L7.2 Page Limitations. Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal; page limitations may be placed on responses to Evaluation Notices (ENs). The specified page limits for EN responses will be identified in the letters forwarding the ENs to the offerors. Each page within a volume shall be counted as one page. Exception: Title/cover pages, table of contents, glossaries and blank pages shall not be counted.
L7.3 Page Size and Format.
a. A page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Page size shall be 8.5 x 11 inches, not including foldouts. Pages shall be typed with single spacing between each line. Except for the reproduced sections of the solicitation document, the font type/text size shall be Times New Roman, no smaller than 12-point. Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software. Use at least 1 inch margins on the top and bottom and ¾-inch side margins. Pages shall be numbered sequentially by volume. These page format restrictions shall apply to responses to ENs. These limitations shall apply to both electronic and hard copy proposals.
b. Page Numbering. The offeror shall use a standard page numbering system to facilitate proposal references. Number consecutive pages within parts. Use a standard page numbering system to facilitate proposal references. Consecutive page numbering within parts is preferred, e.g., Page I-2-5, indicates Volume I, Part 2, page 5. Charts, graphs and other insert materials shall be page-numbered as part of the page numbering system.
c. Legible tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible, and shall not exceed 11 by 17 inches in size. Foldout pages shall fold entirely within the volume, and count as a single page. If using two sides (front/back) of the foldout page, the front page will count as one page and the back page will count as another page. Foldout pages may only be used for large tables, charts, graphs, diagrams and schematics not for pages of text. For tables, charts, graphs and figures, the text shall be no smaller than 8-point. These limitations shall apply to both electronic and hard copy proposals.
L7.4 Indexing. Each volume shall contain a more detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify parts.
L7.5 Glossary of Abbreviations and Acronyms. Each volume shall contain a glossary of all abbreviations and acronyms used, and with an explanation for each. Glossaries of Abbreviations and Acronyms do not count against the page limitations for their respective volumes.
L7.6 Cross-Referencing.
a. To the greatest extent possible, each volume shall be written on a stand‑alone basis so that its contents may be evaluated with a minimum of cross referencing to other volumes of the proposal. Information required for proposal evaluation which is not found in its designated volume will be assumed to have been omitted from the proposal. Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity.
b. The offeror shall complete the cross-reference matrix (provided as HC1028-10-R-2000 Section L, Attachment 1) by indicating by RFP, SOW/SOO/PWS, and/or specification paragraph number, the corresponding proposal paragraph in that part which addresses the referenced item.
L7.7 Hard Copy Submission:
a. Binding and Labeling. Each volume of the hard copy proposal should be separately bound in a three-ring, loose leaf binder permitting the volume to lie flat when open. Staples shall not be used. A cover sheet should be bound in each book, clearly marked as to volume number, title, copy number, solicitation identification, and the offeror's name. The same identifying data should be placed on the spine of each binder. All unclassified document binders shall have a color other than red or other applicable security designation colors. Be sure to apply all appropriate markings including those prescribed in accordance with FAR Part 52.215-1(e), Restriction on Disclosure and Use of Data, and FAR Part 3.104-4, Disclosure, Protection, and Marking of Contractor Bid or Proposal Information and Source Selection Information.
L7.8 Electronic Offers.
a. The offeror shall prepare a “readme” file which describes the organization and layout of its softcopy submission.
1) CD-ROMs. The offeror shall submit Volumes I through V in electronic format, using recordable CDs. For electronic copies, indicate on each CD the volume number and title. The content and page size of electronic copies must be identical to the hard copies. Use separate files to permit rapid location of all portions, including subfactors, exhibits, annexes, and attachments, if any. Each volume shall be in a different directory on a CD. If files are compressed, the necessary decompression program must be included. The electronic copies of the proposal shall be submitted in a format readable by Microsoft (MS) Office Word 2003, MS Office Excel 2003, MS Office Project 2003, and MS Office Power Point 2003, as applicable. In the event that hard copies and electronic copies of a proposal are submitted and if there are any discrepancies between the hard copies and the electronic copies of the proposal, the soft copies will be used for evaluation.
2) Internet Up-Loaded Document (DITCO Web-Site).
a) All proposal volumes shall be submitted in Adobe Acrobat. Portable Document Format (PDF), Version 9.x. The font type shall be Times New Roman, no smaller than 12-point. The text margins shall be no less than ¾ inch. Note: There shall be no page markings with restrictive legend prohibiting the copying and pasting of text for Government use specific to this acquisition. Traceability matrixes will use hyperlinks to the maximum extent practicable.
b) Offerors shall use the Acrobat Link feature for cross-references that are electronically linked, and linked files must be contained in the same directory. The Acrobat Bookmark feature may also be used for document navigation; however, use of the Acrobat Notes feature is prohibited. Offerors shall use the ‘Optimize’ feature of Adobe Acrobat to decrease file size and prepare them for viewing on the Internet. Offerors are encouraged to limit file size to 2.5MB to reduce delay in downloading proposals over the Internet.
b. If necessary, separate the electronic files of the proposal at logical breakpoints using the table of contents as a guide. Each file must be autonomous and complete.
c. Virus Check. Offerors shall perform a virus check prior to proposal submittal. Virus checking will be conducted at the source selection site prior to the beginning of the evaluation.
d. Use of the software and procedures described in this part will reduce the amount of time and effort needed by the Government to receive and install proposals into an electronic evaluation system and will help to ensure that proposals are suitable for reading electronically. Information regarding electronic products listed herein should not be construed as Government endorsement for such products.
e. Efforts by the Government to clarify or expedite installation of electronic proposal submissions, in accordance with FAR Part15.207(c), will not be considered discussions.
L7.9 The Government will access the softcopy versions of the offeror’s proposal using the DecisionPoint™ source selection tool provided by ManTech AcqCenter (http://www.acqcenter.com). An electronic submission which cannot be accessible from Decision Point will not be considered.
L7.10 Cost and Pricing Information. No cost or pricing information of any kind shall be included in any volume except Volume IV, Cost/Price Proposal.
