Cooperative Biological Engagement Program (CBEP) in Senegal Statement of Work

Background

The US Department of Defense (DoD) initiated the Cooperative Biological Engagement Program (CBEP) in Senegal through the Defense Threat Reduction Agency (DTRA)’s Cooperative Threat Reduction (CTR) Program to secure and consolidate select agents; enhance Biosafety and Biosecurity (BS&S) standards; and strengthen Senegal’s ability to detect, diagnose, surveil, and report emerging and re-emerging diseases of international concern in accordance with the World Health Organization (WHO) International Health Regulations (IHR 2005) and World Health Organization for Animal Health Guidelines (OIE).

According to this guidance, CBEP has awarded contracts to perform the following tasks:

1. Design, construct, and install equipment at the Health Emergency Operations Center (HEOC), expected to be complete June 2017.

2. Conduct annual Health Table Top Exercise with HEOC staff and relevant ministries.

3. Provide a10-year Campus Master Plan design; review and refine/develop standard operating procedures (SOPs), perform physical security assessment and renovations/upgrades to the Bacteriology and Virology buildings; provide biorisk management (BRM) training; and procure equipment for the Senegalese Institute of Agricultural Research (ISRA).

4. Support modification and development of biosafety and biosecurity regulatory frameworks to codify safe and secure laboratory handling practices and standardize physical security requirements per Senegal’s needs.

5. Train cadre of Senegalese individuals to perform BS&S assessments of in-country laboratories.

Scope of Work:

The following assumption apply to this Task Order (TO):

1. Senegal remains a high strategic priority to the next Administration, and no directives from the Office of the Secretary of Defense , Congress, or the National Security Council limit program activities

2. Comprehensive Value Added Tax (VAT) exemption will be obtained via the December 2015 Diplomatic Note 016908, granting CBEP VAT exemption under the 2001 Status of Forces-like agreement; additionally, a VAT exemption letter is required for each CBEP project.

The following TO will likely have a 24 month Period of Performance (PoP), and will include the following activities:

1. Contractor shall develop Standard Operating Procedures (SOPs) for the National Public Health Laboratory (NPHL) in Theis, Senegal. SOPs may include, but are not limited to:

3. The Contractor shall develop or revise DTRA provided BRM training materials and facilitate BRM training for no less than three cohorts of 10 laboratory staff trainees from no less than two facilities.

4. The Contractor shall develop a method for assessing the effectiveness of SOP or BRM training delivered to each cohort. Examples of assessments include pre/post-training evaluations and/or long-term post-training evaluations.

The awarded Task Order will likely include the following Contract Data Requirements List:

· Revised/new SOPs
