Building Automation System (BAS) Enterprise-Wide Installation & Maintenance

Questions & Answers, Round 3

Q1 "6.6 Unscheduled (Emergency) Maintenance & Repair(24x7) Emergency

Maintenance Services shall include all troubleshooting and repair of all covered equipment. Emergency services shall be available to the Government

24 hours per day, 7 days per week, with a two (2)-hour response time by trained, proficient operations and repair Contractor personnel (report to site or as directed by site representative). The mission critical role of the DISA BAS systems requires this stringent and mandatory response time."

QUESTION: Is it the intension of the Government to place initial call for emergency services (24/7) to the Application Administrator (24/7 position)?

If so, the AA would either troubleshoot himself or immediately engage appropriately skilled tecnician to follow through with services and repair.

Or is the intention of the Government to have an additional 24/7 service technician available for emergency response?

A1 The government will notify the application admin of all issues with the system and expect the awarded contractor to respond as outlined by PWS section6.6. Offerors are to provide their technical approach for meeting the requirements of section 6.6 as part of their technical/management response to the solicitation. The Government is not dictating labor categories to be used, however the offeror must clearly show how the requirements of the PWS will be met.

Q2 12.0 SECURITY REQUIREMENTS

Failure to comply with security requirements is reason for default. Both the contractor and contractor personnel must obtain secret security clearance no later than time of contract award. If the contractor and contractor personnel fail to obtain secret clearance, the contract will be terminated for default and the next lowest price offeror will be awarded the contract."

QUESTION: Does the above requirement to have Secret Clearance at time of award ALSO apply to the Prime Contractor's KEY SUBCONTRACTORS (such as Iconics integrators, Network Engineering Firms)?

A2 Language to clarify this has been added to section 12 of the PWS. Changes have been highlighted in yellow for reference.

Q3 The table at 2.6 indicates a page maximum for Volume II. General Instructions Section 4.

Technical/Management Response states the following "The technical/management response shall represent the offeror's approach to meeting the overall PWS requirements.

The draft plans identified in section 11 of the PWS, all generic key personnel resumes, all responses to the subfactor scenarios, and all other technical/management requirements of the solicitation shall be included in the offeror's technical approach." QUESTION: Not including the Key resumes, the required technical/management approach AND the responses to the subfactor scenarios (att #4,5,and 6) must exceed 15 page limitation to provide the details required by the Solicitation. Would you please consider EXCLUDING

THE SCENARIO PROPOSALS(as well as the resumes) from the 15 page count limitation?

A3 Table 2.6 has been updated to include an additional volume (VI) which will inclue the responses to all 3 scenarios. A page restriction of 12 pages (4 per scenario response) has been placed on this volume.
