STATEMENT OF NEEDS

Weapons of Mass Destruction Proliferation Prevention Program (WMD-PPP) Philippines

Background WMD-PPP plans to continue partnering with elements of the Government of the Philippines to improve their capabilities to deter, detect, and interdict weapons of mass destruction (WMD) and related materials transiting through or near the Philippines’ territorial waters. Program development continues to be based on recommendations from a September 2012 capabilities assessment and the needs identified by Philippine Executive Order (EO) 57, which established the National Coast Watch System (NCWS), and on lessons learned during Increments I, II, and III. EO 57 seeks to address maritime security and law-enforcement challenges within Philippines territorial waters through an interagency effort led by the Philippine Office of the President. NCWS partners include: Philippine Office of the President, Philippine Coast Guard, Philippine Navy, Philippine National Police - Maritime Group, Bureau of Customs, Bureau of Fisheries and Aquatic Resources, and other agencies.

Efforts/tasks under the previous increments of work include:

· Assisted NCWS stakeholders in the development of an enhanced Maritime Domain Awareness (MDA) infrastructure.

· Mentored the National Coast Watch Secretariat tasked with the implementation of Executive Order 57.

· Assisted NCWS stakeholders in the development of a new concept of operations (CONOPS) and standard operating procedures (SOP) for the NCWS.

· Built the National Coast Watch Center and integrated data in Manila, Palawan, Central Visayas, Eastern Visayas, and Eastern Mindanao.

· Delivered communications, surveillance, and WMD detection/identification equipment and associated training, including the installation of a common operational picture (COP) at NCWS sites and up to five Armed Forces of the Philippines (AFP) locations.

· Provided spare parts, equipment with sustainment mentorship, and training to ensure capabilities provided in previous increments are maintained (C3S, building, vessels).

· Installed and integrated additional nodes to monitor the traffic along identified key sea lanes.

· Continued development of CONOPS and SOPs, including additional tabletop exercise (TTX) and field training exercise (FTX) events.

Scope of Work The next increment of work to be awarded will likely have a period of performance (PoP) of 27 months (6 months design, 18 months to implement, 3 months FTX/cleanup) and will include:

· 1-2 buildings (depends on construction vs. renovation) to upgrade, build, and/or renovate maintenance facilities to support vessel and communications maintenance equipment.

· Install vessel maintenance and communications maintenance equipment and repair tools.

· 3-5 buildings (depends on construction vs. renovation) to upgrade, build, and/or renovate additional NCWS stations/substations/remote sensor site along the Northern, Eastern, and Southern Philippines.

· Install communications and/or COP equipment integrated to the NCWS network at newly upgraded, built, and/or renovated NCWS stations/substations/remote sensor sites. This includes one 30 meter tower, AIS, Radar, EO/IR Camera, and Microwave Cambium equipment per site.

· Continued development of CONOPS and SOPs to include additional tabletop exercise (TTX) and field training exercise (FTX) events.

· 1 TTX (planning only, host nation executing)

· 1 FTX (planning only, host nation executing)

· 4 CONOPS (every 6 months)

· Testing associated with all provided equipment and/or installations and/or construction/renovation.

The next increment of work to be awarded will likely include the following CDRLs:

· Contractor Performance Report

· Integrated Master Schedule

· Management Plan

· Master Equipment List

· Equipment Procurement Plan

· Sustainment and Transition Plan

· CONOPs Report

· Test Plan

· Test Report

· Work Breakdown Structure

· Risk Management Plan

· Systems Engineering Plan

· Record of Meeting Minutes

· Training Plan

· Training Materials

· Surveillance Equipment Site Survey
