SECTION A- SOLICITATION/CONTRACT FORM
A-1. OBJECTIVE. Marine Corps Community Services (MCCS) Headquarters, United States Marine Corps, NAF Business and Support Services Division (MR), Quantico, VA (hereinafter referred to as “MCCS”) is pleased to offer an exceptional opportunity for a well-qualified individual, firm or joint venture (hereinafter referred to as “Contractor”), to enter into a ten (10) year contract for the management, operation, and maintenance of select MCCS Golf Courses, Pro Shops and Food and Beverage Operations.
MCCS is requesting proposals to provide golf course and Pro Shop operations, golf course maintenance, food, beverage and banquet services, and facility maintenance and management services in accordance with the specifications and conditions in this Request for Proposal (RFP).
A-2. INTRODUCTION. MCCS manages and delivers Quality of Life programs such as family support, morale, welfare, recreation, retail, and exchange operations in support of the Marines and their families.
MCCS operates on all 18 Marine Corps installations located on the east and west coasts of the continental United States, Hawaii, and Japan. Included in the MCCS mission is the operation of nine (9) golf courses on eight (8) Marine Corps installations in the continental United States. All but one course, at MCLB Barstow, CA, are located inside the fence line of the respective installation. In addition, all golf courses have a waiver which allows the general public to use the facilities.
MCCS desires a single entity to operate all nine (9) golf courses. This single entity can be an individual, firm, or joint venture that can demonstrate substantial experience in the operation, maintenance and management of public access golf courses, including all aspects of a clubhouse and quality food service operation. The Marine Corps’ vision for MCCS Golf Courses is that they will continue to be recognized by the golf community as providing a superior golf experience through effective management of Pro Shop operations, golf course maintenance, clubhouse, and related Food and Beverage services. It is also MCCS’s desire to obtain the best financial arrangement for its golf facilities while maintaining a high standard of operation, recognizing that MCCS Golf Courses presently operate with a mix of facility quality and customer service.
a. As stated above MCCS activities are operated on Marine Corps installations on the east and west coasts of the United States, Hawaii and Japan. Reference the website www.usmc-mccs.org for further information regarding MCCS activities and locations.
b. MCCS activities are Nonappropriated Fund (NAF) Instrumentalities of the Federal government and are therefore subject to directives issued by the Department of Defense, the Secretary of the Navy, and the Commandant of the Marine Corps. MCCS system generates over one billion in sales per year from a wide variety of business operations. Earnings from its major revenue generators are used to supplement funding for non-revenue generating MCCS programs. Additional information is available at www.usmc-mccs.org.
c. MCCS is comprised of over 80 programs and is the primary community support provided aboard
Marine Corps installations. MCCS employs approximately 11,000 employees worldwide.
d. MCCS procurement is governed by Department of Defense Instruction (DODI) 4105.67 available at http://www.dtic.mil/whs/directives/corres/pdf/4105.67p.pdf and Marine Corps Order 7010.20 available at http://www.marines.mil/News/Publications/ELECTRONICLIBRARY/ElectronicLibraryDisplay/tabid/13082/Ar ticle/173017/mco-701020.aspx .
A-3. PATRONAGE. Services related to the golf course operations shall be open to all authorized patrons in accordance with Marine Corps Order (MCO) P 1700.27B, (and any subsequent versions) and local installation orders. Authorized patrons include, but are not limited to, military personnel on Active Duty, Retirees, DoD Civilian Employees, and Dependents.
A-4. AWARD OF CONTRACT. Award will be made to the responsive, competitive, and responsible Offeror or Offerors who are best able to meet the contract specifications based on the evaluation criteria set forth in Section M of this RFP.

C-2. REQUIREMENT.
MCCS is seeking a golf course operator that will embrace a high quality public golf course experience, emphasize customer service, and maintain the highest public standards for golf course and Pro Shop operations, maintenance, and Food and Beverage services at the identified MCCS Golf Courses. MCCS also desires to deliver optimal value to MCCS Golf Course guests, improving upon its financial position, market share and future capital improvement reserves.
The services desired at MCCS Golf Courses will include, but are not limited to: operating and managing the golf facility, providing all golf course maintenance functions, marketing, golf instruction, and managing the food, beverage, and banquet services. The assignment of space is a revocable license agreement for a specified term tentatively commencing on or around May 1, 2016. Nothing in this RFP creates a tenancy, leasehold, or other interest on the part of the Contractor in any premise or real estate owned by or under the jurisdiction of the U.S. Government, the Department of Defense, the Department of the Navy, or any subdivisions or instrumentality thereof.
The Offeror shall evaluate each installation and develop a specific business and operations plan that shall meet the operational tempo of that installation and its specific business requirements. The Offeror shall submit the Business and Operations plan in accordance with section L-13.
C-3. QUALIFICATIONS. The contract shall be awarded to a responsive and responsible Offeror, qualified to provide the goods and/or service specified. The Offeror shall, upon request, promptly furnish MCCS sufficient evidence in order to confirm a satisfactory performance record. Such information shall include an adequate financial statement of resources, the ability to comply with required or proposed delivery or performance schedule, a satisfactory record of integrity and business ethics, the necessary organization experience, accounting and operation controls, and technical skills, and be otherwise qualified to receive an award under applicable laws and regulations.
C-4 SERVICES BY FACILITY.
While the successful Offeror will operate under a contract with MCCS, the contract may or may not include all services at each Marine Corps Installation. Under the defined contract, the proposal may instead describe an arrangement whereby the food, beverage and banquet center operations are performed by a separate individual or firm, possibly the current clubhouse Food and Beverage operator, through a joint venture, sub-lease, or other contractual agreement with the Contractor. However, MCCS must approve any such joint venture, sub-lease, or other contractual agreement with another firm, and MCCS will not be a party to the agreement to provide such food, beverage, and/or banquet functions. The successful Contractor will be the primary responsible party under a contract with MCCS, and the golf operation will serve in the lead role. At present, MCCS has one outstanding contract for food, beverage, and banquet center operations that shall be adhered to by the successful Contractor. The Contractor shall be responsible for (indicated by ‘Yes’):

C-5. OTHER SPECIFIC SERVICE ISSUES.
C-5.1 MCCS’ desired outcome is the seamless delivery of golf, maintenance, facility management, and food, beverage and banquet services at each of eight (8) golf facilities at eight (8) separate Marine Corps Installations. The selected Contractor must have staff with a demonstrated ability to work in harmony with each other, the golfing community, banquet and food service patrons, Marine Corps and MCCS staff and administration, and the general public to meet golf course facility goals and customer expectations. The Contractor must also have a qualified golf staff that will stay current with golf industry practices and trends, implement current standards of turf maintenance, hold insect and pesticide applicators licenses, and are knowledgeable of environmental issues and mitigations. The selected Contractor must also provide qualified Food and Beverage staff who stay current on industry food preparation standards and trends.
The use of golf course pavilions and grounds for non-golf events for Marines and MCCS, which do not interfere with golf operations, will not be unreasonably withheld by the Contractor.
C-5.2 MCCS will have the right to review, make comment and approve the qualifications of the individuals that the Contractor intends to hire to fill the positions of golf course superintendent and golf course professional (regardless of the title given for such position by the Contractor) for appropriate credentialing.
Such approval shall not be unreasonably withheld. Contractors’ staff shall include a dedicated spray technician during the spring and summer. It also shall include an individual that is thoroughly familiar with the operation and maintenance of irrigation systems and central controllers.
C-5.3 The selected Contractor will work cooperatively with the COR and local COR in the development of MCCS’ operating and capital budgets and shall provide Quarterly Reporting for the three key businesses:
Program (golf course), Pro Shop (resale) and Food and Beverage. Quarterly reports will include at a minimum:
Gross Revenue
Labor Costs
Maintenance Conditions Report
Rounds of Golf by Type
Expenditures Statement
Issues and their Resolutions
C-5.4 Representatives of the selected Contractor shall meet at such times as may be required with representatives of MCCS to review performance under the agreement, review quarterly financial reports, and discuss overall management and operation as well as marketing strategies of MCCS Golf Courses, Pro Shops (clubhouses), and Food and Beverage service areas. The selected Contractor shall assign a representative to attend meetings with MCCS staff as necessary.
C-5.5 All employees of the Contractor will be subject to all Federal laws and statutes to include, but not limited to, the Service Contract Labor Standards (previously known as McNamara-O’Hara Service Contract Act), the Construction Wage Rate Requirements (previously known as Davis-Bacon Act), the Affordable Care Act, Executive Order (E.O.) 13495, “Nondisplacement of Qualified Workers Under Service Contracts”, and E.O.13658, “Minimum Wage for Contractors.” Current wages applicable to the contract are installations specific and are identified at Attachment J-1. These wages are subject to a bi-annual wage and benefit review per the Service Contract Labor Standards.
C-5.6 Sublet/Subcontract. The Contractor may not subcontract or sublet any of the business operations provided him by reason of the contract, without the express written approval of the Contracting Officer by formal contract modification. In addition, the Contractor will still remain responsible for the entire contract performance.
C-5.7 The Contractor shall, at their own expense, assume the cost to: remodel/renovate; make site improvements; provide and install all necessary equipment, manage and operate the Golf Courses’ Pro Shops, maintenance and Food and Beverage operations in accordance with the terms of the contract.
