Building Automation System (BAS) Enterprise-Wide Installation & Maintenance

Questions & Answers_1

Q1 Subfactor #2 has an Incorrect reference to Task 6.10 "Provide New Building Automation

System (BAS) Installations" is given as Task 6.8 on Page 65 of Solicitation.

A1 Technical management approach subfactor #2 mistakenly references task 6.10, the task reference should be task 6.8. The solicitation documentation has been updated.

Note that subfactor 4 has moved to subfactor 3 and subfactor 5 has moved to subfactor

4.

Q2 Subfactor #2 makes reference to Attachment #4 Scenario Document which was NOT supplied at the FBO website.

A2 Attachment 4 was erroneously left off of the FBO package. A solicitation amendment will be completed to upload the document to the FBO posting.

Q3 Subfactor #3 is an exact copy of Subfactor #2. It is recommended that Subfactor #3 refers to Task 6.7 "System Repairs & Replacements, Modifications & Additions with reference to

Attachment #5 Scenario Document for Addition of New Equipment.

A3 Subfactor #3 is a duplicate of subfactor #2 and has been removed from the solicitation.

Q4 Subfactor #5 has an incorrect reference to Task 6.5 and it should refer to Task 6.7 "System

Repairs & Replacements, Modifications & Additions with reference to Attachment #6

Scenario Document for BAS System Repair.

A4 Technical management approach subfactor #5 mistakenly references task 6.5, the task reference should be task 6.7, but attachment #5 and #6 both apply.

Q5 Please let me know if you are willing to grant a one week extension for solicitation #

HC1028-15-F-0031 for the submission of RFIs. We just received information for this solicitation and we???d like the chance to perform a thorough review and ask questions

A5 Currently the Government does not plan to extend the time for questions or proposals

Q6 Line Item # x002 Application Administrator: The Performance Requirements given in

Section 6.2 "Provide Application Administration Services" (Pages 58 to 60) do not mention a requirement to perform these services ONSITE at DISA Denver Headquarters.

Is it acceptable for these services to be provided remotely on a Government-furnished laptop?

A6 The application administrator shall perform the services onsite in Denver unless they are travelling or working an issue after normal business hours for the Denver facility.

Q7 Does this Solicitation have a requirement for the bidder to state a SPECIFIC "Mark-Up" on goods and services supplied?

A7 No. This is a firm fixed price contract therefore the offeror is not required to breakout their costs; however, offerors should be reminded that this requirement is being evaluated utilizing the lowest price technically acceptable methodology.

Q8 Does the Government have a required/recommended Rate of Inflation for the bidder to apply to Labor Rates and Cost of Materials for Option Years 1 through 4?

A8 This is a firm fixed price contract therefore the offeror is not required to breakout their costs nor will the Government provide an inflation rate.

Q9 Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement?
