff being sick, taking training, or other time off?
For the performance metric defined in PRS 3.1-1 the period is one month, and is an aggregate number of all the non-Key support staff which wouldn't be unduly impacted by normal planned time off for training, sick leave, or other non-availability. The Offerors are to submit proposed metrics per Section L.3.3.6 in a QASP Table. Be sure to include any updated or new performance metrics in this portion of the proposal.
40 Attachment 2; Section 11;
PRS 3.2 - 1
Will the Government consider calculating the actual availability leveraging automated network and asset monitoring solutions (on each respective network level) in addition to the manual (and potentially error prone) information "measured in Remedy by taking Asset Outage records and subtracting the Actual Start Time from the Actual End Time", that is only available on DTRA's NIPRNet network?
The Offerors are to submit proposed metrics per Section L.3.3.6 in a QASP Table. Be sure to include any updated or new performance metrics in this portion of the proposal.

2, TO 1 PWS,
Section 11 PRS, element 3.3
The AQL Column for the metric is stated as 100%. The Performance requirement column indicates three items; 1 Service Desk Responsiveness, 2 Call Handling, and 3 Call Abandonment Rate. The Performance metric column discusses and defines only Call Abandonment, with the Performance Standard that is 13% or less as measured monthly. The AQL column states "Any month this metric exceeds the standard will be considered unacceptable and corrective action plan will be required." Therefore, please clarify the 100% AQL metric for this Performance Requirement.
The AQL for PRS 3.3-3 Service Desk Responsiveness is defined as 100%. As stated in this 3.3 section that would mean that the performance standard of 13% or less must be achieved every month, no exceptions or tolerance for performance above 13%. By comparison, the AQL for PRS 3.3-2 is 90% which means the performance metric of Time to answer must be 35 seconds or less 90% of the time for all calls monitored within the period (month). In other words for this metric there is a 10% tolerance in the 35 standard answer time, or the response time can go over 35 seconds once out of every ten calls.
42 Attachment 2; Section 11;
PRS 3.3 - 3
Will the Government clarify what technology currently exists to collect and monitor enterprise Service Desk call statistics to include those required to perform to the AQL?
Remedy
43 Attachment 2; Section 11;
PRS 3.3 - 4
Will the Government confirm the response time "time it takes to move a ticket from 'assigned' to 'in-progress" (e.g. not resolved) is 36 hours for normal work?
Please recheck the reference; PRS 3.3-4.
There are two metrics for "Respond time".
The first is for Work Stop and that response time is 1 hour. The second is for Executive/Primier/VIP and it is 15 minutes.
The 36 hour metric is for Resolve Time.
Attachment 3 - TO 2 PWS – Cybersecurity Support Services
44 Attachment 3, Task Order 2, page 4, 3.7
How many shifts are there associated the 24x7x365 Cybersecurity monitoring and response mentioned in this section?
There are currently three shifts supporting the 24X7X365 Cybersecurity monitoring and response activities. DTRA is receptive to work schedule and shift change proposals to meet the 24X7X365 Cybersecurity monitoring and response requirements efficiently and effectively.
45 Attachment 3, Task Order 2, page 5, 3.7.5
This section indicates “The next re-certification will occur 3rd Quarter FY19.” How often are the Performance Measures re-certifications conducted?
DTRA utilizes a "Continuous Monitoring" process and dashboard to monitor its compliance with applicable requirements. We look to maintain a high readiness level through internal inspections.
Re-Certifications tentatively occur every 3 years
46 Attachment 3; Section 11;
47 Attachment 3; Section 11;
PRS 3.2 - 1
Will the Government confirm that non-I2TS managed systems which impact the "Green" status of DTRA Cybersecurity Scorecard reporting (positive or negative) will be excluded from the metric given the fact such management may be outside the technical scope and control of the contract?
While the Offeror's support to the I2TS Cybersecurity team includes the breath of the DTRA IT Enterprise, the government does not intent to hold the Offeror accountable for performance beyond their reach or control.
Non-I2TS managed systems are included in scoring metrics -I2TS reports for the entire Agency. Accurate and timely reporting is required in addition to current Situational Awareness with regards to status, path forward and milestones is required. As such, in the Offeror's response to the L.3.3.6 requirement to propose a QASP Table, an alternative metric should be proposed that appropriately accounts for performance impacts outside the Offeror's control.
48 Attachment 3; Section 11;
PRS 3.4 - 1
Will the Government confirm that non-I2TS managed systems, policies, or scoring measured which impact a "Satisfactory" status of DTRA CCRI audits (positive or negative) will be excluded from the metric given the fact such management may be outside the technical scope and control of the contract?
While the Offeror's support to the I2TS Cybersecurity team includes the breath of the DTRA IT Enterprise, the government does not intend to hold the Offeror accountable for performance beyond their reach or control.
Non-I2TS managed systems are included in scoring metrics -I2TS reports for the entire Agency. Proper preparation, review, auditing, and direction for corrective measures is required. As such, in the Offeror's response to the L.3.3.6 requirement to propose a QASP Table, an alternative metric should be proposed that appropriately accounts for performance impacts outside the Offeror's control.
49 Attachment 3; Section 11;
PRS 3.5 - 1
Given the DSAWG provides approval based on an CDS technical capability risk rating "e.g. Outside the box, Unlimited, Extreme, etc.", which is independent of the quality or accuracy of the submitted documentation, would the Government clarify the metric only applies to documentation which is not approved based on quality standards that are within the control of the contractor?
The Offerors are to submit proposed metrics per Section L.3.3.6 in a QASP Table. Be sure to include any updated or new performance metrics in this portion of the proposal.

4_TO_3_PWS
_Transition_a nd_Integratio n_Support_S ervices: 1.2 Background;
How are the DTRA Integration, Test and Engineering Center (DITEC) and the DTRA Experimentation Laboratory (DEL) organized?
Task Order 3 (atch 4) para 1.2 Background provides a high level description of the relationship between the DITEC and the DEL.
51 Attachment 4; Section 3.4
Will the Government confirm that support is only for "internal unclassified and the R&D test environments", and does not include classified environments?
As discussed in PWS 1.2, this task order includes support of exercises, experimentation and operational support across three principle security domains:
Sensitive but Unclassified (SBU), Secret and Top Secret/SCI. The R&D test environments cover the full range of classification levels.
52 RFP Task Order 3 PWS para 3.5
DTRA has added an OPTIONAL task;
specifically, Performance Requirement #5. DTRA also provided a figure of 32,000 labor hours in the Supplemental Technical and Proposal Data document. Does that 32,000 labor include the Optional Task?
The 32,000 hours in the Supplemental package does not include the scope associated with this optional task
53 RFP Task Order 3 PWS para 3.5
DTRA has added an OPTIONAL task;
specifically, Performance Requirement #5. Are vendors required to include the Optional work in our Price build up?
No. The intent of this optional task is to identify related scope that may be added after award. If the decision is made to add this scope after award, the contractor will have the opportunity to propose appropriate target cost adjustments.
54 Attachment 4, Task Order
3 PWS, 3.5,
The term "OPTIONAL REQUIREMENT" is inserted prior to "Performance Requirement #5, DEL Operations, Maintenance and Support Services."
This term is not repeated in the paragraph 11 Performance Requirements Summary on page 12.
Since there is not a separate Option Item in Section B for this PRS, please clarify intent of the term "Optional Requirement" as used in this paragraph so that offerors know whether the associated technical scope and costs are to be included in proposals.
The intent of this optional task is to identify related scope. No pricing input is required at this time for this optional requirement in TO 3 .
55 TO 3 PWS
Requirement 3.5; Optional DEL labs

58 Attachment 4, Task Order
3 PWS, 3.6,
Please provide a list of Incidental HW/SW requirements that were procured over the past 90-120 days.
A comprehensive list from the past year would be ideal to gain a better understanding of the scope of this requirement.
Data at this level of detail is not readily available.
59 Attachment 4; Section 3.6
Will the Government clarify whether Incidental Hardware / Software Procurement is for "...upgrades and replacements ..." only and does not include acquisition of new (not aligned to an upgrade or replacement of an existing service) assets?
Yes, the intent is to include within the scope the ability to procure, with the contracting officer's approval, upgrades and replacements within the constraints listed in
PWS 3.7.
60 Attachment 4; Section 3.7
Will the Government clarify the distinction of the requirement to "plan … management of cloud services and capabilities" between this Task Order and the Cloud Management Office contract? Which contract is accountable for cloud management planning?
The ITSS contractor, under TO 3, will support the transition and integration of all solutions (cloud based or traditional) that become a part of the DTRA IT environment. The solution development activity (cloud or otherwise) will occur outside the scope of this task order, however, planning for and supporting the transition and integration of the capability is specifically part of the scope of TO 3. Clearly this will require a level of coordination and collaboration to ensure a smooth and orderly transition into full operation.
61 Attachment 4; Section 11;

Within the PPPI question 6 states, "Illustrate how your experience on this references contract/program relates to the IDIQ Statement of Work Section 3.0 of your proposed effort on this solicitation." Should this reference be to the IDIQ Statement of Objectives (SOO) Section 4.0 since Section 3.0 of the IDIQ SOO refers to Applicable Documents?
PPPI question 6 reference should be to IDIQ SOO Section 4.0 (vs 3.0). Please forgive the typo.
70 Attachment 10 (Present and Past Information Form), Item 6
Item 6.0 of the PPIF requires the offeror to "Illustrate how your experience on this referenced contract/program relates to the IDIQ Statement of Work (SOW) Section 3.0 of your proposed effort on this solicitation."
Please confirm that this should be the IDIQ Statement of Objectives (SOO) Section 4.0 (Objectives), not IDIQ SOW Section 3.0.
PPPI question 6 reference should be to IDIQ SOO Section 4.0 (vs 3.0). Please forgive the typo.
71 Section L.1.3.5.3 Pages Counted
Section L.1.3.5.3 lists items not included in the page count, including "past performance questionnaire point of contact list."
Because this item is not listed in the contents for the volume, can we include that as a separate page (excluded from the page count) to introduce the past performance references?
Section L.4.3 requires offeror to identify a minimum of three and a maximum of 5 references for the prime offeror as well as a min of one and max of 2 references for each subcontractor/teaming partner. The "Past Performance Questionnaire POC List" is intended to simply identify the respondents the contracting officer should anticipate receiving a completed PPQ from. The list is not included in the page limit for Vol III.

The document file name is labeled Attachment 11, however the title within the document is labeled as Attachment 13. Please confirm the document provided as Attachment 11 is the correct PPPQ. Additionally, should the Offeror correct the document so it is labeled as Attachment 11 before sending out for completion?
Feel free to edit the document title to reflect "Attachment 11" prior to distributing to your selected respondents. However, the evaluation is prepared to accommodate this inconsistency.
73 When are the completed questionnaires due to dtra.belvoir.al.mbx.itss@mail.mil?
NLT the closeout date of the solicitation (4/16 at 10:00am EST)
74 Past Performance Questionnair e
The PPQ is identified as both Attachment 11 and Attachment 13.
Please verify the correct attachment number for this form is Attachment 11.
Attachment 11 is the PPQ form with instructions for the respondents. Attachment 13 is the Supplemental Technical and Proposal Support Package.
75 Attachment 10 (Present and Past Information Form), Past Performance Questionnair e (Attachment 13)Section L.1.3.5.3 Pages Counted
For government contracts used as past performance references, Attachment 10 (Present and Past Information Form) requires offerors to provide three POCs (PM, CO, ACO).
Instructions for the PPQ (Attachment
13) do not specify the number of POCs.
Please confirm that only one customer POC is required to complete and submit the PPQ for each referenced contract.
Use Attachment 11 instructions; noadditional information required
76 Attachment 11, Present and Past Performance Questionnair e
Many of our customers comply with the mandated Contractor Performance Assessment Reporting System (CPARS) regulations and input their contractor performance evaluations into CPARS. To reduce repetitive paperwork and burden on those government offices, other DoD Agencies with whom we work accept CPARS in lieu of PPPQs. To meet the intent of the past performance information, when a CPARS report exists, we would extract the relevant CPARS input, include all the requested contact information, and provide that in our proposal in lieu of a separate PPPQ. If no CPARS is on file, a PPPQ will be submitted. Please advise if this is acceptable and would be considered an equivalent level of information.
Yes, this is acceptable. Recognize the PPQ does provide slightly more targeted information related to the scope of this effort, and that the government past performance evaluation team will have access to PPIRS to retrieve CPARS as needed.
77 RFP Atch 11;
Past Performance Questionnair e
Vendors are required to send a Past Performance Questionnaire (Attachment 11) to each reference. If a CPAR exists, will the Government accept a completed CPAR from the reference in lieu of the Questionnaire?
Yes, this is acceptable. Recognize the PPQ does provide slightly more targeted information related to the scope of this effort, and that the government past performance evaluation team will have access to PPIRS to retrieve CPARS as needed.
Attachment 12 - Cost Proposal Spreadsheet
78 Attachment_ 12_Cost_Pro posal_Instruc tions
The instructions state that “…the contractor is also responsible for providing a breakdown of cost for each task identified in the Performance Work Statement.”
Are offerors expected to tie the pricing by task back to the CLINs and funding sources identified in Section B of the solicitation? If so, will the Government provide guidance?
See Amended Attachment 12 with Sample Pricing Template. Pricing should be by task order, performance objective/task, and labor category using the sample pricing template as a guide.
79 Attachment_ 12-Cost- Proposal Instructions
Tab 'General' states "If proposing options...". Instructions could be interpreted as offeror is not required to price out options if they choose not
to. Recommend language be changed to state that all options, since up to the discretion of the Government to exercise anyway, be required to be priced out to ensure consistency among bidders.
See Amended Attachment 12 with Sample Pricing Template. Pricing in this proposal shall be for the base period only (as defined in Section F "Base Period (CLINS 0001 - 0048)".
80 Attachment_ 12_Cost_Pro posal_Instruc tions
For the cost proposal instructions, it is not clear if the government is looking for separate files for each Task Order, or will separate tabs in the same EXCEL sheet be adequate?
See Amended Attachment 12 with Sample Pricing Template. Pricing should be by task order, performance objective/task, and labor category using the sample pricing template as a guide.
81 Attachment
Attachment 12 states that “the offeror must also bear the burden of proof in establishing reasonableness of proposed costs”. Since in accordance with Solicitation Section M.2.3, Factor 3 - Cost (RFP page 138), the Government will be evaluating the reasonableness, realism, and completeness of the offerors’ proposed costs, should not Attachment 12 reflect that fact?
Section M.2.3 appropriately defines the bases of evaluation.
82 Attachment
Attachment 12 states as follows:
“Options: If proposing options, they must be separately priced and separate worksheets or tables should be provided for each option. Any proposed options that are not fully priced out will not be included in any resulting award”. Please verify the accuracy of this provision since it appears that all offerors must propose on all options in order to be compliant with the Solicitation requirements, and be eligible for award.
See Amended Attachment 12 with Sample Pricing Template. Pricing should be by task order, performance objective/task, and labor category using the sample pricing template as a guide.
83 Attachment
Attachment 12 indicates that the offerors must complete the Labor Categories tab, to include the offeror’s proposed Base Labor Rates.
Please indicate where and how those Base Labor Rates will be evaluated since they do not appear to be addressed in Solicitation Section M.2.3, Factor 3 - Cost (RFP page 138).
See Amended Attachment 12 with Sample Pricing Template. Pricing should be by task order, performance objective/task, and labor category using the sample pricing template as a guide.
84 Attachments
Attachment 12 next to last heading of "Options", asks offerors "If proposing options…." Is the government looking for offerors to only price the base 5 years of the IDIQ and not price the 5 year option period or does this refer to option periods for the 3 Task Orders? This question is also relevant to our Question 1 above.
See Amended Attachment 12 with Sample Pricing Template. Pricing in this proposal shall be for the base period only (as defined in Section F "Base Period (CLINS 0001 - 0048)".
85 Attachment
Attachment 12 states “Cost by Task:
In addition to providing summary by period of performance (base and any options), the Contractor is also responsible for providing a breakdown of cost for each task identified in the Performance Work Statement. The sum of all cost by task worksheets MUST equal the total cost summary.” Referring above to Question 24, if there are additional Worksheets that should have been included, this question may be answered by the inclusion of those worksheets. If Attachment 12 is the correct version with only 2 worksheets, please clarify if the sum of all costs are the burdened or unburdened costs? Is this Labor only or does this include Travel and ODC’s provided in RFP Section L.5.6? Does this Cost by Task also include Fee?
See Amended Attachment 12 with Sample Pricing Template. Pricing should be by task order, performance objective/task, and labor category using the sample pricing template as a guide.
86 Attachment_ 12-Cost- Proposal_ Instructions
Based on the experience and compensation plan of an Offeror, is it acceptable to substitute years of experience for education degrees?
yes
87 Attachment 12, Cost Proposal Instructions, Labor Categories Tab, Education Column
How many years of relevant experience may be substituted for the BA/BS degree and for the Master's Degree?
The contractor should use their best judgment and current business practices to align with the Labor Categories
88 Attachment_ 12- Cost_Proposa l_ Instructions
On Attachment 12, Labor Categories worksheet, are rates proposed the rates to be bid on for all Task Orders, whether CPFF, CPAF, or FFP?
The pricing instructions are to price the specific task orders included in the solicitation. The three task orders included are to be proposed as CPFF orders. Therefore the pricing establishes reference rates for CPFF actions only.
89 Attachment_ 12- Cost_Proposa l_ Instructions
On Attachment 12, Labor Categories worksheet, is direct base rate the Offeror’s direct rate without burdens?
See Amended Attachment 12 with Sample Pricing Template. Pricing should be by task order, performance objective/task, and labor category using the sample pricing template as a guide.
90 Attachment_ 12- Cost_Proposa l_ Instructions
On Attachment 12, Labor Categories worksheet, are rates proposed the maximum rates that can be bid on for all Task Orders?
The pricing instructions are to price the specific task orders included in the solicitation. The three task orders included are to be proposed as CPFF orders. Therefore the pricing establishes reference rates for CPFF actions only.
91 Attachment_ 12- Cost_Proposa l_ Instructions
On Attachment 12, Labor Categories worksheet, how will subsequent year and option rates be determined?
See Amended Attachment 12 with Sample Pricing Template. Pricing should be by task order, performance objective/task, and labor category using the sample pricing template as a guide. This template reflects the base and option periods of the individual task orders.
92 Attachment_ 12-Cost- Proposal Instructions
Tab 'Labor Categories' calls for a single "Direct Base Rate" for each labor category. Is the expectation that this rate is applicable to all 5 years of the Base Period or is offeror free to propose separate rates for each of the 5 years that comprise the base period? Same question would apply to the 5 year Option Period.
See Amended Attachment 12 with Sample Pricing Template. Pricing should be by task order, performance objective/task, and labor category using the sample pricing template as a guide. This template reflects the base and option periods of the individual task orders.
93 Attachment_ 12-Cost- Proposal Instructions
Tab 'Labor Categories' calls for a single "Direct Base Rate" for each labor category. Please clarify if this is to be a direct labor rate or a fully burdened rate?
See Amended Attachment 12 with Sample Pricing Template. Pricing should be by task order, performance objective/task, and labor category using the sample pricing template as a guide.
94 Attachment
Attachment 12, last section with heading of "Labor Categories" asks offerors to fill in the "contractor equivalent labor category title as well as the base rate." Does the base rate refer to pay rates or to offeror’s fully burdened rates?
See Amended Attachment 12 with Sample Pricing Template. Pricing should be by task order, performance objective/task, and labor category using the sample pricing template as a guide.
